NEA Appoints Carbon Rating Service Providers To Support Environmental Integrity Assessments Of Carbon Credit Methodologies And Projects

Singapore, 7 November 2025 – The National Environment Agency (NEA) has appointed three carbon rating service providers – BeZero Carbon Ltd (BeZero Carbon), Calyx Global, Inc (Calyx Global), and Sylvera Ltd (Sylvera) on 7 November 2025. They will provide independent assessments of carbon credit methodologies and projects, and support Singapore’s environmental integrity assessment of carbon credits.

Singapore’s International Carbon Credit (ICC) Framework

2          International Carbon Credits (ICCs) are one of the pathways to achieve Singapore’s 2030 Nationally Determined Contribution (NDC) and 2050 net zero ambition. Introduced in November 2022, the Singapore ICC Framework sets out the Eligibility Criteria [1] and environmental integrity principles for carbon credits. Carbon tax-liable companies can use ICCs to offset up to 5 per cent of their taxable emissions in year 2024 onwards.

3          As of end October 2025, Singapore has signed Implementation Agreements with 10 countries for the generation and trade of carbon credits as provided under the Paris Agreement Article 6. Of these Agreements, application calls for carbon credit projects for Ghana and Peru have been issued.

Independent Carbon Rating Service Providers Support Singapore’s Carbon Credit Assessment

4          The Singapore Government regularly reviews the list of eligible carbon crediting methodologies to maintain relevance and uphold the required environmental integrity standards, based on the latest science and evidence. The appointment of carbon rating service providers will support Singapore’s assessment of these methodologies and projects in a nascent carbon credits market, while building capacity within the broader ICC ecosystem through the expansion and diversification of ICC supply.  

5          A carbon ratings panel comprising BeZero Carbon, Calyx Global and Sylvera has been appointed to support the Singapore Government’s assessments of the methodologies and projects proposed for the generation of carbon credits. The panel will provide expert views to improve the rigour of environmental integrity assessments of carbon credits that Singapore purchases.

6          The appointment of the carbon ratings panel follows a competitive tender process launched in May 2025. The tenderers were assessed based on their capabilities, market expertise, team qualifications, track record and cost competitiveness.

     The Chief Executive has re-appointed Dr James Wong Kong-tin as the Chairperson and appointed Ms Wong Hau-yan as the Vice-chairperson of the PMSA. He has also appointed six individuals as new members of the PMSA. In addition, 12 serving members have also been re-appointed. The appointments will take effect on December 1, 2025, for a period of three years.

     The Secretary for Home and Youth Affairs, Miss Alice Mak, welcomed the above appointments. She also thanked the outgoing Vice-chairperson, Professor Eddie Hui Chi-man, and other outgoing members for their sterling contributions to the PMSA over their term.

CSB and staff union representatives call on civil servants to cast their votes (with photos)

     The nomination period for the 2025 Legislative Council General Election has ended today (November 6). The Secretary for the Civil Service, Mrs Ingrid Yeung, immediately led colleagues from the Civil Service Bureau (CSB) and staff-side representatives from various civil service staff unions to distribute leaflets at the Central Government Offices in Tamar, calling on civil servants to mobilise their families to vote together on December 7.

     Mrs Yeung, the Permanent Secretary for the Civil Service, Mr Clement Leung, and deputy secretaries from the CSB, as well as staff-side representatives from the Model Scale 1 Staff Consultative Council, attended the event. Both the management and staff representatives jointly called on civil servants to lead by example and vote on the polling day to elect members for the new-term Legislative Council (LegCo), who will work together to deliver tangible benefits for the well-being of the public.

     Mrs Yeung said, “In recent days, we have been conveying the message that every vote counts to civil servants through various means and channels. Civil service colleagues fully understand that as members of the Government, they should set an example by fulfilling their voting responsibilities and serve as a role model in society by mobilising their whole families to vote on December 7 and elect the candidate they believe is the most suitable.

     “The LegCo is a vital partner to the executive branch. Many policies require the LegCo’s deliberation and funding approval before they can be implemented. The nomination period for the LegCo Election concluded today. I encourage my colleagues to learn about each candidate’s platform and familiarise themselves with their designated polling station. Let’s pay attention to the election and go and vote together, seizing the opportunity to elect each one’s preferred representatives,” Mrs Yeung added. 

     The staff-side representatives participating in today’s event included civil servants from various grades from different civil service staff unions, including the Government Staff Union, the Government Employees Association, the Government Municipal Staff General Union, the Hong Kong Chinese Civil Servants’ Association, the Hong Kong Civil Servants General Union and the Agriculture, Fisheries and Conservation Department Staff Association.

     The CSB will continue to adopt different means and formats to publicise the election including visits to other government buildings and conducting comprehensive online and offline publicity so that colleagues can clearly understand the importance of voting in the LegCo Election for Hong Kong’s future development.

     

Import of poultry meat and products from County Carlow in Ireland suspended

The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (November 6) that in view of a notification from the World Organisation for Animal Health (WOAH) about an outbreak of highly pathogenic H5N1 avian influenza in County Carlow in Ireland, the CFS has instructed the trade to suspend the import of poultry meat and products from the area with immediate effect to protect public health in Hong Kong.

A CFS spokesman said that Hong Kong has currently established a protocol with Ireland for the import of poultry meat but not for poultry eggs. According to the Census and Statistics Department, Hong Kong imported about 20 tonnes of frozen poultry meat from Ireland in the first nine months of this year.

“The CFS has contacted the Irish authority over the issue and will closely monitor information issued by the WOAH and the relevant authorities on the avian influenza outbreaks. Appropriate action will be taken in response to the development of the situation,” the spokesman said.

Dr Sun Yat-sen Museum stages exhibition to showcase artefacts related to Dr Sun from Guangdong-Hong Kong-Macao region (with photos)

     This year marks the 100th anniversary of Dr Sun Yat-sen’s passing. To honour this revolutionary pioneer, the Dr Sun Yat-sen Museum (SYSM) will organise the “From Healing Patients to Saving a Nation – Dr. Sun Yat-sen in Guangdong, Hong Kong and Macao” exhibition from tomorrow (November 7). The exhibition highlights Dr Sun’s deep connections with the Guangdong-Hong Kong-Macao region, revisiting his remarkable life and significant contributions to the motherland. It will run until March 31 next year. Admission is free.
 
     This special exhibition is jointly presented by the Leisure and Cultural Services Department (LCSD), the Zhongshan Culture, Radio, Television and Tourism Bureau, and the Cultural Affairs Bureau of the Macao Special Administrative Region Government. It has been held in Zhongshan and Macao respectively, and Hong Kong is the third stop.
 
     Addressing the opening ceremony today (November 6), the Assistant Director (Heritage and Museums) of the LCSD, Mr Ng Chi-wo, said that the Guangdong-Hong Kong-Macao region is Dr Sun’s home and the place where he was raised, as well as the cradle of his revolutionary ideas. Dr Sun has mentioned that Hong Kong was the origin of his revolutionary ideology. He met like-minded mentors and friends during his studies in Hong Kong as a youth, laying the groundwork for his revolutionary endeavors. This exhibition, which started at The Museum of Dr. Sun Yat-sen in Dr Sun’s hometown Zhongshan, travelled to the Macao Museum and finally arrived at the last stop in Hong Kong, connecting relics from the three regions, illustrating Dr Sun’s evolution from “healing patients to saving a nation”. This exhibition not only portrays Dr Sun’s expansive revolutionary journey but also highlights his profound and enduring connections with the Guangdong, Hong Kong, and Macao region.
 
     â€‹Other officiating guests included the Deputy Director of Zhongshan Culture, Radio, Television and Tourism Bureau, Mr Gong Wei; the Director of Macao Museum, Ms Lou Ho-ian; the great grandnephew of Dr Sun Yat-sen and Museum Expert Adviser, Mr Peter B Sun; the Director of The Museum of Dr. Sun Yat-sen, Mr Wu Chunning; and the Museum Director of the Hong Kong Museum of History, Ms Joyce Ho.
 
     Guangdong, Hong Kong, and Macao, where Dr Sun’s life course developed from healing patients to saving a nation, share common roots and culture. This roving special exhibition showcases over 60 precious artefacts, documents and historic photographs related to Dr Sun from the three places. Highlight exhibits include the glass negative of the photograph of “Four Great Desperados” taken in Hong Kong, a historic photograph of the Hou Keng Reading Society (the club of Tong Meng Hui in Macao), the University of Hong Kong’s letter to Dr Sun inviting him to an inauguration ceremony, the inscription of “Bo Ai” (fraternity) written by Dr Sun dedicated to Hong Kong seamen, the Order of Generalissimo written by Dr Sun during his tenure as the Army and Navy Grand Marshal in Guangzhou, and the navigation clock of the “Zhongshan” warship in memory of Dr Sun, among others.
 
     To tie in with the exhibition, the SYSM will organise “Kom Tong Hall under the Moonlight” lunar lamp-making workshops on November 8 and November 16 with free admission. The SYSM also invited scholars from Hong Kong and Macao to hold two lectures on November 29 and December 13 respectively, to reflect on Dr Sun’s thoughts on China’s path in his later years and Dr Sun’s family in Macao.      To support Muse Fest HK in November, the SYSM will organise a Fun Day on November 9. Programmes include the “Bodyguards and Assassins” film show, a storytelling workshop of Kom Tong Hall, a family music theatre, handicraft workshops, footprints of a Dr Sun exploration game, and more. The SYSM will also set up a copper plate-pressing machine and a replica of Dr Sun’s photo studio, allowing participants to have a deeper understanding of the SYSM, and look back at the life and career of Dr Sun. Singapore ETO and AFAA co-organise first Hong Kong Film Gala Presentation in Vietnam to promote Hong Kong cinema

     Co-organised by the Hong Kong Economic and Trade Office in Singapore (Singapore ETO) and the Asian Film Awards Academy (AFAA), the Hong Kong Film Gala Presentation – Vietnam (the Gala Presentation) opened today (November 6) in Ho Chi Minh City (HCMC), marking its first edition in Vietnam. The event is financially supported by the Film Development Fund (FDF), the Cultural and Creative Industries Development Agency (CCIDA) and the Singapore ETO, with assistance from local partners, the Hong Kong Business Association Vietnam (HKBAV), Galaxy Cinema and Trigger Film Academy.

     The Gala Presentation showcases a curated selection of four recent and acclaimed Hong Kong productions across diverse genres – action, drama and documentary – namely “Twilight of the Warriors: Walled In”, “Stuntman”, “Four Trails” and “Last Song for You”, aiming to promote the vibrancy and creativity of Hong Kong cinema to Vietnamese audiences. Adding star power to the occasion, renowned Hong Kong actors Sammo Hung and Louis Koo travelled to HCMC to lend their support and engage with local film enthusiasts.

     In his opening remarks, the Director of the Singapore ETO, Mr Owin Fung, said, “To further strengthen Hong Kong films’ international presence, the Hong Kong Special Administrative Region Government has introduced the Hong Kong-Europe-Asian Film Collaboration Funding Scheme under the FDF. The Scheme provides up to HK$9 million for each eligible co-production between Hong Kong filmmakers and their Asian or European counterparts, enabling Hong Kong films to go global, as well as achieving in-depth cultural exchanges and mutual learning.”

     Mr Fung added, “Over the past three years, films funded by the CCIDA through the FDF have accounted for nearly 30 per cent of Hong Kong’s total box-office receipts – a testament to the effectiveness of government support. As announced in ‘The Chief Executive’s 2025 Policy Address’, the CCIDA will continue to enhance publicity, exchanges, and business-matching efforts in both the Chinese Mainland and overseas markets to help Hong Kong filmmakers expand their reach.”

     More than 250 guests attended the screening of the opening film, “Twilight of the Warriors: Walled In”, and a pre-screening reception. Distinguished attendees included the Consul-General of the People’s Republic of China in HCMC, Mr Tang Li; the Deputy Director-General of the Department of Foreign Affairs in HCMC, Mr Tran Xuan Thuy; the Chairman of the AFAA and the Hong Kong Film Development Council, Dr Wilfred Wong; the Executive Director of the AFAA, Ms Josie Lin; the Chairman of the HKBAV, Mr Michael Chiu, representatives from HCMC’s Department of Culture and Sports; as well as members of the local business and cultural communities.

     Before the screening, the film’s lead actors Hung and Koo joined an engaging sharing session with local audience members in the cinema, where they shared their filming experiences and their impressions of the visit and exchanges with Vietnamese film lovers. Director Herbert Leung of “Stuntman” will also meet with industry professionals, students and cinema enthusiasts during his stay in Vietnam. The Gala Presentation was held at Galaxy Sala in Thiso Mall Sala Shopping Center, one of the newest and largest cultural and entertainment hubs in the heart of HCMC.

Home and Youth Affairs Bureau appeals to property management sector for full support for 2025 Legislative Council General Election (with photos)

​The Home and Youth Affairs Bureau (HYAB) held a seminar for the property management (PM) sector at the Central Government Offices today (November 6) on the 2025 Legislative Council (LegCo) General Election, appealing for the active participation and full support of the PM sector for the LegCo General Election to be held on December 7.
 
The seminar was attended by about 70 representatives from PM sector, including the Chairman, Dr Wong Kong-tin and members engaged in PM services of the Property Management Services Authority, as well as representatives of six PM professional bodies and over 20 major PM companies.
 
The Secretary for Home and Youth Affairs, Miss Alice Mak, said that the seventh-term LegCo formed after the improvement of the electoral system of the Hong Kong Special Administrative Region (HKSAR) has fully demonstrated the advantages of the executive-led system under the principle of “patriots administering Hong Kong”. A highly efficient interaction has been formed between the executive and legislative authorities which has achieved remarkable results. The upcoming LegCo General Election is of great significance to the future development of Hong Kong.
 
Miss Mak said at the seminar, “The work of LegCo has direct impact on the operation and development of the PM sector in areas such as building management, community building and environmental enhancement. As an important force in social services, the PM sector shoulders the important mission of improving district governance and is closely connected with the work of LegCo.”  She appealed to the PM sector to make use of its extensive network built within the community to encourage staff and property owners to exercise their civic rights and fulfil their civic responsibility by casting their votes on the polling day.
 
     “The PM sector should encourage staff and property owners to cast their votes through various means, including stepping up internal publicity and enhancing awareness of voting, making flexible work arrangements to facilitate staff to vote, as well as assisting in the promotion of election messages in the housing estates and buildings they serve to create a strong election atmosphere.”
 
PM sector representatives attending the seminar said that they had gained a deeper understanding of the importance of the LegCo General Election to social development through the seminar, and they would respond to the appeal by giving their full support to the LegCo General Election. A representative attending the seminar said that the PM sector attaches great importance to the LegCo General Election and will deploy resources and adopt diverse and creative approaches to encourage property owners to vote, as well as introduce measures to encourage and facilitate PM practitioners to cast their votes by, for example, providing transportation assistance and flexible work arrangements for staff who need to be on duty.
 
The HKSAR Government will continue to work closely with the PM sector to encourage electors to exercise their civic rights and fulfil their civic responsibility on the polling day, and to elect capable candidates to form the new term of the LegCo, thereby injecting new impetus into the prosperity and stability of Hong Kong and building a better future together.

     Following is the transcript of remarks by the President of the Legislative Council (LegCo), Mr Andrew Leung, at a media briefing at the LegCo Complex today (November 6):
 
     The nomination period for the General Election of the Eighth Legislative Council ends today (November 6), (with) over 160 young and promising contestants. All the contestants are patriots who love Hong Kong and have shown their commitments, capabilities and aspirations. They come from all walks of life, with diverse backgrounds and distinct strengths, but share the same devotion to Hong Kong’s development and to the best interests of the people. With their professional experiences in different sectors, I believe they will bring a new paradigm for the Eighth LegCo.
 
     We are delighted to see that the upcoming election remains highly competitive. Same as the previous LegCo election, all 90 seats in each constituency are contested. The competitions in some constituencies are fiercer than in the last election. No one would receive the so-called “special blessing” as all contestants start on the same starting line and compete on the basis of their abilities, policy platforms and their dedication to serving the society, delivering a high-quality and civil election.
 
     The election will enable every contestant to know better the public expectation on LegCo and the concerns of the citizens of Hong Kong. By bringing their voices into the Legislature, it will make both the LegCo and Government’s governance more down-to-earth and aligned with the overall interests of the country and Hong Kong.
 
     Hong Kong is now at a critical juncture filled with opportunities and challenges. The Seventh LegCo has delivered an impressive result in promoting Hong Kong’s economic development and people’s livelihood. Built on this high standard, I firmly believe the Eighth LegCo will do a better job and yield more fruitful results!
 
     LegCo is an important part of the Hong Kong SAR (Special Administrative Region)’s governing team, bearing important responsibilities for enhancing the capability and effectiveness of the governance. Members of the Eighth LegCo are charged with heavy responsibilities for speaking on behalf of the people and promoting good governance. They also need to help all sectors of Hong Kong to seize opportunities and further integrate into the national development under the 15th Five-Year Plan.
 
     The upcoming election is not only an important milestone for advancing high-quality democratic development but also a key moment for all Hong Kong people to choose and create a better future. Although I am not running for re-election, I will fully support the upcoming General Election. A smooth conduct of the election in an open, fair, just, safe and orderly manner is of paramount importance.
 
     LegCo election has always been a major event in the constitutional development of the Hong Kong SAR. The Legislature has returned to rationality and there is no longer internal strife. Our work seems to be easier, but every vote counts in the election. I urge all voters to fulfill their civic responsibility and cast their ballots on December 7 to elect your representatives in LegCo.
 
     Today, Dora, the Secretary General of the LegCo Secretariat, and I have issued a letter to all Members and their staff, as well as all staff of the Secretariat, urging them to vote. It is our duty to lead by example, taking concrete actions to show support for the LegCo election and demonstrating our commitment to Hong Kong SAR’s future!

161 election nominations received

A total of 161 nomination forms for the 2025 Legislative Council General Election were received by Returning Officers at the close of the nomination period today.

There were 51 nominations received for the 10 geographical constituencies, 60 for the 28 functional constituencies, and 50 for the Election Committee constituency.

The Returning Officers will determine the order of names of candidates for their respective constituencies to appear on ballot papers and the allocation of the designated spots for the display of election advertisements by drawing of lots at the Kowloon Park Sports Centre tomorrow.

The Candidate Eligibility Review Committee will, within 14 days after the close of nominations, publish in the Gazette a notice of validly nominated candidates for each constituency.
