Primary Healthcare Commission sets up medical stations at temporary shelters to support residents affected by fire incident in Tai Po

     The Primary Healthcare Commission (PHC Commission) announced today (November 27) that medical stations have been set up at all temporary shelters opened in response to the fire incident at Wang Fuk Court in Tai Po to provide immediate medical and pharmaceutical support to residents in need.
 
     The PHC Commission has set up medical stations at all temporary shelters by 9am today. Residents with medical needs may seek assistance from healthcare personnel at the medical stations. The medical stations provide appropriate medical assistance for residents in need from 8am to 8pm daily, including basic medical assessment and referral service, treatment of mild injuries, prescribing drugs (including necessary medication refills based on medical history), and psychological support, with a view to assisting in managing non-emergency medical needs.
 
     The 24-hour “18111 – Mental Health Support Hotline” also stepped up its manpower immediately yesterday (November 26) to assist members of the public who may need emotional support due to the incident.
 
     To promptly respond to the needs of the residents at temporary shelters, the Department of Health and the Hospital Authority have deployed multiple medical support teams to temporary shelters in the early hours today to provide on-site preliminary medical assessment and support for residents. To continuously provide medical care for affected residents, the PHC Commission co-ordinated professionals from the public and private medical sectors, including over 250 doctors and over 250 other healthcare professionals from the private sector, to participate in setting up the medical stations.
 
     The PHC Commission expressed gratitude to District Health Centres, the LKS Faculty of Medicine of the University of Hong Kong, the Faculty of Medicine and the Medical Centre of the Chinese University of Hong Kong, the Hong Kong College of Family Physicians, the Hong Kong Medical Association, the Jockey Club PHARM+ Community Medication Service Network, private hospitals and the private medical sector for their efforts in providing support to affected residents.

     According to the results of the 2024 Annual Survey of Economic Activities – Transportation, Storage and Courier Services Sector released today (November 27) by the Census and Statistics Department (C&SD), total receipts (comprising business receipts and other income) of the transportation, storage and courier services sector amounted to $755.6 billion in 2024, representing an increase of 12.5% compared with 2023; on a per company basis, total receipts increased by 14.0% compared with 2023 to $27.6 million in 2024.
 
     Operating expenses and compensation of employees of this sector altogether amounted to $630.9 billion in 2024, representing an increase of 12.4% compared with 2023; on a per company basis, they increased by 13.9% compared with 2023 to $23.1 million in 2024.
 
     Gross surplus of the sector, which is equal to total receipts less operating expenses and compensation of employees, increased by 13.4% compared with 2023 to $124.7 billion in 2024; on a per company basis, gross surplus increased from $4.0 million in 2023 to $4.6 million in 2024. Gross surplus accounted for 16.5% of total receipts of this sector in 2024, up by 0.1 percentage point compared with 2023.
 
     Industry value added of the sector, which is a broad measure of its contribution to Hong Kong’s Gross Domestic Product, increased by 12.0% compared with 2023 to $197.3 billion in 2024; on a per company basis, industry value added was $7.2 million in 2024, which increased by 13.4% compared with 2023.
 
     According to the survey results, it was estimated that the sector comprised about 27 300 companies and engaged about 209 900 persons, or an average of 7.7 persons per company, in 2024.
 
     Within the transportation, storage and courier services sector, the five largest industry groupings in terms of industry value added in 2024 were (1) air transport and service activities incidental to air transportation, (2) cross-border water transport, (3) land passenger transport, (4) other transportation support activities, and (5) land freight transport. They together accounted for 87.5% of the industry value added of the sector.
 
     In the air transport and service activities incidental to air transportation industry, total receipts amounted to $165.8 billion while operating expenses and compensation of employees totalled $132.2 billion in 2024. Gross surplus decreased from $35.1 billion in 2023 to $33.7 billion in 2024, accounting for 20.3% of total receipts in 2024. Industry value added increased by 4.9% compared with 2023 to $62.6 billion.
 
     In the cross-border water transport industry, total receipts amounted to $157.9 billion while operating expenses and compensation of employees totalled $119.9 billion in 2024. Gross surplus increased notably from $26.5 billion in 2023 to $37.9 billion in 2024, accounting for 24.0% of total receipts in 2024. Industry value added also increased notably by 38.7% compared with 2023 to $40.6 billion.
 
     In the land passenger transport industry, total receipts amounted to $62.7 billion while operating expenses and compensation of employees totalled $49.5 billion in 2024. Gross surplus increased from $11.3 billion in 2023 to $13.2 billion in 2024, accounting for 21.1% of total receipts in 2024. Industry value added increased by 11.2% compared with 2023 to $32.1 billion.
 
     In the other transportation support activities industry which comprised mainly cargo forwarders and shipbrokers, total receipts amounted to $264.3 billion while operating expenses and compensation of employees totalled $237.2 billion in 2024.  Gross surplus increased from $22.2 billion in 2023 to $27.1 billion in 2024, accounting for 10.3% of total receipts in 2024.  Industry value added increased by 15.2% compared with 2023 to $26.7 billion.
 
     In the land freight transport industry, total receipts amounted to $26.8 billion while operating expenses and compensation of employees totalled $24.4 billion in 2024. Gross surplus increased from $1.9 billion in 2023 to $2.4 billion in 2024, accounting for 9.1% of total receipts in 2024. Industry value added increased by 15.2% compared with 2023 to $10.7 billion.

     According to the results of the 2024 Annual Survey of Economic Activities – Manufacturing, Energy Supply and Waste Management Sectors released today (November 27) by the Census and Statistics Department (C&SD), the manufacturing sector’s total receipts (comprising sales and other receipts) amounted to $300.0 billion in 2024, representing an increase of 23.3% compared with 2023; on a per company basis, total receipts increased by 25.4% compared with 2023 to $47.3 million in 2024.
 
     Operating expenses and compensation of employees of the manufacturing sector altogether amounted to $283.3 billion in 2024, representing an increase of 24.9% compared with 2023; on a per company basis, they increased by 27.1% compared with 2023 to $44.7 million in 2024.
 
     Gross surplus of the manufacturing sector, which is equal to total receipts less operating expenses and compensation of employees, increased by 1.3% compared with 2023 to $16.7 billion in 2024; on a per company basis, gross surplus increased by 3.1% compared with 2023 to $2.6 million in 2024. Gross surplus accounted for 5.6% of total receipts of this sector in 2024, down by 1.2 percentage point compared with 2023.
 
     Industry value added of the manufacturing sector, which is a broad measure of its contribution to Hong Kong’s Gross Domestic Product, increased by 1.7% compared with 2023 to $37.6 billion in 2024; on a per company basis, the industry value added was $5.9 million in 2024, which increased by 3.4% compared with 2023.
 
     Within the manufacturing sector, the four largest industry groupings in terms of industry value added in 2024 were (1) food, beverages and tobacco, (2) metal products, machinery and equipment, (3) chemicals, rubber, plastics and non-metallic mineral products, and (4) paper products, printing and reproduction of recorded media. They together accounted for 90.1% of the industry value added of the manufacturing sector.
 
     In the food, beverages and tobacco industry, total receipts amounted to $47.0 billion while operating expenses and compensation of employees totalled $41.0 billion in 2024. Gross surplus amounted to $6.0 billion, accounting for 12.7% of total receipts in 2024. Industry value added slightly increased by 0.7% compared with 2023 to $13.1 billion.
 
     In the metal products, machinery and equipment industry, total receipts amounted to $199.1 billion while operating expenses and compensation of employees totalled $195.2 billion in 2024. Gross surplus amounted to $3.8 billion, accounting for 1.9% of total receipts in 2024. Industry value added increased by 3.7% compared with 2023 to $10.4 billion.
 
     In the chemicals, rubber, plastics and non-metallic mineral products industry, total receipts amounted to $29.4 billion while operating expenses and compensation of employees totalled $25.0 billion in 2024. Gross surplus amounted to $4.4 billion, accounting for 14.9% of total receipts in 2024. Industry value added increased by 7.3% compared with 2023 to $6.9 billion.
 
     In the paper products, printing and reproduction of recorded media industry, total receipts amounted to $10.5 billion while operating expenses and compensation of employees totalled $9.4 billion in 2024. Gross surplus amounted to $1.2 billion, accounting for 11.0% of total receipts in 2024. Industry value added slightly decreased by 0.7% compared with 2023 to $3.6 billion.
 
     Apart from the manufacturing sector, the survey also enumerated companies engaged in electricity and gas supply; and sewerage, waste management and remediation activities.
 
     Total receipts of electricity and gas supply amounted to $78.5 billion, representing a slight increase of 0.5% over 2023.  Operating expenses and compensation of employees totalled $49.7 billion in 2024, representing a decrease of 4.1% compared with 2023. Gross surplus increased by 9.6% compared with 2023 to $28.8 billion in 2024. Gross surplus of electricity and gas supply accounted for 36.7% of total receipts in 2024, up by 3.0 percentage points compared with 2023. Industry value added increased by 12.3% over 2023 to $38.0 billion in 2024.
 
     Total receipts of sewerage, waste management and remediation activities amounted to $6.4 billion, representing an increase of 2.0% over 2023. Operating expenses and compensation of employees totalled $5.5 billion in 2024, representing an increase of 2.1% over 2023. Gross surplus increased by 1.1% compared with 2023 to $0.8 billion in 2024. Gross surplus of sewerage, waste management and remediation activities accounted for 12.9% of total receipts in 2024, down by 0.1 percentage point compared with 2023. Industry value added increased by 6.4% over 2023 to $1.9 billion in 2024.

According to the results of the 2024 Annual Survey of Economic Activities – Building, Construction and Real Estate Sectors released today (November 27) by the Census and Statistics Department (C&SD), the construction sector’s total receipts (comprising gross value of construction works performed and other business receipts) amounted to $473.7 billion in 2024, representing an increase of 5.0% over 2023; on a per company basis, total receipts was $18.2 million in 2024, increased by 9.8% over 2023.

Operating expenses and compensation of employees of the construction sector altogether amounted to $440.1 billion in 2024, representing an increase of 6.0% over 2023; on a per company basis, they were $16.9 million in 2024, increased by 10.8% over 2023.

Gross surplus of the construction sector, which is equal to total receipts less operating expenses and compensation of employees, decreased by 5.9% compared with 2023 to $33.6 billion in 2024; on a per company basis, gross surplus decreased by 1.6% compared with 2023, to $1.3 million in 2024. Gross surplus accounted for 7.1% of total receipts in 2024, down by 0.8 percentage point compared with 2023.

Industry value added of the construction sector, which is a broad measure of its contribution to Hong Kong’s Gross Domestic Product, increased by 4.0% over 2023 to $138.3 billion in 2024; on a per company basis, the industry value added was $5.3 million in 2024, representing an increase of 8.7% over 2023.

In 2024, there were some 26 000 companies in the construction sector, which directly engaged about 197 500 persons, or an average of 7.6 persons per company.

The survey did not cover labour-only sub-contractors that mainly supplied labour to work on a job-to-job basis, owing to practical consideration in data collection. The employment figures above mainly covered direct employees of the construction companies and did not reflect the labour input through the sub-contracting activities of labour-only sub-contractors.

Apart from the construction sector, the survey also enumerated companies engaged in real estate activities; and architectural, surveying and engineering services.

Total receipts (comprising gross margin of real estate development projects, service and rental income and other business receipts) of companies engaged in the real estate activities (including real estate development, real estate leasing, real estate brokerage and agency, and real estate maintenance management) amounted to $180.0 billion in 2024, representing a decrease of 0.2% compared with 2023. Operating expenses and compensation of employees altogether amounted to $97.3 billion in 2024, representing an increase of 1.0% over 2023. Gross surplus increased by 0.4% over 2023 to $71.5 billion in 2024. Gross surplus accounted for 39.7% of total receipts in 2024, up by 0.2 percentage point over 2023. Industry value added increased by 1.5% over 2023 to $116.0 billion in 2024.

In 2024, the real estate activities comprised some 11 500 companies and engaged about 125 500 persons, or an average of 10.9 persons per company.

The survey excluded companies which developed real estate projects for their own use as well as those which owned land but had not developed it during the reference year. Real estate leasing and other related activities undertaken by individuals or firms which engaged less than two persons (except for subsidiaries of real estate enterprises) were also not covered in the survey.

Total receipts (comprising service income and other business receipts) of companies engaged in the architectural, surveying and engineering services amounted to $29.1 billion in 2024, representing an increase of 4.9% over 2023. Operating expenses and compensation of employees altogether amounted to $25.6 billion in 2024, representing an increase of 6.3% over 2023. Gross surplus decreased by 4.1% compared with 2023 to $3.6 billion in 2024. Gross surplus accounted for 12.2% of total receipts in 2024, down by 1.1 percentage points compared with 2023. Industry value added increased by 4.2% over 2023 to $19.6 billion in 2024.

In 2024, the architectural, surveying and engineering services comprised some 2 400 companies and engaged about 28 100 persons, or an average of 11.5 persons per company.

Arrangements for residents affected by fire in Tai Po to replace identity cards and travel documents

     The Immigration Department (ImmD) announced today (November 27) that residents affected by the fire at Wang Fuk Court in Tai Po may visit any Registration of Persons Office during office hours for the replacement of their Hong Kong identity card without an appointment. For the addresses and office hours of the offices, please refer to Annex I.
 
     Similarly, affected residents who need to replace their Hong Kong Special Administrative Region travel documents may visit Immigration Headquarters or any Immigration Branch Office during office hours without an appointment. Three men arrested for manslaughter in connection with No. 5 alarm fire in Tai Po

     Police today (November 27) arrested three men for manslaughter. They were in suspected connection with a No. 5 alarm fire in Tai Po.

     At about 2.50pm yesterday (November 26), Police received multiple reports that a fire broke out at the scaffolding of a housing estate on Tai Po Road – Yuen Chau Tsai. The fire spread rapidly to other blocks in the estate and resulted in multiple deaths and injuries.

     Upon initial investigation, it was suspected that the protective nets, tarpaulins and plastic sheets used for the maintenance works may not have been up to fire safety standards. It was also revealed that foam boards were found installed to the windows of the buildings concerned.

     Officers today arrested three men in charge of a construction company, aged 52 to 68, for manslaughter in Ngau Tau Kok, Tai Po and Wong Tai Sin respectively. The arrestees are being detained for further enquiries.

      Active investigation by the Regional Crime Unit of New Territories North is under way.

“Quarterly Report on General Household Survey” for July to September 2025 published      
     The report contains statistics on labour force, employment, unemployment and underemployment for the third quarter of 2025. It also contains detailed analyses of the characteristics of different categories of members of the labour force, including their age, sex, educational attainment, employment status, occupation, industry, hours worked per week and monthly employment earnings, etc. Information on duration of unemployment for the unemployed is also presented.

Design Innovation Toward a Barrier-Free Life – BSMI Announces Winners of the Universal Design Competition for Assistive Devices

To promote universal design concepts for assistive devices and enhance their user-friendliness, the Bureau of Standards, Metrology and Inspection (BSMI), Ministry of Economic Affairs, organized the “Universal Design Competition for Assistive Devices for the Elderly and Persons with Disabilities” and the “Campaign on User-Friendly Commercial Assistive Devices for the Elderly and Persons with Disabilities.” The awards ceremony was held on November 18 and concluded successfully. The research, development, and innovative designs presented by participants have injected new momentum and creativity into the development of Taiwan’s assistive device industry.

Universal Design Competition: Fostering Innovative and Inclusive Solutions
The Universal Design Competition highlights creativity and ingenuity, encouraging designs that feature universal accessibility with no barriers between different user groups. This year, the competition received enthusiastic participation from across sectors, with a total of 132 submissions. Following rigorous professional evaluation, the jury selected Gold, Silver, and Bronze awards, along with five Merit Awards and twelve Finalists.

Gold Award: A uniquely designed box lid that enables individuals with intellectual disabilities to independently complete box-sealing tasks.

Silver: A modular system that allows wheelchair users to revisit and enjoy dancing activities they once loved.

Bronze Award: An externally powered mobility assistive device that helps reduce the caregiving burden for personnel assisting individuals with physical disabilities.

Campaign on User-Friendly Commercial Assistive Devices: Highlighting Practical Everyday Applications
The “Campaign on User-Friendly Commercial Assistive Devices” emphasizes the practicality and functionality of commercially available products. This year, 23 commercial products participated, and 10 outstanding products were selected. These awards-winning products support greater autonomy and convenience for older adults, persons with mobility impairments, and their caregivers. The campaign also aims to encourage the industry to incorporate universal design principles, enhance the use of innovative technologies, and demonstrate their commitment to creating a more inclusive environment.

Meeting the Needs of a Super-Aged Society: Advancing Toward a Truly Barrier-Free Future
BSMI further noted that Taiwan has entered a super-aged society, and demand for assistive products is expected to continue increasing. Through these design competitions and campaigns, BSMI aims to enhance the universality and user-friendliness of assistive products, thereby improving users’ quality of life and fostering a truly barrier-free living environment. BSMI will continue to support related matchmaking and exhibition activities, in hopes that more award-winning works will successfully enter the market.
