President Lai addresses banquet for visiting dignitaries to Kingdom of Eswatini via video
On the morning of April 26, President Lai Ching-te addressed a banquet for visiting dignitaries hosted by the Kingdom of Eswatini, a diplomatic ally of Taiwan, at Eswatini’s International Convention Centre via video. In his remarks, President Lai congratulated King Mswati III on the 40th anniversary of his accession and commemorated Eswatini’s historic triple milestone of 58’s on behalf of the people of Taiwan.
Noting that these milestones have been the result of His Majesty’s brilliant and outstanding leadership over the past 40 years, President Lai stated that Eswatini shines due to its tremendous progress in the areas of infrastructure, social welfare, healthcare, and regional stability. He also stated that the outcomes of our countries’ efforts to foster mutual prosperity have shown the world our robust partnership. The president thanked Eswatini for staunchly supporting Taiwan’s international participation, and emphasized that the Republic of China (Taiwan) is a sovereign country that belongs to the world. He indicated that its 23 million people have the right to engage with the international community, and that no country has the right to block, or should seek to block, Taiwan’s efforts to contribute to the world. President Lai stated that Taiwan will strengthen its capabilities and steadily deepen global engagement.
A transcript of President Lai’s remarks follows:
It is a great honor to represent the people of Taiwan today to commemorate the Ruby Jubilee of His Majesty King Mswati III and celebrate the historic triple milestone of 58’s in the Kingdom of Eswatini.
The three milestones are His Majesty’s 58th birthday, the 58th anniversary of the kingdom’s independence, and 58 years of diplomatic relations between the Republic of China (Taiwan) and Eswatini. This special occasion is a national celebration in Eswatini. It is also a powerful symbol of the staunch partnership between our two countries.
These achievements have been the result of His Majesty’s brilliant and outstanding leadership over the past 40 years. Today, Eswatini shines as a jewel of Africa due to its tremendous progress in the areas of infrastructure, social welfare, healthcare, and regional stability. In particular, over 85 percent of the people of Eswatini now have access to electricity, one of the highest rates in Sub-Saharan Africa.
Over these 58 years, Eswatini’s economy has witnessed 61-fold growth. The kingdom enjoys strong prospects, and its sovereignty is more secure than ever.
The outcomes of our countries’ efforts to foster mutual prosperity have shown the world that sincere friendship and robust cooperation between nations can forge a brighter future for both peoples.
I still vividly remember His Majesty’s visit to Taiwan two years ago. He led a delegation to attend my and Vice President [Bi-khim] Hsiao’s inauguration. At that time, he highlighted such projects as the women’s microfinance revolving fund and the strategic oil reserve facility.
Current tensions in the Gulf region are a clear reminder of the importance of energy security. The strategic oil reserve facility that Taiwan and Eswatini are working together to establish is scheduled for completion in 2028. This initiative will help safeguard against future energy shocks. It also reflects His Majesty’s foresight, commitment, and courage to protect his country.
Furthermore, the Taiwan Industrial Innovation Park is expected to attract more foreign capital and companies to Eswatini, thus generating more jobs for the people.
Beyond national development, Taiwan looks forward to cooperating with Eswatini to make even greater contributions to the world.
Your Majesty and the Eswatini government have staunchly supported Taiwan’s international participation. The people of Taiwan and I are extremely grateful. I wish I were there to extend the best wishes of the people of Taiwan to Your Majesty and to the people of Eswatini.
The ROC (Taiwan) is a sovereign country; it belongs to the world. Our 23 million people have the right to engage with the international community. The greater the external pressure we face, the more courage and resolve we have. We will strengthen our capabilities and steadily deepen our global engagement. No country has the right to block our efforts to contribute to the world, nor should any seek to do so.
To us, the people of Eswatini are like family. We will continue to work with you to overcome all challenges ahead.
Your Majesty, on behalf of the people of Taiwan, I wish you a most joyful birthday, and your beloved kingdom everlasting prosperity. May our friendship remain as strong and precious as ever.
Dear people of Eswatini, siyabonga kakhulu! Thank you.

Cultivating AI innovation on campus

Source: Hong Kong Information Services

“We used simple machine learning frameworks with Python and the Raspberry Pi platform to train image classification and object detection models.”

Secondary Four student Camilla Yip was among the participants who joined an on-campus artificial intelligence (AI) programme, focused on fish identification and ecosystem monitoring, at Kowloon True Light School last year.

Driven by a fascination with fish ecology since childhood, Camilla signed up for the three-month course as soon as she learned about it.

The after-class workshop was split into two parts: first, students deepened their understanding of fish ecology through dissection and specimen preparation; then, they shifted to AI, collaborating to build a functional surveillance system using a single-board computer and an AI-powered camera.

Interdisciplinary alchemy

“Different fish species may attack each other due to contrasting sizes and habits when they are living in the same tank,” explained Camilla, highlighting the need for round-the-clock monitoring.

To train the system, Camilla gathered many pictures of various fish species and annotated the images by labelling the species and location of each fish. “I learned that AI depends on extensive data and constant fine-tuning to perform well,” she noted.

Camilla found that while manual inspection of images is slow and prone to error, AI can automatically analyse video footage to identify fish species and detect unusual behaviour.

“For example, if a fish is swimming slowly, it might mean the water quality is bad. Or it can alert us when the fish that should not be together are in the same tank.”

Camilla added that while her interests once lay solely in ecology, this experience showed her how AI can make ecological monitoring both faster and more accurate.

Cultivating capabilities

The Government is dedicated to nurturing the next generation of innovation and technology leaders.

The Digital Policy Office oversees the IT Innovation Lab in Secondary Schools programme and the Knowing More About IT programme for primary schools. By funding extra-curricular activities, these initiatives allow students to dive deep into emerging fields such as AI, blockchain, cloud computing and big data.

Kowloon True Light School STEAM Co-ordinator Lam Chun-tung said the course was supported by a $50,000 grant from the IT Innovation Lab in Secondary Schools programme, which enabled the school to hire external tutors and purchase specialised experimental equipment.

Mr Lam explained that the school joined the initiative to weave cutting-edge technology into the curriculum, creating a future-ready learning environment. He emphasised that by mastering AI, students learn to bridge the gap between theory and sustainable, real-world solutions.

Looking back at the group of 15 participants, he recalled that most had no prior experience with Python before joining the workshop.

“Throughout the process, students demonstrated outstanding collaborative spirit and achieved a significant breakthrough in their AI model training proficiency,” said Mr Lam.

Remarkable results

Digital Policy Office Assistant Commissioner for Digital Policy (Common Services & Sourcing) Wendy Kwan described the response as enthusiastic, with more than 500 secondary schools and 520 primary schools getting involved.

To date, more than $1.07 billion in funding has been approved, and over 10,000 technology-related activities have been organised, benefiting more than 790,000 students.

“These figures clearly show that the programmes have successfully promoted an innovative culture in schools, inspired students’ potential and enhanced their information technology skills,” commented Ms Kwan.

She cited an award-winning project in which pupils developed an intelligent recycling bin. The system used a small robot and an AI camera to recognise various types of waste and automatically open the correct recycling lid. The project won the Student Innovation (Primary) Bronze Award at the Hong Kong ICT Awards 2024.

Ms Kwan also highlighted another activity where students deployed Internet of Things sensors for real-time environmental monitoring, using AI to optimise the pearl farming process.

The Government’s commitment to digital excellence will continue after the two programmes conclude later this year.

To keep the momentum going, the Education Bureau has set aside $2 billion under the Quality Education Fund to encourage schools to further develop digital education. The bureau will also release the Blueprint for Digital Education later this year, setting a definitive course for AI literacy in the classroom.

In addition, the 2026-27 Budget proposed $50 million to fuel a city-wide AI culture – supporting public bodies, technology companies and tertiary institutions in hosting courses and competitions as part of a roadmap to integrate AI education into everyday life.

FEHD releases fourth batch of gravidtrap indexes for Aedes albopictus in April

District     Among the fourth batch of First Phase Gravidtrap Indexes covering 19 survey areas in April, all were below 10 per cent, except for Ngau Chi Wan and San Po Kong in Wong Tai Sin District, Tai Po East in Tai Po District, and So Kwun Wat in Tuen Mun District.

For Ngau Chi Wan and San Po Kong in Wong Tai Sin District, Tai Po East in Tai Po District, and So Kwun Wat in Tuen Mun District, which recorded indexes exceeding 10 per cent, in accordance with the mechanism implemented by the FEHD in response to the chikungunya fever (CF) situation (i.e. strengthening mosquito control work in areas with a gravidtrap index between 10 per cent and 20 per cent, instead of 20 per cent or above under the original mechanism), the FEHD is collaborating with relevant departments and stakeholders to identify locations with high mosquito infestations and carry out intensive and targeted mosquito control measures. In particular, the gravidtrap data for Ngau Chi Wan and San Po Kong showed that areas with more mosquito problems included parks and public housing estates; the gravidtrap data for Tai Po East showed that areas with more mosquito problems included parks, schools and hospitals; and the gravidtrap data for So Kwun Wat showed that areas with more mosquito problems included parks and private housing estates.

In response to the high-risk areas identified in the said survey areas, the FEHD has initiated four prosecutions against relevant construction site contractors and venue management contractors following the discovery of mosquito breeding at construction sites and parks. Furthermore, following the discovery of stagnant water containers within a private housing estate, a statutory notice has been issued to the relevant property management company, requiring the clearance of such items within specified timeframe. The FEHD and the relevant departments are following up on the mosquito control work, and will also organise exhibitions, distribute leaflets and posters, and notify residential estates that have subscribed to the gravidtrap Rapid Alert System, advising property management agents and residents to stay vigilant and work together in taking mosquito prevention and elimination measures. In addition, the FEHD will strengthen the monitoring of the gravidtrap index in the areas to review the effectiveness of the mosquito control work.

The FEHD has so far released four batches of gravidtrap indexes for Aedes albopictus in April 2026, covering 52 survey areas. Among these 52 survey areas, three recorded a decrease or remained unchanged as compared to the Area Gravidtrap Index last month (i.e. March 2026), representing that the areas’ mosquito infestation improved or maintained a low level. Forty-one other areas recorded a slight increase, but the indexes were lower than 10 per cent.
Public participation is crucial to the effective control of mosquito problems. The FEHD appeals to members of the public to continue to work together in strengthening personal mosquito control measures, including:      Starting in August 2025, following the completion of the surveillance of individual survey areas, and once the latest gravidtrap index and the density index are available, the FEHD has been disseminating relevant information through press releases, its website and social media. It aims to allow members of the public to quickly grasp the mosquito infestation situation and strengthen mosquito control efforts, thereby reducing the risk of CF transmission.

Following recommendations from the World Health Organization and taking into account the local situation in Hong Kong, the FEHD sets up gravidtraps in districts where mosquito-borne diseases have been recorded in the past, as well as in densely populated places such as housing estates, hospitals and schools to monitor the breeding and distribution of Aedes albopictus mosquitoes, which can transmit CF and dengue fever. At present, the FEHD has set up gravidtraps in 62 survey areas of the community, with a surveillance period of two weeks. During the surveillance period, the FEHD will collect the gravidtraps once a week. After the first week of surveillance, the FEHD will immediately examine the glue boards inside the retrieved gravidtraps for the presence of adult Aedine mosquitoes to compile the Gravidtrap Index (First Phase) and Density Index (First Phase). At the end of the second week of surveillance, the FEHD will instantly check the glue boards for the presence of adult Aedine mosquitoes. Data from the two weeks of surveillance will be combined to obtain the Area Gravidtrap Index and the Area Density Index. The gravidtrap and density indexes for Aedes albopictus in different survey areas, as well as information on mosquito prevention and control measures, are available on the department’s webpage (www.fehd.gov.hk/english/pestcontrol/dengue_fever/Dengue_Fever_Gravidtrap_Index_Update.html#Issued at HKT 21:18

HKMH to showcase prosperity and magnificence of Sui and Tang dynasties with invaluable cultural relics
Addressing the opening ceremony today (April 24), the Secretary for Culture, Sports and Tourism, Miss Rosanna Law, said the LCSD’s General History of China Series allows the public, especially the younger generation, to gain a coherent understanding of the long history of China and a more comprehensive grasp of the profound connotations of Chinese culture. The previous two exhibitions under the series have attracted a total of more than 420 000 attendance, including 15 000 teachers and students.

She added, Chang’an, the capital of the Tang dynasty, was a world-renowned international metropolis. Today, Hong Kong, as an East-meets-West centre for international cultural exchange, shares similar open and inclusive characteristics as Chang’an, promoting the deep integration of diverse ethnic cultures. Both cities play crucial bridging roles in cultural and artistic exchange, showcasing the unique charm of gateway cities. Visitors can appreciate the treasures of ancient Chinese civilisation and experience the profound heritage and unique charm of Chinese culture in the exhibition.

Other officiating guests at the opening ceremony included Deputy Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in the Hong Kong Special Administrative Region Mr Hua You; Deputy Director of the Shaanxi Provincial Cultural Heritage Administration Mr Wang Runlu; the Deputy Chairman of the Hong Kong Jockey Club, Mr Lester Huang; Deputy Director-General of the Department of Publicity, Cultural and Sports Affairs of the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region Mr Lin Nan; member of the Working Group on Patriotic Education under the Constitution and Basic Law Promotion Steering Committee Ms Melissa Pang; the Acting Director of Leisure and Cultural Services, Miss Eve Tam; and the Museum Director of the HKMH, Ms Joyce Ho.

The curatorial team used the “Li-Fang system” of Chang’an City in the Tang dynasty as the layout concept, and integrated Sui and Tang poems and mural elements to lead the audience to experience the splendour of the Sui and Tang dynasties. More than 120 sets of selected exhibits from 11 museums and cultural institutions are on display, nearly half of which are making their debut in Hong Kong. Among them are three pieces/sets of grade-one national treasures: a pure gold reliquary casket with a roof-curb-shaped lid made to hold the true body of the Buddha; a painted female figurine of a dancer in an elegant dance pose with a double-looped bun, reflecting the standards of female beauty in the early to high Tang period; a silver-gilt lotus-shaped incense tool, unearthed from Hejia Village Hoard, reflecting the extremely high level of gold and silver craftsmanship during the Tang dynasty. Other grade-one national treasures include a white pottery dancing horse, beautifully resembling white jade, demonstrating a unique form of entertainment introduced into China from the western regions; and “Kaiyuan Tongbao” silver coin with exquisite patterns, bestowed as an imperial gift. Through various precious cultural relics, the exhibition offers visitors a comprehensive view of the Sui and Tang dynasties.

Another highlight is the stone reliefs of the Six Steeds of Zhaoling (replicas), originally unearthed from the Zhaoling Mausoleum, Liquan County, Xianyang of Shaanxi Province, which commemorates the six warhorses ridden by Emperor Taizong of Tang (Li Shimin) during his campaigns, showcasing the exquisite craftsmanship of Tang dynasty sculpture. The exhibition uses multimedia projection on stone reliefs to vividly present the stories of the horses on the battlefield to visitors. The exhibition brings together a diverse array of highlight exhibits, encompassing religion, women, economy, and foreigners, thereby showcasing the grandeur of the Tang dynasty as an era of inclusiveness.

During the Tang dynasty, Hong Kong was under the jurisdiction of Dongguan County. The exhibition features over 40 sets of archaeological finds from the Six Dynasties to the Tang dynasty from Hong Kong. Finds from the Tang dynasty include a spirit jar with its lid unearthed from Shek Kong, Yuen Long; a glazed shard of Changsha ware unearthed from Sham Wan Tsuen, Chek Lap Kok; and a celadon cup unearthed from San Tau, Lantau Island.

Apart from displaying precious relics, the exhibition is also complemented by multimedia programmes including projections, animation and interactive games to lead visitors to revisit the Grand Canal of the Sui and Tang dynasties, learn about famous historic figures from the Sui and Tang dynasties, appreciate women’s makeup and understand the imperial examination system in the Tang dynasty.

The interactive zone, through engaging displays, animations, and interactive games, allows visitors to learn about the civil and military achievements and diverse culture of the Sui and Tang dynasties, as well as the development of Hong Kong. Visitors can participate in the virtual reality experience “Beyond the Mural: Echoes of the Tang Dynasty” to travel back to the vibrant and magnificent Chang’an, join an exciting polo match, and soar over the grand Chang’an City. Visitors can also join the immersive interactive stage of “A Flourishing Era of Music and Dance” and sway to the music performed by a band from the Tang dynasty.

To tie in with the exhibition, the HKMH will organise a series of fascinating education and extension programmes. Experts from Shaanxi will visit Hong Kong and hold six lectures with local scholars, analysing the exhibition content from multiple perspectives. There are also free workshops that allow participants to experience the grandeur of the Tang dynasty, including in-depth tea appreciation, calligraphy, pastry making, shadow play puppet making, and Tang Sancai pottery painting.
