Press Statement by President Lee Jae Myung on the occasion of the Korea-EU Summit

It is deeply meaningful that my first visit to Europe as President begins here in Brussels, the heart of the European Union.

Following my inauguration last year, President António Costa of the European Council and President Ursula von der Leyen of the European Commission graciously invited me to visit the European Union.

I am pleased to have accepted their invitation, and I extend my sincere gratitude for the warm welcome they have shown to me and my delegation.

Since establishing diplomatic relations in 1963, the Republic of Korea and the European Union have built a close and enduring partnership.

Together, we have established a strong institutional framework across the political, economic, and security domains through such agreements as the Framework Agreement, the Free Trade Agreement, and the Framework Agreement on the Participation of the ROK in EU Crisis Management Operations. Over the years, we have also deepened our mutual trust as strategic partners.

More recently, our cooperation has expanded into new areas, including security and defense, digital and advanced technologies, and climate action.

At today’s summit, we reaffirmed our shared commitment to further strengthening our partnership and held substantive discussions on practical ways to advance our cooperation. Allow me to share the key outcomes of our meeting.

First, to deepen our security and defense cooperation, we agreed to launch negotiations on the Security of Information Agreement.

As the international environment grows increasingly uncertain, the security of Europe and the Indo-Pacific has become more closely interconnected than ever before.

I look forward to the swift conclusion of this agreement, which will enable us to securely share classified information and to actively pursue industrial and research cooperation.

Second, we signed the Digital Trade Agreement to further strengthen our economic partnership.

The European Union is Korea’s third-largest trading partner, after China and the United States, and our largest source of foreign investment.

This agreement will help create a stable and predictable environment for data-driven business and promote the continued growth of digital trade between us.

Paperless trade, electronic authentication, and digital signatures will streamline transactions and administrative procedures, enhancing the convenience and benefits enjoyed by the people of both sides.

Third, we concluded the Agreement on the Transfer of Passenger Name Record (PNR) Data for the Prevention, Detection, Investigation and Prosecution of Terrorist Offences and Serious Crime, further strengthening our ability to protect the safety and security of our citizens.

In recent years, we have seen a rise in the smuggling of dangerous goods, including narcotics and firearms, by international travelers.

To address this challenge, it is essential that customs authorities have timely access to airline passenger data so that high-risk travelers can be identified and inspected in advance.

This agreement establishes the legal basis for our customs authorities to obtain PNR data from EU-registered airlines.

We expect it to significantly enhance bilateral cooperation in combating transnational crime, including terrorism and drug trafficking.

Fourth, we agreed to continue expanding mutually beneficial cooperation in the industries and technologies that will shape our future.

We will strengthen cooperation on carbon neutrality and the energy transition, while expanding joint research and exchanges in areas such as artificial intelligence and quantum technologies.

I am confident that these efforts will further enhance the innovative capacity and global competitiveness of future industries in both Korea and the European Union.

Finally, we agreed to work closely together to promote peace, stability, and prosperity on the Korean Peninsula and around the world.

During today’s discussions, I called on the European Union to continue providing steadfast support and to play a constructive role in addressing the North Korean nuclear issue and advancing lasting peace on the Korean Peninsula. We agreed to work together toward these shared objectives.

We also exchanged views on recent developments in the Middle East and agreed on the urgent need to restore peace and stability in the region, ensure the immediate reopening of the Strait of Hormuz, and safeguard freedom of navigation.

In addition, we reaffirmed our commitment to supporting efforts to restore peace in Ukraine and contribute to its reconstruction.

Today’s meeting was particularly meaningful because it enabled us to identify practical ways to protect our shared interests amid a rapidly changing international landscape and to deliver tangible outcomes that will benefit the people of Korea and the European Union.

I hope to welcome President Costa and President von der Leyen to Korea in the near future, and I look forward to meeting them again on that occasion.

CSD organises Greater Bay Area Experience Exchange Tour for young rehabilitated persons       
     Participants of the tour were mainly young female rehabilitated persons who had been involved in the “black-clad violence”. The 14 participants included young rehabilitated persons both under supervision and beyond the supervision period.
      
     On the initial day (June 26) of the tour, participants first visited a technology company in Shenzhen to learn about the research, development and application of robots in the area of healthcare. They also toured the former headquarters of the Dongjiang Column and the Tuyang martyrs memorial park to gain an understanding of the history of the War of Resistance against Japanese Aggression and to pay tribute to martyrs who sacrificed their lives for the nation, thereby enhancing their affection for and sense of belonging to the country. On the following day (June 27), the Commissioner of Correctional Services, Mr Wong Kwok-hing, led participants to visit Dajiang Innovations Technology Company Limited to learn about the company’s development of unmanned aircraft systems.
      
     Today, participants visited the Shenzhen Space Museum, where they gained first-hand knowledge of the nation’s achievements in aerospace technology development through immersive experiences. They then visited the “Futian Wings” Pengcheng Low-Altitude UAV Exhibition Center and the Huaqiangbei Global AI Application Scenarios Center to learn about the nation’s developments in the low-altitude economy and AI.
      
     A rehabilitated person, Ah Yan (pseudonym), who has completed her supervision said that she previously held misconceptions about the nation and was incited and misled by newspapers to commit rioting, for which she was convicted and sentenced to imprisonment. Upon learning about the CSD’s Greater Bay Area Experience Exchange Tour for rehabilitated persons, she took the initiative to enrol. This exchange tour allowed her to witness the rapid technological advancement of the nation and to gain a renewed understanding of the motherland. She is determined to turn over a new leaf and actively reintegrate into society. She expressed hope that she could contribute to the nation’s development in the future.
      
     The Greater Bay Area Experience Exchange Tour is one of the key initiatives under the Project PATH, which aims to enable participants to learn about Chinese history and witness the nation’s prosperity and progress through visits, thereby fostering a sense of belonging to the country and national identity. The Department will continue to organise similar activities to help rehabilitated persons get back on the right track.      A new “Graduate Express” selection initiative was introduced at this year’s event. Final-year university students who met the entry requirements and had attained Level 4 or above in both Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination were eligible to participate in the on-site Probationary Inspector Extended Interview and Aptitude Test, thereby expediting the selection process.
      
     A Police spokesman stated that, for the first time, this year’s Recruitment Day brought the Probationary Inspector Written Examination and Extended Interview, Police Constable Group Interview, and Physical Fitness Test into the community simultaneously, while digitalising the selection process to further facilitate applicants. The spokesperson said that the annual “Police University Recruitment Express” would visit campuses from September to October, and would, for the first time, accept applications from Year 2 students of four-year undergraduate programmes for the Probationary Inspector Written Examination. Candidates who pass the written examination can proceed to the remaining selection stages in their third year. Students who would be entering Year 2 or above at local universities this September are encouraged to stay informed about the Force’s latest recruitment initiatives and take part in the selection process.
      
     New elements were introduced in this year’s Recruitment Day, including the “Fitness Challenge”, which tested participants’ physical strength, endurance, and determination; as well as the Police Band’s longest-in-distance outdoor musical parade. Various police units also set up interactive exhibitions to showcase the professionalism and diversity of police work.
      
     The event received an enthusiastic response, with a record-high 1 028 applications, including 230 for Probationary Inspector, 747 for Police Constable, and 51 for Police Constable (Auxiliary). Applicants included students from local and overseas tertiary institutions, as well as working professionals.
      
     The Force accepts job applications year-round. CSD holds Hong Kong Reunification Futsal Tournament to promote message of “Joining Hands on the Road to Rehabilitation”       
     As an officiating guest, the Secretary for Security, Mr Tang Ping-keung, together with the Chairman of the Football Association of Hong Kong, China, Mr Eric Fok, served as the captains of the Rehabilitation Invitation Team and the Joining Hands Invitation Team respectively, and participated in an exhibition match with stakeholders from different sectors.
      
     Speaking at the event, Mr Tang said that football is a team sport in which players must work together to achieve good results. The same applies to rehabilitation work, which relies on not only efforts of the CSD, but also the support of all sectors of society to enable rehabilitated persons to make contributions to society after their release.

     Mr Tang said when playing football, one may suffer from injuries and break rules, which will also happen in life. However, one can have a better life by regaining a positive spirit.
      
     The event comprised three parts, namely an exhibition match participated in by officiating guests, a Legislative Council Member, community dignitaries, representatives of organisations supporting rehabilitation, artistes, CSD staff, representatives of the Correctional Services Pioneer Leaders and young rehabilitated persons; the Youth Uniformed Group Invitational Competition participated in by the Rehabilitation Football Team, eight youth uniformed groups of the Security Bureau’s disciplined and auxiliary services departments and other youth uniformed groups; and the Supporting Organisation Invitational Competition participated in by teams of organisations from various sectors supporting rehabilitation.
      
     Through the above three competitions and the “Joining Hands on the Road to Rehabilitation” Football Training Programme in collaboration with the Hong Kong Playground Association and the Football Association of Hong Kong, China, the CSD hopes to provide diversified learning opportunities for persons in custody and rehabilitated persons with a strength-based approach, so as to expand their positive social networks and cultivate and strengthen their personal capabilities, as well as to reshape their self-identity by leveraging the achievement and sense of belonging brought by sports, thereby helping them reintegrate into society.

Commissioner of Customs and Excise leads delegation to Belgium to attend World Customs Organization meetings with fruitful results  
     Mr Chan in his capacity as the WCO Vice-Chairperson for the A/P Region, first led a delegation to attend the 94th Session of the Policy Commission from June 22 to 24, where he represented the interests and views of A/P members in discussions on WCO’s strategic direction and functions.  
 
     Subsequently, from June 25 to 27, he also attended the 147th/148th CCC Sessions, the WCO’s annual high-level meeting assembling heads and senior officials from 187 Customs administrations worldwide. The sessions serve as a pivotal platform for advancing global co-operation on enforcement, trade facilitation, standards development and capacity building. Hong Kong Customs was re-elected as the Vice-Chairperson for the A/P region (2026-28) and the Chairperson of the WCO Audit Committee (2026-27) during the sessions. Mr Chan said it was a privilege for Hong Kong Customs to assume these two important roles in leading the development of the A/P Region and making a greater contribution to the global Customs community. He expressed his sincere gratitude to all members for their continued trust and support, and pledged that Hong Kong Customs is committed to strengthening the bridge between the WCO and A/P members, and to working together to build a more resilient, connected, and influential regional community.
 
     On the sidelines of the sessions, Mr Chan met with the Secretary General of the WCO, Mr Ian Saunders, the WCO Council Chairperson, Mr Bashir Adewale Adeniyi, and other regional WCO Vice-Chairpersons to exchange views on various customs policies and future developments. In addition, Mr Chan also met with the Chairman of the Customs Committee under the Ministry of Economy and Finance of the Republic of Uzbekistan, Mr Akmalkhuja Mavlonov, to strengthen mutual collaboration and explore future development opportunities. 
 
     Moreover, Mr Chan met with the Director General of the National Customs Service of the Republic of Chile, Ms Alejandra Arriaza Loeb, and signed the Authorized Economic Operator (AEO) Mutual Recognition Arrangement (MRA) on June 26, that enables AEOs of both economies to enjoy reciprocal trade facilitation benefits, including reduced inspection rates and prioritised customs clearance. The MRA marks the expansion of the Hong Kong AEO network to another South American economy following its first expansion to the region with the AEO MRA signed with Peruvian Customs in December last year.

     To advance the development of the Hong Kong AEO Programme in the South American region, the Assistant Commissioner (WCO) of Customs and Excise, Mr Li Kin-kei, also signed an AEO MRA Action Plan with the Coordinator-General of Customs Administration of the Special Secretariat of the Federal Revenue of Brazil, Mr Felipe Mendes Moraes, on June 27, officially commencing the negotiations for an AEO MRA with Brazilian Customs.Issued at HKT 11:00

     The Transport Department today (June 28) reminded members of the public that the 82nd round of computer ballot registration for submitting applications for Northbound Travel for Hong Kong Vehicles (the scheme) will be open from 10am tomorrow (June 29) to 11.59pm on July 2, and the ballot result will be announced on July 3.
 
     Eligible applicants for the scheme can register for computer balloting through the designated website (www.hzmbqfs.gov.hk). Successful balloting applicants are required to submit applications for the scheme within the designated application period.

“Sea, Land, Sky”-themed Carnival leads public to explore Hong Kong’s ICH items and geographical features  
     The public can join experiential workshops featuring wood carving, jewelry making and fishing net plaiting techniques on the first day. More workshops of various themes will be held tomorrow, including the mahjong tile making technique, in which participants will try their hand at carving and colouring mahjong tiles featuring designs that reflect Hong Kong’s unique character and geographical features, such as pineapple buns, milk tea, aeroplanes and sailing ships. In the workshop on the jewelry making technique, the participants can create mobile phone stands resembling the vivid dance posture of auspicious animals by using jewelry making tools. In the workshop on the fishing net plaiting technique, participants will be guided by the instructor in making double-sided multi-use fishing net pouches. In the workshop on the blown sugar technique, the instructor will demonstrate and introduce the blown sugar technique, allowing the participants to produce their own blown sugar creations.

Second Digital Education Week concludes (with photos)

The second Digital Education Week (DEW), held for seven consecutive days, has concluded today (June 27). The two highlight events of DEW, namely the International Summit on the Use of AI in Language Learning and Teaching 2026 and the Learning & Teaching Expo 2026 (LTE 2026), were held under the themes “AI in Language Education: From Ideas to Implementation to Impact” and “Reimagining Education: Human-Centric, Future-Ready” respectively, demonstrating Hong Kong’s pivotal direction in holistically advancing the integration of humanities education with innovative technology to actively meet the needs of national and societal talent nurturing in the age of AI.

The first highlight event, the Summit, was co-organised by the Education Bureau (EDB), the Standing Committee on Language Education and Research, and the Hong Kong Polytechnic University. The event was held from June 21 to 24, attracting over 5 000 attendances. The Summit sought to provide a practical platform for teachers, researchers, and other members of the education sector to learn from one another, and share insights regarding the use of AI in language education. During the first two days of the Summit, a total of six keynote speeches were delivered by leading scholars from around the world, alongside an invited expert panel discussion, and 93 paper presentations and teaching demonstrations, fostering professional exchanges. Scholars and experts from different regions shared their perspectives, integrating theoretical research into teaching practice, and explored in depth how AI can be effectively applied in diverse language education contexts.

In the following two days of the Summit, a total of 22 workshops were held, receiving an enthusiastic response. Participants engaged in hands-on experiences with various AI-powered teaching tools and explored different strategies and possibilities for integrating AI into language education to further promote the incorporation of innovative technologies into classroom practice. 

Another highlight event of DEW, the LTE 2026, was fully supported by the EDB, presented by the Hong Kong Education City and organised by the Smart City Consortium. The event, held from June 25 to 27, attracted a total attendance of over 23 000. The EDB especially arranged three keynote sessions on the newly released Blueprint for Digital Education Development in Primary and Secondary Schools. The sessions highlighted the guiding direction and implementation strategies for promoting digital transformation of education in primary and secondary schools, which aims to enhance students’ digital literacy and equip the younger generation to meet the opportunities and transitions of the digital era.

The LTE 2026 featured more than 600 local and overseas booths, and over 270 programme sessions with the introduction of new sessions such as the “Parents’ Summit”. Speakers from around the world also attended the event to share future classroom solutions to further advance Hong Kong’s development in the field of digital education. 

This year’s DEW brought together experts, scholars, policy researchers, and representatives from education and technology sectors from Hong Kong, the Mainland and around the world, along with teachers, students and parents, to explore new trends in educational technology development, particularly focusing on how AI can drive innovation in learning and teaching, and build a future-ready digital education ecosystem collaboratively.

SCST attends APEC Tourism Ministerial Meeting in Macao  
     The theme for the meeting this year is “Digital Innovation, Collaborative Empowerment: Leveraging Tourism for an Asia-Pacific Community”. At a discussion session, Miss Law shared with other participants Hong Kong’s strategic approach to integrating digital and intelligent technologies to drive economic growth in tourism.
 
     In her address, Miss Law highlighted the city’s remarkable recovery and strategic direction, noting that Hong Kong welcomed nearly 50 million visitors in 2025—a 12 per cent year-on-year increase—and hosted over 240 mega events, many of which were held at the Kai Tak Sports Park. She said these results reflect Hong Kong’s strategic vision of “+ Tourism”, which weaves together culture, heritage, arts, sports, and mega events to create richer and more immersive visitor experiences.
 
     During the discussion session, Miss Law outlined a three-pronged strategy for harnessing technology to ensure sustainable growth:
 
1. Disseminating Smart Information 

     Hong Kong is leveraging big data and AI to provide travellers with real-time, personalised information. The Discover Hong Kong platform, managed by the Hong Kong Tourism Board, now offers live crowd updates and waiting times for major attractions during peak travel periods. The Government is also developing an AI-powered itinerary-planning feature on the platform and collaborating with map service providers to integrate data into a dedicated Hong Kong travel map, enabling visitors to plan their ideal trips in just a few clicks.
 
2. Nurturing Tourism Products with Smart Elements 
3. Empowering the Tourism Trade 
     In her concluding remarks, Miss Law reminded delegates of the human element at the heart of travel. “Tourism does not thrive on technology alone, but also on the warmth of human connection. While AI can personalise journeys and digital tools enhance convenience, they can never replace the real local stories and human interactions that truly define travel. Let us use technology to enrich, rather than replace, the soul of our destinations. Let us work to ensure every visitor explores our cities, deeply, meaningfully, and memorably,” she said. Issued at HKT 17:20
