     The Department of Health (DH) announced today (September 24) that as the Hong Kong Observatory has issued the Tropical Cyclone Warning Signal No. 8, Methadone Clinics (except Ho Man Tin Methadone Clinic) will commence operation as soon as practicable and stay open until the closing time. All other DH clinics will remain closed.

The Hong Kong Observatory issued the No. 8 Southeast Gale or Storm Signal at 1.20pm today (September 24). It replaced the Hurricane Signal No. 10.
    
As at 11am, the Home Affairs Department opened 50 temporary shelters in various districts and 816 people sought refuge at the shelters.
   
Regarding reports of fallen trees, the Government’s 1823 Call Centre, the Fire Services Department and the Leisure and Cultural Services Department received 199 reports, 237 reports and one report respectively as at noon.
    
In addition, as at 1pm, the Civil Engineering and Development Department received one report of landslide while the Drainage Services Department received 15 reports of flooding.
   
According to the Hospital Authority, as at noon, 62 people (37 males and 25 females) were injured during the typhoon period. They received medical treatments at the Accident and Emergency departments of public hospitals.

The Hurricane Signal No. 10 issued by the Hong Kong Observatory earlier this morning (September 24) remains in force.
    
As at 10am, the Home Affairs Department opened 50 temporary shelters in various districts and 791 people sought refuge at the shelters.
   
Regarding reports of fallen trees, the Government’s 1823 Call Centre, the Fire Services Department and the Leisure and Cultural Services Department received 141 reports, 208 reports and one report respectively as at 11am.
    
In addition, as at 11am, the Civil Engineering and Development Department received one report of landslide while the Drainage Services Department received 12 reports of flooding.
   
According to the Hospital Authority, as at 11am, 56 people (32 males and 24 females) were injured during the typhoon period. They received medical treatments at the Accident and Emergency departments of public hospitals.

SFST showcases Hong Kong’s strengths to European ministers of finance at high-level conference organised by Ministry of Finance of Slovenia (with photos)

     The Secretary for Financial Services and the Treasury, Mr Christopher Hui, attended a high-level roundtable conference with European ministers of finance and financial experts from different regions in Ljubljana, Slovenia, on September 23 (Ljubljana time) and showcased Hong Kong’s unparalleled strengths in converging its global advantage and its China advantage in one single city. He also promoted Hong Kong’s vibrant financial markets to the Slovenian business community.
 
      The high-level conference themed “Unlocking Growth: The Future of Slovenian and European Capital Markets” was hosted by the Ministry of Finance of Slovenia, and gathered ministers of finance from Croatia, Estonia and Slovenia, the Commissioner for Financial Services and the Savings and Investments Union of the European Commission, as well as many more financial leaders and experts to share insights in driving a more promising future for European capital markets.
 
     As one of the panellists at the panel discussion titled “Global Practices in Capital Markets”, Mr Hui said that Hong Kong is strategically located as a premier gateway to connect traditional markets and emerging markets across the world, matching the needs of both sides. Aside from being one of the top three international financial centres in the world, Hong Kong enjoys the advantages brought by the real-world economy and keen investment demand in the Chinese Mainland, turning the city into an enticing pool for global investment.
 
     He said, “Just for the first eight months this year, we had 59 companies newly listed in our stock market of 2025, raising a total of EUR14.6 billion through IPOs (initial public offerings) and marking an upsurge of 579 per cent when compared to the same period last year. If you look at the net fund inflows from the Chinese Mainland to Hong Kong, we are talking about a sum close to EUR105.4 billion for the first eight months of 2025. Its turnover is equivalent to 24.5 per cent of our market’s overall turnover and surpassing the historical annual levels. In Hong Kong, we have introduced various mutual access programmes to provide diverse asset allocation and risk management options for investors from around the world including Europe in accessing the immense opportunities fuelled by economic growth on the Mainland.
 
     “Amid this stellar performance, our Chief Executive just announced in his Policy Address that more targeted initiatives would be rolled out to strengthen our capital market and unlock new areas of economic growth. Measures include attracting more Mainland enterprises to set up corporate treasury centres and more banks to establish their regional headquarters in Hong Kong; expediting the building of an international gold-trading market covering storage, gold refining, trading and clearing; refining policy measures like further enhancing the preferential tax regimes for funds, single family offices and carried interest to keep up the growth momentum of the fund and family office sector; as well as fostering development of fintech, and green and sustainable finance.”
 
     Mr Hui had a meeting with the Minister of Finance of Croatia, Dr Marko Primorac, on the sidelines of the conference. He also had some deeper exchanges with other panellists at the networking lunch hosted by the Deputy Prime Minister and Minister of Finance of Slovenia, Mr Klemen BoštjanÄ�iÄ�.
 
     In the afternoon, Mr Hui joined a business event organised by the Gospodarska zbornica Slovenije (GZS) which is the largest chamber of commerce and industry in Slovenia. The Slovenian-Chinese Business Council under the GZS aims to strengthen co-operation and business relations between the two countries and help Slovenian companies access the Mainland market.
 
     Mr Hui told the audience that there is no better time than now to capitalise on the advantages of Hong Kong as the perfect platform to enter the Asian and Chinese Mainland markets. With a world-renowned and robust regulatory regime, Hong Kong’s financial markets offer the most stable and predictable environment that is aligned with international practices for investors. The world-class professional services available in Hong Kong can support enterprises to go far.
 
     The GZS will be leading a business delegation to visit Hong Kong and the Chinese Mainland in early November this year, and so far over 50 companies have enrolled. Mr Hui said that it would definitely be a good occasion for Slovenian companies to see for themselves the vast opportunities in the region, and looked forward to future collaboration.
 
     On September 24 (Ljubljana time), Mr Hui will proceed to Warsaw, Poland, to continue his visit after having meetings with Mr BoštjanÄ�iÄ� and Slovenia government officials.

Supporting Education Abroad, Elevating Sugarcane Value. Taisugar Wins Dual Awards for Sustainability with Coffee and Rum Projects

Taiwan Sugar Corporation (Taisugar) continues to advance the United Nations Sustainable Development Goals (SDGs), with its long-standing achievements in sustainability receiving widespread recognition. This year, Taisugar once again garnered honors at the 5th Taiwan Sustainability Action Awards (TSAA), winning both a Gold Award for its Smallholder Coffee: Building Dreams through Education project and a Bronze Award for its Sustainable Taiwan Rum initiative. Taisugar Vice President Dong-Lin Tsai attended the award ceremony today (Sep. 11), expressing gratitude for the recognition and reaffirming the company’s commitment to sustainability as its core management principle-creating positive impact while enhancing social and environmental value.

Taisugar explained that the award-winning smallholder coffee and sugarcane rum projects exemplify the company’s dedication to fair trade, educational equity, and sustainable agriculture. Guided by the philosophy of “rooted in Taiwan, caring for allied nations’ livelihoods, “Taisugar introduced Guatemalan smallholder coffee beans to Taiwan two years ago, with a portion of the proceeds reinvested in rural education in Guatemala. In late 2024, in collaboration with local NGO Guatemala Prospera and Taiwan’s Embassy in Guatemala, Taisugar helped complete a new classroom in Sacatepequez Department, providing local children with a better learning environment and planting seeds of opportunity for the future. The Smallholder Coffee: Building Dreams through Education project enables Taiwanese consumers to enjoy premium coffee from an allied nation while supporting smallholder farmers and children abroad, delivering the message of “one cup of coffee, one blessing, one hope, “sending love across oceans and lighting the path for new possibilities.

In recent years, Taisugar has also actively promoted high-value applications of sugarcane, working through industry-academia collaborations to develop locally crafted sugarcane spirits. In 2022, the Taiwan Sugar Research Institute (TSRI) partnered with Professor Chien-Hao Chen of National Kaohsiung University of Hospitality and Tourism to launch a subproject on diversified, high-value use of sugarcane. Using fresh local sugarcane juice, low-temperature fermentation, and oak barrel aging, they produced a terroir-driven pure cane rhum agricole, a French word for agricultural rum, that preserves tropical fruit aromas and cane molasses notes, showcasing the unique character of Taiwan’s land. This agricultural rum went on to win Double Gold at the Vinalies Internationales 2025, marking a milestone in Taiwan’s craft spirits culture and setting a benchmark for combining agriculture with artisanal distilling. TSRI has also developed prototypes for cane-based plum wine and cane beer, further expanding the scope of sugarcane innovation and driving the upgrade of Taiwan’s sugar industry.

Taisugar added that from building classrooms for Guatemalan schoolchildren to pioneering high-value agricultural innovation in Taiwan through rum distilling, the company has turned “sustainability” into tangible results. With every sip of coffee or taste of rum, consumers are also sharing in hope and goodwill. Looking ahead, Taisugar will continue to advance innovation and green initiatives, deepening corporate responsibility and fostering a vision of shared prosperity and sustainable growth.

As at 7am, the Home Affairs Department opened 49 temporary shelters in various districts and 738 people sought refuge at the shelters.

Regarding reports of fallen trees, the Government’s 1823 Call Centre, the Fire Services Department and the Leisure and Cultural Services Department received 33 reports, 135 reports and one report respectively as at 8am.
 
In addition, as at 8am, the Civil Engineering and Development Department received one report of landslide while the Drainage Services Department received four reports of flooding.

According to the Hospital Authority, as at 8am, 19 people (11 males and eight females) were injured during the typhoon period. They received medical treatments at the Accident and Emergency departments of public hospitals.
