“The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the Tuen Mun area,” a spokesman for the Town Planning Board said today (June 13).
The planning scheme area, covering an area of about 2 260 hectares, is located at the head of Castle Peak Bay in the North West New Territories. It is bounded by the ridges of Castle Peak to the west, Lam Tei Interchange of Castle Peak Road to the north, and Tai Lam Country Park to the east. To the southeast, it extends to Siu Lam Interchange of Tuen Mun Road, while to the southwest, it extends to the power station at Tap Shek Kok.
The approved OZP has incorporated amendments shown on the draft Tuen Mun OZP No. S/TM/40, which mainly involve (i) rezoning a site to the northwest of Light Rail Transit Goodview Garden Station from “Government, Institution or Community” (“G/IC”) to “Residential (Group A)29” (“R(A)29”) for private residential development; (ii) rezoning a site being part of the residential development ‘Oceania Heights’ from “G/IC” to “R(A)” to reflect the as-built conditions; (iii) rezoning a site to the east of Tuen Mun Town Plaza from “Green Belt” (“GB”) and an area shown as ‘Road’ to “R(A)30” for private residential development; and (iv) rezoning a site to the west of Hing Fu Street from “GB” to “G/IC(5)” for columbarium use.
The Notes and Explanatory Statement of the OZP have been amended to reflect the above amendments. Opportunity is also taken to update the general information of various land use zonings and the planning circumstances, where appropriate.
The approved Tuen Mun OZP No. S/TM/41 is available for public inspection during office hours at (i) the Secretariat of the Town Planning Board, (ii) the Planning Enquiry Counters, (iii) the Tuen Mun and Yuen Long West District Planning Office, (iv) the Tuen Mun District Office and (v) the Tuen Mun Rural Committee.

The approved OZP has incorporated amendments, which mainly involve rezoning the 4.72-hectare site for the proposed Global Innovation Centre by the University of Hong Kong (HKU) in Pok Fu Lam. To allow the HKU to review and adjust its proposal in response to the views expressed by the representers during the plan-making process and to consult relevant stakeholders including the local community before submitting its revised proposal for the Government’s consideration, the site is zoned “Undetermined” in the interim. Upon the HKU’s completion of the review and engagement with the community on the revised proposal, further rezoning of the site will be processed in accordance with the Town Planning Ordinance.
Other amendments include rezoning narrow strips of land along Victoria Road and a strip of land to the south of Wah Mei House, Wah Fu Estate, to suitable zonings to reflect the existing alignment of Victoria Road and the land grant boundary of Wah Fu Estate.
The Notes and Explanatory Statement of the OZP have been amended taking into account the above amendments. Opportunity is also taken to update the general information of various land use zones and the planning circumstances, where appropriate.

Maritime advisory body formed

The Government announced today that the Chief Executive has appointed a chairman and members to the Hong Kong Maritime & Port Development Board (HKMPDB) for a term of three years, effective from July 1.
Moses Cheng has been named chairman, while the board’s other members are Angad Banga, Sabrina Chao, Bjorn Hojgaard, Wellington Koo, Timothy Lee, Edward Liu, Billy Mak, Alan Tung and Frankie Yick.
The board also includes a number of ex-officio members, namely the Secretary for Transport & Logistics or an assigned representative, the Commissioner for Maritime & Port Development, the Director of Marine, the Director-General of Investment Promotion, and the Executive Director of the Hong Kong Trade Development Council.
The Chief Executive announced in the 2024 Policy Address that the existing Hong Kong Maritime & Port Board would be reconstituted as the HKMPDB. Chaired by a non-official member and with other members largely coming from the maritime sector, this high-level advisory body is expected to assist the Government in formulating policies and long-term development strategies.
The HKMPDB will be supported by dedicated staff and provided with additional funding to enhance its research capabilities, strengthen its Mainland and overseas promotional work, and step up manpower training, with a view to supporting the Government in policy implementation and promoting the sustainable development of Hong Kong’s maritime industry.
Secretary for Transport & Logistics Mable Chan stressed that consolidating and enhancing Hong Kong’s status as an international maritime centre is a top priority for the Government, a strategic objective of the country, and particular importance for the city’s economic development.
“The establishment of the HKMPDB is a key step in this institutional reform. It is hoped that the new board will adopt an innovative and change-embracing spirit in supporting the Government to lead the maritime and port industry to further leverage Hong Kong’s unique advantages and enhance the industry’s global competitiveness in the midst of geopolitical challenges.
“Under the leadership of Mr Cheng, I am confident that board members will make valuable contributions to the work of the HKMPDB with their respective expertise and experience, and continue to advance side by side with the industry.”
The Government added that four committees, namely the Port Development Committee, the Maritime Services Development Committee, the Promotion & External Relations Committee and the Manpower Development Committee will be formed under the HKMPDB to focus on specific areas of work. Appointments to these committees will be announced later this month.

The proposed works will create additional sheltered space to address the strong regional demand in Hong Kong Island South, particularly for pleasure vessels. The proposed works will include the construction of two new breakwaters and the provision of public landing facilities at the proposed eastern breakwater, construction of a pedestrian walkway to connect the proposed eastern breakwater to Ocean Drive and an associated vessel impact protection system, demolition of part of the existing breakwater at the eastern side of Ap Lei Chau, and construction of a wave wall in the form of a floating breakwater. The proposed works are tentatively scheduled to commence in 2026 for completion in 2030. At the same time, the Government would also like to seize the opportunity of the expansion of the Aberdeen Typhoon Shelter to utilise part of the expanded waterbody for the market to develop a marina and promote yacht tourism.

The proposed works comprise the installation of a submarine cable system of approximately 35.1 kilometres in length and 40 millimetres in diameter. The proposed works are tentatively scheduled to commence in the third quarter of 2025 and are expected to be completed in approximately four months.

Proposed road works for expansion of Aberdeen Typhoon Shelter gazetted

The Government gazetted today (June 13) the proposed road works for the expansion of the Aberdeen Typhoon Shelter to provide two open spaces at the existing breakwater connecting Shum Wan Road and at a proposed breakwater in Tai Shue Wan respectively, and a pedestrian walkway to link Ocean Drive and the open space at the proposed breakwater in Tai Shue Wan.
