Attention TV and radio duty announcers:

     Please broadcast the following special announcement by the Education Bureau concerning schools, and repeat it at suitable intervals:

     As the Red Rainstorm Warning Signal is now in force, students of PM schools do not have to attend school this afternoon. Schools should keep their premises open and implement contingency measures to look after arriving students. Schools which are in session should continue until the end of school hours. They should ensure that conditions are safe before allowing students to return home.
 
     If the Hong Kong Observatory issues the Amber Rainstorm Warning Signal or cancels all Rainstorm Warning Signals at or before 5pm, classes of evening schools will proceed as usual tonight unless advised otherwise.

The Government gazetted today (July 31) the proposed road works at Chi Kiang Street, Kau Pui Lung Road, Kiang Su Street, Maidstone Road, Lok Shan Road and Ma Tau Wai Road in To Kwa Wan to facilitate a redevelopment project of the Urban Renewal Authority.

Details of the proposal are set out in the Annex. The plan and scheme of the works are available for public inspection at the following government offices during office hours:

• By post or by hand to the Transport and Logistics Bureau’s Drop-in Box No. 6 located at the entrance on 2/F, East Wing, Central Government Offices, 2 Tim Mei Avenue, Tamar, Hong Kong. The box is available for use between 8am and 7pm from Monday to Friday (except public holidays);
• By fax to 2868 4643; or
• By email to gazettetlb@tlb.gov.hk.

A notice of objection should describe the objector’s interest and the manner in which he or she alleges that he or she will be affected by the works or the use. Objectors are requested to provide contact details to facilitate communication. A notice of objection should be delivered to the Secretary for Transport and Logistics not later than September 29, 2026.

The Air Accident Investigation Authority (AAIA) today (July 31) released the Preliminary Report and Public Notice PLR-2026-02 on an accident involving an Airbus A330-343 passenger aircraft operated by Cathay Pacific Airways Limited (registration mark B-HLQ) on July 3, 2026. The aircraft was arriving at Hong Kong from Narita, Japan. While on approach to the South Runway of Hong Kong International Airport, the crew decided to initiate a go-around to position for another landing, during which the bottom of the fuselage in the tail area was damaged after contacting the runway. The aircraft eventually returned for a normal landing on the North Runway.

A spokesperson for the AAIA said that the Preliminary Report has been published to provide factual information established in the investigation’s early-evidence collection phase to both the aviation industry and general public in a timely manner, and should be regarded as tentative. “The investigation team is conducting a detailed analysis of the data and information collected in order to determine the circumstances and causes of this occurrence with a view to preventing a recurrence in conjunction with identifying areas for further investigation or lines of inquiry to follow up,” the spokesperson said.

The AAIA, an independent investigation authority formed under the Transport and Logistics Bureau, is responsible for the investigation of civil aircraft accidents and incidents in accordance with the Hong Kong Civil Aviation (Investigation of Accidents) Regulations (Cap. 448B) and with reference to the International Civil Aviation Organization’s standards.
