     Following is the speech by the Secretary for Justice, Mr Paul Lam, SC, at the opening ceremony of 23rd Willem C Vis East International Commercial Arbitration Moot today (March 15):
 
Ms Barrington (Director of the Vis East Moot Foundation, Ms Louise Barrington), Ms Tung (Director and the Chief Executive Officer of the Vis East Moot Foundation, Ms Sherlin Tung), distinguished guests, ladies and gentlemen,
 
     A very good evening. On behalf of the Department of Justice (DoJ) of Hong Kong , it is my great pleasure to welcome you all to the 23rd Willem C. Vis East International Commercial Arbitration Moot (Moot). Let me begin by expressing my sincere thanks to the Vis East Moot Foundation for once again bringing this prestigious and vibrant event to Hong Kong.

     This year, the Moot has reached exciting new heights, bringing altogether over 1 300 students and coaches from 161 university teams from 37 jurisdictions worldwide, alongside more than 500 professionals. It is unfortunate that around 10 teams are unable to come here, and some arbitrators are also unable to be here because of what is happening in the Middle East. This is perhaps a very timely reminder of the importance of resolving international disputes of whatever nature by peaceful means, including arbitration. In any event, the remarkable figures that I have just mentioned reflect the growing influence of the Moot as a global platform for nurturing young legal talent and fostering the next generation of arbitration leaders.

     A spokesperson for the EMSD said today (March 15), “As an innovation facilitator of the Government, the EMSD will continue to support various government departments in identifying and applying innovation and technology solutions, as well as improving government services and enhancing productivity through technology empowerment.”

DEVB teams and its departments achieve outstanding results at International Exhibition of Inventions of Geneva       
     The Crawler-type all-terrain survey robot “T300”, which was jointly developed by the DSD and a professional team from the Chinese Mainland, won the Saudi Innovation Excellence Prize – Ministry of Education, Kingdom of Saudi Arabia. This marks the first time a Hong Kong Special Administrative Region Government department has received this prestigious award. Equipped with a zoomable high-resolution camera, LiDAR, and an adaptive lighting system, this robot can capture comprehensive visual and spatial data. Its novel transformable tracked structure allows it to navigate complex and challenging terrain. The robot can simultaneously collect photogrammetric information and point cloud data, enabling the automatic construction of detailed three-dimensional (3D) models of the drainage facilities. Its modular design can also accommodate other sensors, such as the gas detector for monitoring air quality in confined spaces. Inspection data can be automatically uploaded to an AI-powered online condition assessment platform for real-time analysis and rapid generation of inspection reports.
      
     The winning projects of the gold medals with the congratulations of jury are as follows:
      
     1. “FireCheck 4D – A BIM Fire Safety Checker” developed by the BD: This project integrates Building Information Modelling (BIM) automated checking to reform building design and regulatory processes for fire safety compliance, and enables precise spatial analysis and fire protection material tracking.
      
     2. “AI Landslip Warning System” developed by the CEDD: The system applies AI for big data analytics to enhance the accuracy of the predicted number of reported landslides during heavy rainstorms, thereby enhancing its capability for landslide risk assessment and optimising the issuance of Landslip Warning.
      
     3. “CANOPUS – Smart Safety Harness” developed by the CEDD: By integrating Internet of Things (IoT) and worker identification, this system monitors in real-time the behaviour of those who work at height and the environmental conditions, to ensure the workers using the harness properly.
      
     4. “Intelligent occupational health and safety management and monitoring system for confined spaces” developed by the CEDD: This system designed for confined spaces integrates AI vision, gas sensing, ultra-wideband positioning, vital sign monitoring and cloud analytics to deliver continuous detection and instant alerts for abnormal situations.
      
     5. “Personnel real-name system and equipment tracking intelligent software” developed by the CEDD: This software features deep integration of identity verification, high-precision ultra-wideband personnel and equipment tracking, multi-sensor data fusion, electronic permits-to-work (e-PTW), and blockchain-based audit trails. Powered by modular AI technology, the platform enables predictive safety alerts and collaborative emergency response.
      
     6. “i-STAR: Intelligent smart trap analysing robot” developed by the DSD: This robot mainly helps check and verify the structural safety of cover plates. i-STAR integrates artificial intelligence and multiple sensing technologies to monitor in real-time the conditions of cover plates.
      
     7. “AquaMend Rover” developed by the WSD: The robotic crawler designed for urgent water pipeline repairs can navigate inside the pipes to perform welding and maintenance, drastically reducing the working hours of the welders working in the confined spaces.
      
     In addition, the “SmartAERO”, a smart drone management platform, which was jointly developed by the DEVB and the CEDD, won a gold medal. The “SmartAERO” enables AI-driven operations to control a fully autonomous drone dock, ensuring smooth, precise and swift drone deployment across diverse environments and in emergency situations.

     The Director-General of Investment Promotion of InvestHK, Ms Alpha Lau, said, “InvestHK has always maintained close communication and collaboration with government bureaux and departments to continuously enhance Hong Kong’s business environment. The latest Budget emphasises on promoting the industrialisation of AI and encouraging its wider adoption. We are very pleased to see these technologies being adopted in the catering industry, opening up new directions for smart retail. This project also fully demonstrates the result of cross-departmental collaboration in facilitating the successful implementation of innovative technologies while ensuring compliance with local regulations and food safety requirements. I look forward to seeing more companies leverage Hong Kong’s business advantages to further expand its presence in the city and across the Asia-Pacific region.”
      
     The Director of Food and Environmental Hygiene, Mr Donald Ng, said, “The FEHD has always encouraged and facilitated innovation in the catering industry to bring more diverse dining experiences to the public, while safeguarding food safety and public hygiene. For this project, the FEHD maintained close communication with the relevant companies, providing guidance on legal requirements and hygiene standards to facilitate their acquisition of the necessary food business licences. I am pleased to see the smooth implementation of this project and look forward to more technological applications in the catering industry in the future to continuously elevate service standards.”
      
     Deputy General Manager of CREP Mr Zhang Linjun said, “CREP is committed to building a one-stop overseas expansion service platform to help Mainland brands establish a presence in Hong Kong and explore business opportunities. Leveraging our two decades of resources and experiences in Hong Kong’s commercial market, we have assisted Mainland companies in establishing their technological and business operations in Hong Kong. We have also developed a deep partnership with InvestHK to promote the application of innovative technologies in the catering sector, while tackling daily challenges in the industry. This initiative will offer Hong Kong residents more diverse dining options in various scenarios, including remote areas, busy districts and late-night hours. Going forward, we will further expand the scope of co-operation to help the smart catering business form a scaled operational network.”
      
     Named the “Hey Food Smart Catering Robot”, the initiative is officially launched in Hong Kong by CREP, integrating innovative technological solutions from the Mainland with local business expertise. Founded in 2000, CREP currently owns a portfolio of commercial properties in core business districts and community neighbourhoods in Hong Kong. The company has continuously optimised its property portfolio and has actively explored investment and operational opportunities in retail real estate. In recent years, by building a one-stop overseas expansion service platform, CREP has assisted Mainland enterprise brands and products in going global, while providing higher quality services and products for Hong Kong.

Singapore ETO holds Chinese New Year dinner in Vietnam to promote closer relationship      
     Jointly organised with the Hong Kong Business Association Vietnam (HKBAV) and supported by the Hong Kong Trade Development Council (HKTDC), the dinner welcomed over 100 guests, including the Consul-General of the People’s Republic of China in HCMC, Mr Tang Li; the Chairman of the HKBAV, Mr Michael Chiu; the Director of Indochina of the HKTDC, Ms Tina Phan; and representatives from government and business sectors, chambers of commerce, and Hong Kong communities in Vietnam. During the dinner, cultural performances were presented, including lion dance performances and live renditions of Chinese and Vietnamese music by a band and performers.
     
     Speaking at the dinner, the Director of the Singapore ETO, Ms Elsa Hung, recapped the multi-front work and achievements of Hong Kong and Vietnam collaborative efforts. Last December, the Chief Executive, Mr John Lee, met with the visiting Deputy Prime Minister of Vietnam Mr Ho Duc Phoc in Hong Kong to exchange views on deepening co-operation between the two places. In the same month, the Commissioner for Belt and Road, Mr Nicholas Ho, led a delegation to Ho Chi Minh City and Hanoi to explore business opportunities.
     
     Ms Hung highlighted the growing economic and trade ties between Hong Kong and Vietnam. In 2025, Vietnam became Hong Kong’s third-largest merchandise trading partner, with a total trade volume increasing by an average of 25 per cent annually since 2021. Among the 11 ASEAN member states, Vietnam has risen to become Hong Kong’s largest trading partner in terms of merchandise trade. In addition, exchanges between people of the two places have intensified. For instance, in terms of tourism, the number of Vietnamese visitors to Hong Kong increased by 35 per cent last year compared with 2024.
 
     Ms Hung concluded that Hong Kong will continue to leverage its unique advantages under the “one country, two systems” framework to serve as a “super connector” and “super value-adder” linking the Chinese Mainland with the rest of the world. The Singapore ETO will align with and support Hong Kong’s strategic directions, such as promoting the one-stop Economic and Trade Express (ETE) platform, through the collective efforts of the global network of ETOs, Invest Hong Kong, and the HKTDC, to assist enterprises in going global while attracting more enterprises to invest and establish operations in Hong Kong.
 
     The Singapore ETO held two Chinese New Year dinners – one in Singapore on February 25 and another in Manila, the Philippines, on February 27 – to further strengthen ties and exchanges with local communities.

Taiwan FDI Statistics Summary Analysis (February 2026)

According to the statistics, from January to February 2026, 347 foreign direct investment (FDI) projects with a total approved amount of US$ 1,070,700,000 were recorded. This represents a 19.66% increase in the number of cases, but a 36.60% decrease in the FDI amount compared with the same period in 2025.

Regarding inward investment from Mainland China, 2 cases with a total approved amount of US$98,000 were recorded from January to February 2026. This reflects a 60% decrease in the number of cases and a 99.90% decrease in the investment amount compared with the same period in 2025.

In terms of Taiwan’s outbound investment (excluding Mainland China), 87 projects were registered in February 2026, with a total amount of US$ 1,899,264,000. This represents a 1.14% decrease in the number of cases, and a 63.08% increase in the investment amount, compared with the same period in 2025.

As for Taiwan’s outward investment to Mainland China, 24 applications were approved in February 2026, marking a 31.43% decrease compared with the same period in 2025. The approved investment amount totaled US$ 187,662,000, representing a 16.20% decline compared with the same period in 2025.

More Warm Days Expected In Second Half Of March 2026

16 Mar 2026 – The prevailing Northeast Monsoon conditions are expected to continue for the rest of March 2026, with winds blowing mainly from the northwest or northeast.

2.          In the second half of March 2026, short-duration thundery showers are expected over parts of the island in the afternoon on some days. Towards the final week of the month, there may be several dry and warm days. The second half of March 2026 is likely to be less wet than the first, and the total rainfall is forecast to be below average over most parts of the island.

3.          The second half of March 2026 compared to the first. The daily maximum temperatures are likely to range between 34 degrees Celsius and 35 degrees Celsius on most days. On a few days, the daily maximum temperatures may exceed 35 degrees Celsius when there is less cloud coverage.

REVIEW OF THE PAST TWO WEEKS (1 – 15 March 2026)

5.          Northeast Monsoon conditions prevailed over Singapore and the surrounding region in the first half of March 2026. During this period, the low-level winds blew mainly from the northwest or northeast.

6.          Thundery showers fell over parts of the island on some afternoons, extending into a few evenings. Strong solar heating coupled with convergence of winds brought heavy thundery showers over the southern and western parts of Singapore in the late afternoon and evening of 6 March 2026. The daily total rainfall of 74.4mm recorded around Clementi Stadium that day was the highest rainfall recorded for the first half of March 2026.

7.          The daily maximum temperatures in the first half of March 2026 were around 34 degrees Celsius on most days. The highest daily maximum temperature of 35.3 degrees Celsius was recorded at Sentosa Island on 11 March 2026.

8.          Most parts of Singapore recorded below average rainfall in the first half of March 2026. The area around Sembawang registered rainfall of 71 per cent below average, and the area around Somerset registered rainfall of 15 per cent above average.

President Lai addresses opening of 2026 Yushan Forum

On the morning of March 16, President Lai Ching-te attended the opening of the 2026 Yushan Forum, the theme of which was “Indo-Pacific Partnership Prospects: Taiwan’s Values, Technology, and Resilience.” In remarks, the president noted that Taiwan is home to world-leading advanced semiconductor manufacturing and solid IC design capabilities, and is determined to maintain regional peace and stability. He expressed hope that by leveraging the combined advantages of their democracies, economies, and technologies, Taiwan and its democratic partners can work together to build more resilient supply chains and economies, as well as collectively support the democratic umbrella and promote global democracy, peace, and prosperity.
A transcript of President Lai’s remarks follows:
I would like to begin with a warm welcome to all our good friends who have traveled from the Indo-Pacific, Europe, and other parts of the world to be here. This marks the ninth Yushan Forum, and this is an important milestone, because in our culture, the number nine symbolizes longevity and sustainability.
In these times of global uncertainty, it’s especially meaningful, for both Taiwan and the world, that we have gathered here to exchange ideas and discuss plans of action.
I want to thank Minister [of Foreign Affairs] Lin [Chia-lung] (林佳龍), [Taiwan-Asia Exchange Foundation] Chairman Hsiao [Hsin-huang] (蕭新煌), and all our partners for their hard work organizing this year’s gathering. It is through your vast knowledge, keen initiative, and passion for dynamic diplomacy that the Yushan Forum continues to reach new heights year after year.
Our theme this year is “Indo-Pacific Partnership Prospects: Taiwan’s Values, Technology, and Resilience.” Taiwan remains determined to build on the foundations of our New Southbound Policy through concrete action. We will continue to expand and deepen our partnerships with New Southbound and other Indo-Pacific nations, as well as democracies around the world. Through these partnerships, we hope to foster a more prosperous future together.
Taiwan strongly believes that there is no freedom without solidarity. Nobel Peace Prize laureate and former President of Poland Lech Walesa, who has lived by these words, is joining us here today. In 1980, he founded the trade union Solidarity, paving the way for democracy and reform in Poland – a true testament to the power of solidarity.
Since I took office nearly two years ago, Taiwan has been committed to uniting partners in democracy to collectively support a democratic umbrella. Our goal is to shield like-minded nations from the threats posed by authoritarian expansion, while working in solidarity to promote global democracy, peace, and prosperity.
We can all see that today’s Taiwan has moved away from a reliance on the Chinese market. In 2010, up to 83.8 percent of Taiwan’s outbound investment went to China. But last year, that figure fell to a historic low of just 3.75 percent. We are continuing to expand our presence in global markets. Over the past decade, investment by Taiwanese enterprises in EU countries has jumped by 650 percent.
Last year, the US became Taiwan’s largest export market, with exports to the US growing by 78 percent. In the same year, exports to New Southbound countries increased by 30.5 percent. These figures reflect the results of Taiwan’s efforts to diversify our markets and deepen economic and trade relations with countries around the world.
We strongly hope that by leveraging the combined advantages of our democracies, economies, and technologies, Taiwan and our democratic partners can work together to build more resilient supply chains and economies.
Taiwan is home to world-leading advanced semiconductor manufacturing and solid IC design capabilities. And as we meet the AI era head on, we are also actively pursuing R&D in the key fields of silicon photonics, quantum technology, and robotics. Whether it’s in helping to build global non-red supply chains for semiconductors, or leading the way in tech development around the world, Taiwan will always play a major role.
Peace and stability in the Taiwan Strait are essential components for global security and prosperity. That is why, as we face rapid changes in global geopolitics, non-conventional threats, and intensifying gray-zone aggression, Taiwan is determined to maintain regional peace and stability. We stand ready to work alongside fellow democracies to demonstrate the strength of deterrence and achieve peace through strength.
To that end, we have proposed a special defense budget and are expanding investment in defense. Defense spending, as defined by NATO, will be 3.32 percent of GDP this year, and we expect it to reach 5 percent of GDP by 2030. We are also accelerating the building of asymmetric capabilities and greatly enhancing whole-of-society defense and resilience, so that we can respond to any threat or challenge.
Taiwan is willing to share our experiences with other countries, and we are capable of contributing even more to the world. So let me thank everyone for attending. With you joining the discussion on issues of mutual concern, we can pool our knowledge and channel it into an even greater force. 
As we move forward, Taiwan will form national teams in specific fields to keep making our nation stronger. But we will go beyond that, by building international teams to keep leveraging the power of solidarity with other nations. This will make the world more stable, prosperous, and sustainable. Each of you is an important friend of Taiwan. I invite everyone to advance together with Taiwan to realize the vision of democracy, peace, and prosperity.
To close, I wish this gathering great success. May our partnerships continue to endure and thrive. Thank you.

Taiwan’s Smart Healthcare National Team Debuts at HIMSS 2026 From AI Chips to Elderly Care: Connecting with Five Leading North American Academic Medical Centers

Taiwan’s medical prowess in smart healthcare has once again captured international attention at HIMSS 2026, one of the world’s premier health information and technology conferences. The Department of Industrial Technology (DoIT) under the Ministry of Economic Affairs (MOEA), in collaboration with the National Science and Technology Council (NSTC), led a delegation of 25 leading companies and research institutes to form the “Taiwan Smart Healthcare National Team.” Breaking away from the traditional single-device sales model, Taiwan presented–for the first time–a comprehensive “Total Care Solution” approach. The delegation showcased 29 cutting-edge technologies, successfully initiating clinical validation partnerships with five leading North American academic medical centres and eldercare institutions, including UCLA, USC, and Cedars-Sinai. This achievement signifies Taiwan’s transition from the development of isolated technologies to integrated systems that are “deployable and commercially viable.” Moreover, the integration also accelerated the introduction of new solutions into the North American market, further strengthening Taiwan’s key position in the global smart healthcare supply chain.

During this exhibition, the MOEA’s focus on “industrial deployment” and the NSTC’s commitment to “academic and research innovations” worked in synergy, enabling Taiwan to build a unique translational model “integrating semiconductor chips, ICT platforms, and hospital-based clinical validation.” By linking R&D, validation, and real-world application, Taiwan has enabled AI diagnostics and telemedicine solutions to move beyond laboratory data. These technologies are now being deployed in North America’s elderly communities and scenes of medical emergency, transforming them into practical, real-world healthcare tools.

De la diversité au programme du Conservatoire des arts en 2026

Mickaël Forrest, membre du gouvernement chargé de la culture et président du conseil d’administration du Conservatoire des arts de la Nouvelle-Calédonie, a animé vendredi 13 mars, la conférence de presse de rentrée de l’établissement, aux côtés de sa directrice Pascale Doniguian. L’occasion de présenter le programme de la saison artistique qui débute.

Comme à chaque début d’année, le Conservatoire des arts de la Nouvelle-Calédonie a présenté son programme pour la saison artistique 2026. Une programmation riche alliant spectacles destinés au jeune public et mélange des styles classique, traditionnel et contemporain.

Cette année, l’établissement proposera six concerts dont :

  • deux concerts spécialement destinés au jeune public ;
  • un concert sur la thématique de l’opéra et du chant lyrique ;
  • un concert de musique de chambre mise en lumière par l’atmosphère des concerts « à la chandelle » ;
  • un grand spectacle chorégraphique et métaphorique autour du grand océan, de ceux qui le peuplent et des murmures de chant du pays ;
  • un concert de découverte du classique et des traditions musicales du pays, où la force trouve son inspiration dans la terre de ses racines.

Cinq concerts éducatifs seront par ailleurs proposés à des élèves de primaire afin de favoriser l’accès à la culture et plus particulièrement à l’espace culturel public.

Huit spectacles seront accueillis au cours de l’année avec du chant, du piano, de la guitare, du théâtre et de la pole dance.

« Il s’agit de notre première saison artistique sous la nouvelle appellation Conservatoire des arts et il faut la célébrer. Malgré les difficultés financières, les projets continuent de voir le jour dans le monde des arts vivants et pour cela il faut remercier les artistes et les partenaires engagés au quotidien, a indiqué Mickaël Forrest. Le public pourra profiter cette année d’une programmation riche avec des éléments de chez nous et d’ailleurs ».
