Reopening arrangements of LCSD leisure facilities
In addition, due to urgent clearance and inspection works after the typhoon, all gazetted beaches under LCSD management will be temporarily closed from tomorrow until further notice. Members of the public should not conduct any water sports activities on beaches to avoid causing danger to themselves and rescue personnel.

As Tropical Cyclone Ragasa is moving away from Hong Kong, the Hong Kong Observatory issued the Strong Wind Signal No. 3 at 8.20pm today (September 24). It replaced the No. 8 Southeast Gale or Storm Signal at 1.20pm today.
As at 8pm today, the Home Affairs Department has opened 50 temporary shelters in various districts and 905 people have sought refuge at the shelters.
As at 8pm today, the Government’s 1823 Call Centre, the Fire Services Department and the Leisure and Cultural Services Department received 718 reports, 498 reports and eight reports of fallen trees respectively, while the Drainage Services Department has received 22 confirmed flooding cases. In addition, the Civil Engineering and Development Department received four reports of landslides.
According to the Hospital Authority, as at 8pm today, 59 males and 42 females have been injured during the typhoon period and received medical treatment at the Accident and Emergency department of public hospitals.

The Hurricane Signal No. 10 issued by the Hong Kong Observatory earlier this morning (September 24) remains in force.
As at 8am, the Home Affairs Department opened 49 temporary shelters in various districts and 747 people sought refuge at the shelters.
Regarding reports of fallen trees, the Government’s 1823 Call Centre, the Fire Services Department and the Leisure and Cultural Services Department received 55 reports, 157 reports and one report respectively as at 9am.
In addition, as at 9am, the Civil Engineering and Development Department received one report of landslide while the Drainage Services Department received six reports of flooding.
According to the Hospital Authority, as at 8am, 19 people (11 males and eight females) were injured during the typhoon period. They received medical treatments at the Accident and Emergency departments of public hospitals.

Interest rate of fourth interest payment for series of retail green bonds due 2026
The Hong Kong Monetary Authority, as representative of the Hong Kong Special Administrative Region Government, announced today (September 24) the relevant per annum interest rate for the fourth interest payment of the series of retail green bonds due 2026 (Issue Number: 03GR2610R; Stock Code: 4273) (the Retail Green Bonds) issued under the Government Sustainable Bond Programme (previously known as the Government Green Bond Programme).
According to the Issue Circular dated September 18, 2023 for the Retail Green Bonds, the fourth interest payment of the Retail Green Bonds is scheduled to be made on October 10, 2025, and the relevant interest rate is scheduled to be determined and announced on September 24, 2025 as the higher of the prevailing Floating Rate and Fixed Rate.
On September 24, 2025, the Floating Rate and Fixed Rate are as follows:
Floating Rate: +1.47 per cent (Annex)
Fixed Rate: +4.75 per cent
Based on the Floating Rate and Fixed Rate set out above, the relevant interest rate for the fourth interest payment is determined and announced as 4.75 per cent per annum.

Regarding reports of fallen trees, the Government’s 1823 Call Centre, the Fire Services Department and the Leisure and Cultural Services Department received 361 reports, 337 reports and two reports respectively as at 3pm.
