Seminar held for nat’l security tutors

The Home Affairs Department today held a seminar for National Security Education District Tutors to further support them to effectively promote national security education in the community and enhance public awareness of safeguarding national security.
Around 700 district tutors from the 18 Districts attended the seminar held at the Central Government Offices to mark the fifth anniversary of the promulgation and implementation of the National Security Law (NSL).
Deputy Secretary for Justice Cheung Kwok-kwan, Secretary for Home & Youth Affairs Alice Mak, and Under Secretary for Security Michael Cheuk spoke at the seminar.
In her address, Miss Mak said the Government officially launched the National Security Education District Tutor Training Scheme in November last year and that as of early April this year, over 3,000 district tutors have completed the training and disseminated messages on national security to over 120,000 individuals in the community.
Delivering a keynote speech, Mr Cheung elaborated on the situation in Hong Kong since the NSL’s implementation, the current national security risks faced by the city and the importance of enhancing national security education.
Mr Cheuk’s keynote speech outlined the current security risks in Hong Kong and the Government’s response strategies. He encouraged district tutors to learn more about the Constitution, the Basic Law, and Hong Kong’s laws on safeguarding national security, and actively integrate into the country to recognise the close ties of the cultures of Hong Kong and the Mainland which share the same origin.
Additionally, Li Ka-ying and Chu Wai-lam shared their valuable experiences as district tutors.

Medical Laboratory Technologists Board responds to requests for clinical practice/attachment hours
The MLT Board is aware of a statement made by individual groups and training institutions regarding the hours required for clinical practice/attachment for medical laboratory technologists and responds today (May 15) as follows:
The MLT Board, established under the Supplementary Medical Professions Ordinance (Cap. 359), is a statutory body that reviews the training arrangements of MLT from time to time to enhance their professional development. The MLT Board has started to discuss and review the requirement for clinical practice/attachment in the curriculum since 2023. It has agreed to strengthen the training of students in different medical laboratory-related areas under the principle that the overall number of training hours should remain unchanged. The objective is to ensure that the curriculum keeps abreast of the times and aligns with the latest developments in the medical field.
Since 2023, the Registration Committee of MLT Board has been discussing and reviewing the hours required for clinical practice/attachment, which were formulated in 2013. Subsequently, at the MLT Board meeting of February 5, 2024, the MLT Board endorsed revising the required hours for clinical practice/attachment from 400 hours, covering only four basic areas, namely “Clinical Microbiology & Infection”, “Anatomical Pathology”, “Chemical Pathology” and “Haematology”, to 200 hours. This change will enable the institutions to allocate the released 200 hours to elective study modules according to the characteristics of their respective curricula without affecting the total number of hours. Under this arrangement, institutions can optimise the released training time to strengthen students’ learning in the basic areas or arrange for the students to explore other medical laboratory-related subjects beyond the basic areas, such as clinical immunology, molecular techniques and genetic testing etc. This encourages the diversified development of different institutions while maintaining their professional standards. Contrary to the allegation made in the statement, it is not a hasty reduction of clinical practice/attachment hours from 400 to 200 before graduation.
Before making the decision, the MLT Board has been in close liaison with the industry through its Registration Committee (which comprises institutions, members of the associations and practitioners from different work backgrounds) and has held in-depth discussions on various accreditation requirements. Meetings were held to discuss the above issues and a Working Group on Review of Accreditation Criteria and Checklist was set up to invite experts to provide views in optimising the accreditation criteria and to continuously review both the local and international situations. The allegation that “academic institutions and industry stakeholders were not adequately consulted” is off the mark. The MLT Board stands ready to further explain to the MLT industry and training institutions the rationale of revising the required hours for clinical practice/attachment , and will work closely with stakeholders on the implementation details to facilitate the smooth execution of the resolution.
The MLT Board is a statutory body established under the Supplementary Medical Professions Ordinance (Cap. 359) to promote adequate standards of professional practice and of professional conduct in the MLT professions. The MLT Board members (see Annex) comprises a wide representation of stakeholders, who are from the medical laboratory testing and medical professions, professional education, the Government, the Hospital Authority, and private sector.

Algernon Yau urges open trade

Secretary for Commerce & Economic Development Algernon Yau today stressed the importance of upholding the rules-based multilateral trading system as he attended the Asia-Pacific Economic Cooperation (APEC) Ministers Responsible for Trade (MRT) Meeting in Jeju, South Korea.
Speaking at a session titled “Connectivity through Multilateral Trading System”, Mr Yau noted that substantive progress has been made at high-level meetings between China and the US, with both sides agreeing to significantly reduce bilateral tariffs and continue discussions in a spirit of openness, communication, co-operation and mutual respect.
He said this marked a pivotal step towards fostering stability in global trade and reinforces a shared commitment to advancing constructive economic relations within the APEC region and beyond.
Mr Yau added that Hong Kong remains firmly committed to the rules-based multilateral trading system and to engaging in constructive dialogue to enhance the functionality, resilience and effectiveness of the World Trade Organization (WTO).
He called upon member economies to unite in defending the open, predictable and inclusive character of global trade and to collaborate closely to uphold and strengthen the system, thereby safeguarding global economic stability.
Mr Yau also urged member economies to intensify efforts conclude unfinished business from the 13th WTO Ministerial Conference. He said this includes bringing the Agreement on Fisheries Subsidies into force, and incorporating the Investment Facilitation for Development Agreement into the WTO’s legal architecture. Demonstrating concrete progress will assure the global community that the WTO remains vibrant, effective and capable of addressing contemporary trade challenges, he added.
At another discussion session, titled “AI Innovation for Trade Facilitation”, Mr Yau said that digitalisation, coupled with AI, is quickly transforming businesses, unlocking new opportunities, and redefining how goods and services move across borders.
He stressed that Hong Kong is keen to embrace the transformative power of AI in trade and ready to contribute and collaborate with fellow member economies on harnessing AI in trade and to drive high-quality growth across the region.
On the margins of the MRT Meeting today, Mr Yau also held meetings with China International Trade Representative & Vice Minister of Commerce Li Chenggang, South Korea’s Deputy Minister for Trade Park Jong-won, and New Zealand’s Minister for Trade & Investment Todd McClay.

The seminar was held in the Central Government Offices. Guests attending the event included the Deputy Secretary for Justice, Dr Cheung Kwok-kwan; the Secretary for Home and Youth Affairs, Miss Alice Mak; and the Under Secretary for Security, Mr Michael Cheuk. Around 700 district tutors from the 18 Districts attended the seminar.
Addressing the seminar, Miss Mak said that as national security is closely related to everyone and is inseparable, the Government and all sectors in society need to safeguard national security together. Since the Government officially launched the National Security Education District Tutor Training Scheme in November last year, as of early April 2025, over 3 000 district tutors have completed the training and have disseminated messages on national security to over 120 000 individuals in the community. As important partners of the Government, district tutors have actively engaged with communities, schools, and people of all ages through a diverse range of activities and, by using vivid, accessible and innovative approaches, have disseminated important messages on national security. This helps the public understand more about and attach importance to national security.
Miss Mak hopes that through the seminar, all district tutors can further enhance their awareness of safeguarding national security and help disseminate related messages across various groups. Together, they will cultivate a strong foundation for national security education and patriotic values throughout the community.
In delivering a keynote speech titled “Hong Kong National Security Law Builds Fort for National Security and the Safety of Hong Kong”, Dr Cheung elaborated on the situation in Hong Kong since the implementation of the NSL, as well as the current national security risks faced by the city and the importance of enhancing national security education.
He stressed that “to forget war is to court disaster”, and pointed out that although the NSL, the Safeguarding National Security Ordinance, and other local laws have worked in concert to improve the legal framework for safeguarding national security in the Hong Kong Special Administrative Region (HKSAR), the actual risks of national security for both the country and the HKSAR are still there. Citing various examples from local and overseas, he reminded participants to continuously assess national security risks, enhance national security education, and strengthen national security awareness across all sectors of the community.
Mr Cheuk delivered a keynote speech on the current security risks in Hong Kong and elaborated on the Government’s response strategies, including adhering to the principle of “laws are observed and strictly enforced, so as to bring offenders to account”, strengthening intelligence gathering and law enforcement, promptly rebutting smears, optimising legal tools, and enhancing interdepartmental collaboration, as well as publicity and education. He encouraged district tutors to learn more about the Constitution, the Basic Law, and Hong Kong’s laws on safeguarding national security, and actively integrate into the country to recognise the close ties of the cultures of Hong Kong and the Mainland which share the same origin, distinguish right from wrong to debunk allegations and actions of “soft resistance” in the community, and promptly report suspected acts endangering national security to protect our home.
In addition, district tutors Miss Li Ka-ying and Mr Chu Wai-lam shared their valuable experiences in promoting national security education and raising public awareness of national security in the community. The two of them expressed that they will continue to serve as a connection between the Government and the community. By using their network, they can reach people from all walks of life and convey national security messages in a lively manner, thereby cultivating people’s sense of patriotism and jointly protecting their beautiful home – Hong Kong.
The Chief Executive proposed in the 2023 Policy Address to train tutors at the district level for promoting national security education in the community. The Government launched the National Security Education District Tutor Training Scheme in November 2024, aiming to strengthen community participation through the scheme, hoping that the scheme can actively encourage all citizens to understand a holistic approach to national security and the significance of safeguarding national security, thereby fostering a collective commitment to uphold it and ultimately building a safe and stable social environment.

Interest in building project sought

The Development Bureau today invited the market to submit expressions of interest (EOI) for the development of the Advanced Construction Industry Building at a site of about three hectares in Tsing Yi until June 19.
As announced in the 2023-24 Budget, the Government had earmarked $30 million for conducting a study on the construction of the first advanced construction industry building at a site in Tsing Yi, carrying out planning and preliminary design work as well as advising on its mode of operation.
The building will be the first dedicated facility for the construction industry in Hong Kong, featuring a multistorey design to house steel rebar prefabrication yards, processing sites for Multi-trade integrated Mechanical, Electrical & Plumbing (MiMEP) , and other advanced manufacturing facilities.
It aims to promote the adoption of advanced construction technologies and uplift productivity and efficiency of the construction industry.
It also enables better use of land and contributes to the sustainable development of the construction industry through productivity gains achieved from synergy.
The bureau said that following the initial market sounding exercise conducted by the consultant, the Government is of the view that the project can be developed using the Build-Operate-Transfer (BOT) approach with a 30-year contract period to leverage market financing.
Taking into account the required floor height, floor loading capacity and mode of operation of the building, and preliminary feedback from the industry, the Government expects the project to provide a two to four-storey building with a total floor area of around 30,000 to 60,000 sq m, and around 5,000 to 10,000 sq m of open space for loading/unloading and storage.
The successful bidder will be responsible for constructing the building and operating the advanced manufacturing facilities related to the construction industry, including not less than 20,000 sq m of the floor area for steel rebar prefabrication yards and not less than 5,000 sq m of the floor area for MiMEP processing sites. Under the current plan, the developer is required to lease not less than 5,000 sq m of the floor area for industry use.
The Government welcomes the market to submit EOIs, and offer innovative and practicable suggestions for setting up additional advanced facilities related to the construction industry in the building. The views and suggestions collected will facilitate the Government in formulating the details of the open tender.
The tendering process, using a two-envelope approach that assesses both non-price and price proposals, is targeted to launch in the second half of 2025, enabling the successful bidder to commence the works by mid-next year.
The bureau will hold a briefing session on the EOI invitation on May 28.

Second meeting of Hong Kong/Guangdong Expert Group on Co-developing a Smart City Cluster held Mr Wong said in the meeting that following the inaugural meeting of the EGSCC in Guangzhou last year, members of the Expert Group had dedicated themselves to advancing the related work items. They successfully promoted key initiatives such as Hong Kong/Guangdong unified identity authentication, Cross-boundary Public Services, cultural tourism, transportation interconnection, the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) 5G infrastructure deployment and large-scale commercialisation as well as the cross-boundary flow of data elements. These efforts made significant achievements for the Hong Kong/Guangdong smart city cluster. He expressed hope that the Digital Policy Office (DPO) and the Guangdong Provincial Administration of Government Service and Data could continue to maintain close co-operation to promote the synergistic digital development of the GBA city cluster, and contribute even greater efforts to the joint construction of a world-class city cluster.
Officials from relevant bureaux and departments, including the Innovation, Technology and Industry Bureau, the Culture, Sports and Tourism Bureau, the Development Bureau, the DPO, and the Transport Department, attended the meeting on behalf of the HKSAR Government. Company director sentenced to community service order for contravening Employment Ordinance
The company wilfully and without reasonable excuse contravened requirements of the EO, failing to pay two employees’ wages and payment in lieu of notice within seven days after the expiry of the wage periods and termination of employment contracts of about $306,000, and also failing to pay the awarded sums of about $439,000 within 14 days after the date set by the Labour Tribunal (LT). The former director concerned was prosecuted and convicted for his consent, connivance or neglect in the above offences.
“The ruling will disseminate a strong message to all employers, directors and responsible officers of companies that they have personal liability to ensure payment of wages and sums awarded by the LT or the Minor Employment Claims Adjudication Board to employees within the statutory time limit stipulated in the EO,” a spokesman for the LD said.
???”The LD will not tolerate these offences and will spare no effort in enforcing the law and safeguarding employees’ statutory rights,” the spokesman added.

The Hong Kong Monetary Authority (HKMA) wishes to alert members of the public to a press release issued by Bank of Singapore Limited relating to a fraudulent social media account, which has been reported to the HKMA. A hyperlink to the press release is available on the HKMA website.
The HKMA wishes to remind the public that banks will not send SMS or emails with embedded hyperlinks which direct them to the banks’ websites to carry out transactions. They will not ask customers for sensitive personal information, such as login passwords or one-time password, by phone, email or SMS (including via embedded hyperlinks).
Anyone who has provided his or her personal information, or who has conducted any financial transactions, through or in response to the social media account concerned, should contact the bank using the contact information provided in the press release, and report the matter to the Police by contacting the Crime Wing Information Centre of the Hong Kong Police Force at 2860 5012.

The IsDO, the Fire Services Department, the Hong Kong Police Force, the Hong Kong Observatory (HKO), the Drainage Services Department, the Social Welfare Department, the Housing Department, the Civil Engineering and Development Department, the Civil Aid Service, the Tai O Rural Committee, the Neighbourhood Advice-Action Council, the Hong Kong Young Women’s Christian Association Tai O Community Work Office, the Hong Kong Red Cross and the Buddhist Fat Ho Memorial College participated in the drill. The drill simulated an actual situation with unexpected elements to increase the difficulty. Participating departments and organisations were required to carry out rescue tasks immediately under unexpected circumstances, posing challenges to and strengthening their response capabilities.
According to the emergency response plan, when the HKO forecasts that the sea level at Tai O would rise to 3.3 metres above Chart Datum or more in the coming few hours, the emergency response plan for severe flooding in Tai O will be fully activated. The HKO will issue an alert to relevant government departments, organisations, Tai O resident representatives and fishermen representatives by SMS. Upon receipt of the alert, the IsDO will activate an emergency co-ordination centre at the Tai O Rural Committee Office, jointly set up by government departments and non-governmental organisations. The emergency co-ordination centre will co-ordinate any necessary evacuation, rescue and emergency relief efforts for Tai O.
Upon receipt of the HKO’s alert, resident representatives and fishermen representatives in Tai O will also help disseminate the information to residents to enable them to stay vigilant and take refuge in safe locations if necessary. In addition, temporary shelters at the Tai O Rural Committee Office, the Hong Kong Young Women’s Christian Association Tai O Community Work Office and the Buddhist Fat Ho Memorial College, and the Transit Centre situated at Lung Tin Estate will be opened for residents in need.
