Mainland University Study Subsidy Scheme Opens for New Applications

The Mainland University Study Subsidy Scheme (MUSSS) aims to support Hong Kong students in pursuing undergraduate studies on the Mainland and ensure that no students will be deprived of post-secondary education opportunity due to a lack of means. MUSSS comprises two components: “means-tested subsidy” (eligible students who have passed a means test will receive either a full-rate subsidy or a half-rate subsidy, depending on their needs) and “non-means-tested subsidy”. The subsidy is granted on a yearly basis, and the subsidised period is the normal duration of the undergraduate programme pursued by the student concerned in a designated Mainland institution. Eligible applicants can only receive either a means-tested subsidy or a non-means-tested subsidy in the same academic year.

MUSSS is not subject to any quota. For the 2025/26 academic year, there are 201 designated Mainland institutions. The subsidy will be disbursed to eligible students based on the distance between the location of their institutions and Hong Kong, which will be grouped under the following three categories:(2) pursuing studies in Huaqiao University through “Pilot Scheme on the Articulation of Hong Kong Sub-degree Graduates to Huaqiao University”; OR
(3) admitted to a Mainland institution through the “School Principal Nomination Scheme” under the “Scheme for Admission of Hong Kong Students to Mainland Higher Education Institutions”.Note:(i) who are studying in non-designated Mainland institutions or partner institutions outside Hong Kong under programme arrangements during the 2025/26 academic year; or(ii) who were first admitted by Hong Kong post-secondary institutions and subsequently admitted by designated Mainland institutions for the aforementioned programmes.Eligible students are required to submit their applications via the MUSSS Electronic Application Platform (https://musss.edb.gov.hk) or send the completed application forms and relevant supporting documents by post to EDB on or before 13 October 2025.

 

John Lee meets Fujian official

Chief Executive John Lee today met Secretary of the CPC Fujian Provincial Committee Zhou Zuyi at Government House to exchange views on deepening Hong Kong’s co-operation with Fujian.

 

While welcoming Mr Zhou, who is leading a delegation to visit Hong Kong, Mr Lee pointed out that Hong Kong is the largest source of external investment for Fujian.

 

The two governments have achieved fruitful results through comprehensive exchanges and collaborations in finance, trade and investment, innovation and technology (I&T) and youth exchanges, since the Hong Kong/Fujian Co-operation Conference mechanism was established in 2015.

 

The Chief Executive expressed confidence that the two places will continue to leverage their complementary strengths to jointly contribute to the country’s high-quality development.

 

He added that the Hong Kong Special Administrative Region Government will continue to actively participate in and contribute to the country’s Belt & Road Initiative, playing fully its role as a functional platform for the initiative.

     

Mr Lee also remarked that Hong Kong is the only city in Asia with five universities ranked among the world’s top 100, attracting research talent both at home and from abroad. With a strong foundation in basic research, Hong Kong is fully committed to developing into an international I&T hub.

 

Noting that several local universities are currently collaborating with universities in Fujian on research projects covering biomedical science, marine science and environmental ecology, Mr Lee said that he looks forward to further strengthening research co-operation between Hong Kong and Fujian, promoting the development of I&T industries in both places, and contributing to the country’s development into a nation that is strong in science and technology.

 

Secretary for Constitutional & Mainland Affairs Erick Tsang and Director of the Chief Executive’s Office Carol Yip also attended the meeting.

Missing man in Sha Tin located

Missing man in Sha Tin located 
     Chu Shing-tat, aged 52, went missing after he left his residence in Lek Yuen Estate in December, 2024. His family made a report to Police on August 14, 2025.

     The man was located at the junction of Reclamation Street and Argyle Street, Mong Kok today (August 22). He sustained no injuries and no suspicious circumstances were detected.

Lunar eclipse set for Sept 7

A total lunar eclipse will occur in Hong Kong late on the night of September 7 to the early hours of September 8.

The lunar eclipse will begin at 11.26pm on September 7 and the entire process will end at 4.57am the following day.

It can be observed at places with an unobstructed view to the south and southwest if weather permits.

The eclipse will be webcast live here.

The next lunar eclipse observable in Hong Kong will be on March 3, 2026.

CE meets Secretary of CPC Fujian Provincial Committee (with photo)

​The Chief Executive, Mr John Lee, met the Secretary of the CPC Fujian Provincial Committee, Mr Zhou Zuyi, at Government House today (August 22) to exchange views on deepening Hong Kong’s co-operation with Fujian. The Secretary for Constitutional and Mainland Affairs, Mr Erick Tsang Kwok-wai, and the Director of the Chief Executive’s Office, Ms Carol Yip, also attended the meeting.
 
Mr Lee welcomed Mr Zhou and his delegation to Hong Kong. He noted that both Hong Kong and Fujian are located in the Pan-Pearl River Delta region, sharing deep cultural ties and frequent economic and trade exchanges, with Hong Kong being the largest source of external investment for Fujian. Since the establishment of the Hong Kong/Fujian Co-operation Conference mechanism in 2015, the two governments have achieved fruitful results through comprehensive exchanges and collaborations in various areas, including finance, trade and investment, innovation and technology (I&T), and youth exchanges. He expressed confidence that the two places will continue to leverage their complementary strengths to jointly contribute to the country’s high-quality development.
 
Mr Lee said that he was pleased to have Fujian enterprises participating in the business delegation he led in May this year, which visited Qatar and Kuwait in the Middle East to explore business opportunities. This fully exemplified Hong Kong’s role as a platform for Mainland enterprises to expand overseas. MOEA DoIT Presents 31 Achievements at 2025 Meet Greater South AI Pilot Lines and High-Value Technologies Empower Industry Upgrading

August 22, 2025-Today at the 2025 Meet Greater South, the Department of Industrial Technology (DoIT) of Taiwan’s Ministry of Economic Affairs opened its pavilion. In collaboration with the Industrial Technology Research Institute (ITRI), the Metal Industries Research & Development Centre (MIRDC), the Cycling & Health Tech Industry R&D Center, the Plastics Industry Development Centre (PIDC), and TREE startup groups, DoIT unveiled 31 pioneering technology-driven solutions aimed at accelerating the smart transformation of industries in southern Taiwan. This year, the DoIT partnered with Taiwan’s petrochemical sector to develop a pipeline monitoring system that surpasses international standards. Designed to provide analysis and alerts around-the-clock, the system strengthens urban resilience and safeguards public safety. The DoIT has also collaborated with local industries to develop next-generation manufacturing technology for unmanned aerial vehicles (UAVs) using high-efficiency, weldable, and recyclable thermoplastic composites. This innovation lays the foundation for an autonomous and trustworthy supply chain free from Chinese involvement. Collaboration has already begun with CPC’s Dalin Refinery, LCY Chemical, Eternal Materials, and the Aerospace Industrial Development Corporation to successfully facilitate the transformation of industries in southern Taiwan.

DoIT Director-General Kuo Chao-Chung stated that the DoIT continues to drive innovation as an engine for growth, working hand in hand with research institutes, industries, and startups to help southern Taiwan industries upgrade locally and demonstrate their strength on the global stage. The 2025 Meet Greater South is the most significant startup and industry event in southern Taiwan, serving as an important exchange platform between R&D and industry. This year marks the fourth consecutive year that the DoIT is participating, with more than 30 technologies showcased each year. This year’s DoIT Pavilion highlights three major features: First, leveraging innovative technologies to enhance the added value of southern industries. Second, facilitating the integration of startup into local industries to inject new momentum. Third, utilizing AI pilot production lines to support the upgrading of diverse sectors. The exhibition serves as a platform for face-to-face exchanges with local businesses, aiming to jointly address industrial pain points and drive transformation and upgrading.

Kaohsiung’s petrochemical sector accounts for 40 percent of Taiwan’s petrochemical industry production value, supporting tens of thousands of jobs. In recent years, the DoIT has partnered with operators to deploy a 24-hour monitoring system for industrial pipelines, in response to the petrochemical industry’s high-value transformation trend, enabling local governments to advance toward the goal of a smart petrochemical industry. With support from ITRI, AI, IoT, and 5G hardware and software were integrated to develop a comprehensive petrochemical pipeline monitoring system that operates around the clock to collect pipeline signals, perform real-time analysis, and issue alarms. In 2024, the system was deployed for liquid-pipeline leak detection at CPC’s Dalin Refinery,, and in 2025 it was applied to gas-pipeline monitoring at LCY Chemical, with plans to further expand applications across the Kaohsiung area to fully safeguard urban resilience and public safety. This initiative has become a leading international benchmark for smart petrochemical transformation.

Currently, medium-to-large commercial unmanned aerial vehicles still predominantly employ thermoset composites, posing challenges to environmental sustainability and mass-production efficiency. To help Taiwanese enterprises establish an independent, reliable, non-China supply chain, DoIT provided funding to the Taiwan Plastics Industry Development Centre, which partnered with Formosa Plastics’ Tairylan Division, Eternal Materials, and the Aerospace Industrial Development Corporation to develop next-generation thermoplastic composite manufacturing processes for unmanned aerial vehicles. At its core is the world’s first S-shaped multi-tow fiber three-dimensional interlaced stacking technology, which has successfully overcome the critical challenges of thermoplastic processing uniformity and fiber fill density. This innovation delivers high throughput as well as weldability and recyclability advantages. In June 2025, Aerospace Industrial Development Corporation (AIDC) participated in the Paris Air Show-the largest and longest-running aerospace exhibition in Europe-and signed a letter of intent with France’s CETIM. The partnership aims to build a complete supply chain ecosystem spanning advanced materials, midstream processing, and final aircraft manufacturing. This milestone marks a successful step in helping Taiwan’s industry enter the defense aerospace sector and transition toward high-value innovation.
Faced with global trade shifts and supply chain restructuring pressures, the adaptability and digital transformation speed of small and medium-sized enterprises (SMEs) are more critical than ever. To support this, the Department of Industrial Technology (DoIT) has helped a diverse range of traditional industries adopt AI technologies by launching over 50 AI pilot production lines across 16 sectors.

Tuen Mun light housing tenders open

The Housing Bureau today invited tenders for two Light Public Housing (LPH) operation and management contracts. The deadline is noon on October 10.

The two contracts, relating to the LPH project at Yan Po Road, Tuen Mun, are for the operation and management of about 2,800 units each.

The entire LPH project at Yan Po Road will provide about 5,600 units in total and is expected to be completed in the third quarter of next year.

The bureau said that taking into account that the LPH project at Yan Po Road is relatively larger in scale, it is divided into two separate contracts to encourage participation from different experienced and aspirational organisations.

The contracts cover not only occupant management, property management and daily maintenance services, but also the provision of social services as well as the management and operation of ancillary facilities.

Tenders are invited from all capable and experienced service providers, including non-government organisations and those with a valid property management company licence, or collaborations between such providers.

To ensure service quality, the bureau will carry out technical assessments based on factors including providers’ management capability, relevant experience and past service performance as well as the proposed modes of operation and management, the social services to be provided, the feasibility of their exit plans and their use of innovation and information technology.

Each tender price will then be evaluated to form a consolidated assessment to decide on the most suitable organisation for the LPH contracts.

Interested organisations may download the tender documents via the relevant tender notices on the bureau’s website or from the e-Tendering System. They can also contact the bureau’s Dedicated Team on Light Public Housing to obtain the relevant documents.

The tender references are HB2025/OPR-LPH-YNP1 and HB2025/OPR-LPH-YNP2.

The tenders must be submitted before the deadline, either electronically via the e-Tendering System or by deposit in the Government Secretariat Tender Box situated at the entrance lobby on the Ground Floor, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar.

EPD convictions in July 
     Three of the convictions were under the Air Pollution Control Ordinance, two were under the Noise Control Ordinance, two were under the Public Cleansing and Prevention of Nuisances Regulation, 21 were under the Waste Disposal Ordinance and four were under the Water Pollution Control Ordinance.
 
     A company was fined $24,000, which was the heaviest fine in July, for importing controlled waste without a permit.
