MOFA response to US and ROK foreign and defense ministers stressing importance of cross-strait peace and stability

US Secretary of State Antony Blinken and Secretary of Defense Lloyd Austin hosted Republic of Korea Minister of Foreign Affairs Cho Tae-yul and Minister of National Defense Kim Yong-hyun for the US-ROK Foreign and Defense (2+2) Ministerial Meeting in Washington, DC, on October 31. In a joint statement issued after the meeting, the two countries emphasized the importance of maintaining peace and stability across the Taiwan Strait as an indispensable element of security and prosperity for the international community. They also expressed concern over provocative actions, particularly the recent military drills around Taiwan that escalate tension. Both sides concurred that no further actions should be taken that could undermine peace and stability across the Taiwan Strait. In addition to reaffirming that cross-strait issues should be peacefully resolved, they expressed strong opposition to any unilateral attempts to change the status quo in the waters of the Indo-Pacific. At a press conference for the ministerial meeting, Secretary of State Blinken underscored the importance of maintaining peace and stability across the Taiwan Strait.
 
This marked the first time that the United States and the Republic of Korea have conveyed their high regard for cross-strait peace and stability in a 2+2 ministerial joint statement. The two countries had expressed a similar stance at their 56th Security Consultative Meeting on October 30. The Ministry of Foreign Affairs welcomes and appreciates high-level US and ROK officials publicly reaffirming their staunch position and showing concern over China’s launch of military drills around Taiwan. As authoritarian countries strengthen cooperation and disrupt peace, stability, and the international order, Taiwan will continue to work with the United States, the ROK, and other like-minded nations to jointly safeguard peace, stability, and prosperity across the Taiwan Strait and in the region.

MOFA response to Canada and ROK foreign and defense ministers reaffirming importance of cross-strait peace and stability

Canadian Minister of Foreign Affairs Mélanie Joly and Minister of National Defence Bill Blair hosted Republic of Korea Minister of Foreign Affairs Cho Tae-yul and Minister of National Defense Kim Yong-hyun for the inaugural Canada-ROK Foreign and Defence (2+2) Ministerial Meeting in Ottawa on November 1. Following the meeting, the two countries issued a joint statement affirming their commitment to a free and open Indo-Pacific based on the rule of law and the peaceful resolution of disputes. They stressed their continued advocation of peace and stability throughout the Indo-Pacific and opposition to any unilateral attempts to change the status quo in the region. The two sides also reaffirmed that maintaining peace and stability across the Taiwan Strait was indispensable to international security and prosperity.
 
This inaugural 2+2 ministerial was a concrete achievement of the action plan announced on July 25 for implementing the Canada-Korea Comprehensive Strategic Partnership. The Ministry of Foreign Affairs welcomes and affirms Canada and the ROK underscoring the importance of peace and stability across the Taiwan Strait and expressing their opposition to any unilateral change to the regional status quo at their first 2+2 ministerial. In the face of stronger collaboration between authoritarian countries and their attempts to undermine peace, stability, and the international order, Taiwan will work steadfastly with such like-minded nations as Canada and the ROK to jointly preserve peace, stability, and prosperity across the Taiwan Strait and in the region.

MOFA response to US, ROK, and Japan national security advisors reaffirming importance of cross-strait peace and stability and calling for peaceful resolution of cross-strait issues

US White House National Security Advisor Jake Sullivan, Japanese National Security Secretariat Secretary-General Takeo Akiba, and Republic of Korea National Security Office Director Shin Won-sik held a trilateral meeting in Washington, DC, on October 25. In a joint readout issued after the meeting, the three national security advisors reaffirmed the importance of maintaining peace and stability across the Taiwan Strait, called for the peaceful resolution of cross-strait issues, and expressed strong opposition to any unilateral attempts to change the status quo by force or coercion in the waters of the Indo-Pacific.
 
The Ministry of Foreign Affairs (MOFA) thanks the United States, Japan, and the ROK for continuing to jointly reiterate the importance of cross-strait peace and stability through high-level meetings of national security officials and diplomats, underscoring the high degree of international consensus on maintaining peace and stability across the Taiwan Strait and the region. Taiwan will continue to work with the United States, Japan, the ROK, and other like-minded nations to preserve peace, stability, and prosperity across the Taiwan Strait and beyond.

MOFA response to joint passage of US, Canadian warships through Taiwan Strait on October 20

The US Arleigh Burke-class guided-missile destroyer USS Higgins and the Canadian Halifax-class frigate HMCS Vancouver conducted a routine transit of the Taiwan Strait on October 20. The Ministry of Foreign Affairs (MOFA) welcomes and affirms the United States and Canada once again taking concrete action to emphasize the Taiwan Strait’s status in law as an international waterway and their firm stance on safeguarding freedom of navigation and regional stability.
 
The US 7th Fleet and Canadian Joint Operations Command provided details of their joint mission in separate media statements and posts on the social media platform X. The US 7th Fleet statement noted that the transit had taken place through waters where high-seas freedom of navigation applied in accordance with international law. It said that the mission demonstrated the United States’ and Canada’s commitment to upholding freedom of navigation for all nations and that the international community’s navigational rights and freedoms in the Taiwan Strait should not be limited. It further stated that the United States rejected any assertion of sovereignty or jurisdiction that was inconsistent with freedoms of navigations, overflight, or other lawful uses of the sea and air. The Canadian Joint Operations Command post on X stated that its activities promoted peace, resilience, and security in the Indo-Pacific.
 
This was the fourth joint transit of the Taiwan Strait by the United States and Canada in under two years, demonstrating democratic allies’ determination to take firm and concrete actions to safeguard Taiwan Strait peace. The government of Taiwan will continue to strengthen Taiwan’s self-defense capabilities, staunchly oppose authoritarian expansion, and deepen cooperation with like-minded nations so as to jointly defend the rules-based international order as well as peace, stability, and prosperity across the Taiwan Strait and throughout the region.

MOFA congratulates Alix Didier Fils-Aimé on his appointment as prime minister of Haiti

The transitional presidential council of the Republic of Haiti has appointed Alix Didier Fils-Aimé as the country’s new prime minister. He was sworn into office on November 11. In his remarks, Prime Minister Fils-Aimé said he would seek to work with like-minded countries to assist the transitional government in advancing its priority goals, including reestablishing security and reviving of the economy, in order to lay the groundwork for long-term national development. Taiwan Ambassador to Haiti Hu Cheng-hao attended the ceremony and congratulated the new prime minister on behalf of the government of Taiwan.

The government of the Republic of China (Taiwan) remains committed to standing with the Haitian government and people, implementing various bilateral cooperation projects, and further deepening the 68-year diplomatic alliance between the two countries. (E)

November 12, 2024No. 410The 92nd session of the General Assembly of the International Criminal Police Organization (INTERPOL) was held in Glasgow, United Kingdom, from November 4 to 7. In an unprecedented show of global support, executive and legislative branches of government, interparliamentary organizations, and prominent individuals of over 70 countries endorsed Taiwan’s bid to participate in INTERPOL. The Ministry of Foreign Affairs (MOFA) sincerely thanks the international community for its calls for justice for Taiwan.This year, Taiwan’s diplomatic allies voiced their support for Taiwan in multiple ways. Recognizing Taiwan’s contributions to fighting crime over the years and underscoring the paramount importance of Taiwan’s inclusion in the system to combat transnational crime, they staunchly backed Taiwan’s involvement in INTERPOL, writing letters and raising the issue with the INTERPOL president and secretary general. In addition, the heads of delegations from Belize, Eswatini, the Marshall Islands, Palau, Paraguay, Saint Christopher and Nevis, and Saint Vincent and the Grenadines produced videos urging support for Taiwan’s participation in INTERPOL.Like-minded countries have also continued to publicly call for Taiwan’s engagement with INTERPOL and other international organizations on numerous occasions. The Group of Seven (G7) Leaders’ Communiqué and the chair’s statement issued after the G7 Foreign Ministers’ Meeting both reaffirmed support for Taiwan’s meaningful participation in international organizations. Joint statements released following the UK-Australia Ministerial Consultations and the France-Australia Foreign and Defense Ministerial Consultations also backed Taiwan’s involvement in the global arena.In addition, representative offices of like-minded nations demonstrated support for Taiwan on social media platforms. The American Institute in Taiwan shared Taiwan’s INTERPOL campaign film on its official Facebook page, calling for Taiwan’s substantive and meaningful participation in the international community as well as in collective efforts to advance global security. The Australian Office posted Taiwan’s INTERPOL campaign logo on its official social media accounts to express support and called for active collaboration among law enforcement agencies worldwide to combat transnational crime. Support from various parliaments was also strong. The European Parliament, the Czech Senate, the Dutch House of Representatives, the Saint Christopher and Nevis National Assembly, the Guam Legislature, and other parliaments adopted resolutions endorsing Taiwan’s participation in INTERPOL. The Inter-Parliamentary Alliance on China, the Australian Senate, the Canadian House of Commons, the Italian Chamber of Deputies, and the Guatemalan Congress also passed resolutions backing Taiwan’s participation in international organizations. Parliamentarians from the Republic of Korea (ROK), Germany, Denmark, Ireland, Italy, Spain, Latvia, Estonia, Brazil, Mexico, Colombia, and other countries, as well as Formosa Club members in various regions, sent individual or joint letters to the INTERPOL president or secretary general calling for INTERPOL to accept Taiwan into its fold.In terms of international press coverage, Taiwan’s campaign was featured in 195 media reports. These included an op-ed entitled “Joining hands with Taiwan to build a safer global village: Supporting Taiwan’s participation in INTERPOL” by Commissioner Chou Yew-woei of the Criminal Investigation Bureau (CIB), letters to the editor from Taiwan’s overseas missions, press interviews with heads of mission, and other related articles. News outlets that published the pieces included Newsmax and the National Interest in the United States; EU Political Report and Modern Diplomacy in the European Union; the Mainichi Shimbun in Japan; News1 in the ROK; The Statesman in India; Le Formiche and Notizie Geopolitiche in Italy; La Razón in Spain; Gazeta Wyborcza in Poland; and The Baltic Times in Latvia. A video produced by the CIB for this year’s INTERPOL bid called Borderline Operations was posted on the Facebook and X accounts of MOFA and Taiwan’s overseas missions, the Trending Taiwan YouTube channel, and other channels, accumulating more than 2.81 million views. Related posts on MOFA’s new media accounts, including Facebook, X, Instagram, and Threads, were seen over 235,000 times.MOFA emphasizes that the global security map is incomplete without Taiwan. Taiwan’s exclusion from INTERPOL undermines concerted efforts to maintain global security and jeopardizes the welfare of people worldwide. Taiwan is both willing and able to work with the international community to combat transnational crime. It urges INTERPOL to uphold the principles of professionalism and neutrality, swiftly include Taiwan in the global law enforcement network, and work with Taiwan on joint efforts to ensure international security. MOFA sincerely congratulates LDP President Ishiba on reelection as Japan’s prime minister and successful formation of new cabinet

Following a special parliamentary vote on October 11, Liberal Democratic Party President Shigeru Ishiba was elected the 103rd prime minister of Japan and immediately organized a new cabinet. Taiwan extends its sincere congratulations and has instructed the Taipei Economic and Cultural Representative Office in Japan to send a message of felicitations to Prime Minister Ishiba and his cabinet on behalf of the government of Taiwan.
 
Taiwan and Japan enjoy close and cordial relations and share the common values of freedom, democracy, the rule of law, and human rights. They are important friends and partners. The government of Japan has consistently attached great importance to the situation across the Taiwan Strait. At major international events, it has continued to urge the global community to show concern over cross-strait peace and stability and assist with Taiwan’s international participation, demonstrating support for Taiwan through concrete action.
 
Taiwan looks forward to building on the existing solid foundation of Taiwan-Japan ties to promote values-based diplomacy, economic and trade diplomacy, and alliance diplomacy. Working with Prime Minister Ishiba and his new cabinet, Taiwan will continue to enhance its substantive bilateral partnership with Japan so as to jointly advance peace, stability, and prosperity across the Taiwan Strait and the Indo-Pacific region. ROC (Taiwan) government congratulates Surangel Whipps, Jr., and Raynold Oilouch on their election as president and vice president of Palau

The Republic of Palau, an ally of Taiwan in the Pacific, held its general elections for president, vice president, and members of the National Congress on November 5. Preliminary results show that incumbent President Surangel Whipps, Jr., has secured reelection and that vice presidential candidate Raynold “Arnold” Oilouch will also be elected by a decisive margin. The Ministry of Foreign Affairs extends its sincere congratulations to President Whipps, Vice President-elect Oilouch, and the government and people of Palau, and reaffirms that Taiwan will continue to build on the two nations’ solid foundations to further deepen cooperation with the government of Palau.
 
Since establishing diplomatic relations in 1999, Taiwan and Palau have enjoyed a robust friendship and long-standing and close collaboration in a range of areas. This has been widely welcomed and commended by the people and all sectors of Palau. Taiwan will continue to work with the government of Palau to jointly promote friendly diplomatic ties and peace, stability, and prosperity in the Indo-Pacific. (E)

Taiwan Sugar Corporation (Taisugar) held its handover ceremony between the new and outgoing chairmen at 9:50 a.m. today (6th) at the Taiwan Sugar General Administration Office in Tainan City. The handover ceremony was monitored by Chin-Tsang Ho, Deputy Minister, Ministry of Economic Affairs. The new chairman, Ming-Chang Wu, received the seal from the outgoing Acting Chairman, Chi-Hsiao Liu, and formally took the office. The handover ceremony was successfully completed with the witness and blessing of the attending guests and colleagues, which symbolizes the succession of responsibility and mission, as well as the beginning of a new chapter for the sustainable operation of Taiwan Sugar Corporation.

Chin-Tsang Ho, Deputy Minister, Ministry of Economic Affairs, mentioned in his speech that Taiwan Sugar Corporation has always been an important promoter of the national policy, and that whether it is in agriculture, technological pig farming, new energy sources, leisure tourism, or refined agriculture, Taisugar needs to continue to innovate and operate in pursuing corporate growth and sustainable development. He emphasized that Chairman Wu’s extensive experience in industry and academia, as well as his expertise in food and agro-biotechnology, will help Taisugar’s talent cultivation and innovative transformation. Ho also hoped that under Chairman Wu’s leadership, Taiwan Sugar will be able to face the future business challenges, and be able to promote the national policy as well as manage its business operations, to make Taisugar not only the nation’s brand, but also a reliable one for consumers.

Taisugar pointed out that the new Chairman, Dr. Ming-Chang Wu, is an expert in agriculture and biotechnology. He specializes in food science and food safety, and has extensive industrial and academic experience, which will not only enable him to lead Taisugar to continue to improve its sustainable management, but also to bring innovation and vitality to the agricultural and food biotechnology businesses. After completing the milestones, the outgoing Acting Chairman, Mr. Liu Chi-Hsiao, has officially handed over the leadership of Taiwan Sugar to Chairman Wu. Liu also encourages all employees to expand the new business opportunities for Taiwan Sugar under the leadership of Chairman Wu, and to achieve new successes.

Dr. Ming-Chang Wu received his Ph.D. from National Taiwan University. He specializes in food processing, food chemistry research, and food safety, and has written books on marketing and management. He has been teaching at National Pingtung University of Science and Technology for many years, and has taught many students, as well as served in key managerial positions in private companies. Chairman Wu is committed to using his extensive academic and industrial experience to continue to lead all employees toward the corporate vision of “deepening the health and new agricultural business”.
