Rental grant arrangement enhanced

The Support Fund for Wang Fuk Court in Tai Po announced today that flat owners will receive a two-year standard rental grant until December 21, 2027, regardless of the option they select under the Government’s long-term housing arrangement plan. The enhanced measure aims to provide owners with greater flexibility when rebuilding their long-term homes.

Under the updated arrangements, owners qualify for the two-year standard rental grant until December 21, 2027, whether they choose to receive a cash-only payment, participate in the Special Sales Exercise to purchase a new subsidised sale flat after receiving the payment, or acquire a new subsidised sale flat under the “Flat-for-Flat” arrangement. Owners remain eligible for the grant even if they fail to select a suitable unit during the Special Sales Exercise.

The arrangement also covers flat owners who have not yet signed the Letter of Acceptance.

The annual grant of $150,000 is paid in two half-yearly instalments of $75,000.

For owners joining the Special Sales Exercise whose chosen units are completed after December 21, 2027, the Support Fund will extend their rental grants until completion. To allow a standard three-month renovation period, owners will continue to receive the rental grant for three months after the assignment date of their new flat. No further rental grant instalments will be issued after this three-month period expires.

TSC Holds 2026 Annual Shareholders’ Meeting, Approves NT$1.3 Cash Dividend and Elects New Board

TSC held its 2026 Annual General Shareholders’ Meeting at 10 a.m. today (June 16). According to the meeting report, the company posted revenue of NT$31.63 billion and operating profit of NT$4.70 billion in 2025, exceeding the statutory budget by NT$0.89 billion and NT$2.55 billion, respectively. Shareholders approved a cash dividend of NT$1.3 per share and elected the 37th Board of Directors, including independent directors.

TSC said that despite challenges such as U.S. reciprocal tariffs and a changing domestic market environment, the company adjusted its business strategies and maintained steady growth in both revenue and profitability. As part of its commitment to net-zero emissions, TSC had installed 554.06 MW of solar power capacity by the end of 2025, and deployed 102 EV charging points across its fuel stations. The company has also partnered with public and private organizations to advance forest and soil carbon sequestration projects, while its Huwei and Shanhua sugar mills have obtained renewable energy certificates, with an estimated annual issuance of 8,500 certificates, supporting Taiwan’s green energy transition.

TSC also received wide recognition for its achievements in 2025, earning multiple honors including the Taiwan Corporate Sustainability Awards (TCSA), Taiwan Sustainability Action Awards (TSAA), 11 awards at the Taiwan International Orchid Show, sustainability certification for Liuying Jianshanpi Resort, three ESG for Culture awards for preserving Taiwan’s sugar heritage, and the National Innovation Award for its next-generation vaccine against porcine epidemic diarrhea (PED).

To strengthen long-term competitiveness, TSC continued expanding partnerships across industry, government, academia, and research institutions. During the year, the company signed cooperation agreements with National Chiayi University, National Kaohsiung University of Hospitality and Tourism, Ling Tung University, and the National Central Library to promote talent development. TSC also collaborated with organizations including the Plastics Industry Development Center, the National Atomic Research Institute, Nice Group, the USGBC, and Taiwan Farm Products Co. to advance cross-sector technologies and foster circular economy and green innovation.

Celebrating its 80th anniversary this year, TSC has launched a series of commemorative activities, including the “A Sweet Celebration” employee event, a special anniversary publication, and promotional campaigns. In collaboration with Tainan lifestyle brand Hayashi Department Store, the company also prepared this year’s shareholder gift set, featuring a traditional Gaji Bag filled with locally made specialties, including Guan- miao noodles, TSC brown sugar, canned pork sauce and pineapple, highlighting TSC’s commitment to local culture while celebrating this important milestone with its shareholders.

TSC Shines Again at ITI Awards Four Products Recognized for Superior Taste

TSC today (June 1) announced the results of the International Taste Institute (ITI) Superior Taste Award 2026, in which all four submitted products received recognition, earning a total of seven stars. This marks another strong performance following its 2024 debut, when TSC received seven stars across five products. This year’s awarded products include “Alkaline Water” (2 stars), “Grain and Bloom Cookies” (2 stars), “Tuna in Brine” (2 stars), and “Safety Pork Kaoliang Liquor Sausage” (1 star).

TSC’s participating Marketing Business Division said the awards span multiple product categories, including water, snacks, canned food, and processed meat products, demonstrating consistent quality across its diversified portfolio. All of these products are 100% made in Taiwan, underscoring that Taiwan is not only strong in semiconductors, but also highly competitive in locally produced foods.

TSC Marketing Business Division emphasized that the awarded products are everyday staples for individuals and families. From the clean and refreshing alkaline water, to nutrient-rich grain cookies, clean-label boiled tuna, and pork sausages infused with Kaoliang wine aroma, the products highlight authentic local flavors, quality ingredients, and trusted safety standards. Consumers are invited to purchase TSC products at TSC Million supermarkets, e-commerce platform Ego888, and major retail channels.

TSC Signs MOU with USGBC to Advance Bioethanol Cooperation for Net-Zero Transition

To support global energy transition and net-zero emissions goals, TSC today (May 5) signed a Memorandum of Understanding (MOU) with the U.S. Grains & BioProducts Council (USGBC) to establish a cooperation platform on bioethanol production technologies and applications, aiming to advance the development of the biofuels industry and accelerate Taiwan’s net-zero transformation.

At 10 a.m. today, TSC Chairman Wu Ming-Chang and USGBC Global Vice President Cary Sifferath signed the “MOU on Technical Exchange and Promotion Cooperation for Bioethanol” in the presence of Steve Burgoon, Deputy Chief of the Agricultural Section at the American Institute in Taiwan (AIT). The agreement marks a new milestone in Taiwan-U.S. green energy cooperation and reflects TSC’s commitment to national net-zero goals, as well as its efforts to connect with global biofuel technologies and industry resources under “TSC at 80: Sustainable Momentum,” advancing circular economy and green energy development.

TSC noted that bioethanol can serve as a blending component for transportation fuels and is closely linked to the future development of sustainable aviation fuel (SAF). It plays a pivotal role in reducing transport-sector emissions, strengthening alternative fuel strategies, and enhancing the resilience of Taiwan’s green supply chain.

Going forward, TSC will work with USGBC and other international partners to exchange expertise on bioethanol production technologies, application promotion, fuel standards, and market development. The collaboration will also help raise Taiwan’s international visibility in bioenergy and contribute to the nation’s low-carbon transport development and industrial net-zero transition.

Smoking banned on construction sites

The smoking ban on all construction sites took effect today, with Labour Department officers immediately issuing a $3,000 fixed penalty notice, without prior warning, to anyone caught smoking on-site.

The ban covers all types of construction sites, including those for building repair, maintenance or renovation. Domestic premises or private quarters currently occupied by residents for residential purposes are exempted. 

 

Contractors and subcontractors must take all reasonable steps to ensure that no person uses a naked light for lighting, smokes or carries a lighted smoking product on a construction site. Violators face a maximum fine of $400,000.

 

The department highlighted that it has launched a series of publicity and education initiatives over the past few months to familiarise the construction industry and the public with the new requirements.

It will continue to raise awareness among contractors, subcontractors, workers and the public through diverse promotional channels.

 

The department will also maintain ongoing communication with the construction industry to exchange views on reasonable steps to enforce the ban, adding that it has been collaborating with the relevant law enforcement departments to ensure smooth operations.

It will continue to work alongside the Department of Health, the Primary Healthcare Commission and other relevant organisations to promote a smoke-free culture through seminars and exhibitions, while offering support to individuals looking to quit smoking.

Taisugar Circular Village Showcased at Milan Design Week Taiwan’s Sustainable Architecture Stuns Int’l Audience

TSC’s achievements in circular economy development have gained international recognition, as Taisugar Circular Village was featured at Milan Design Week in Italy, showcasing Taiwan’s innovation in sustainable architecture to global audience. TSC said today (April 23) that the event took place from April 21 to 26, 2026 (April 22 to 27 Taiwan time). Invited by the Italian Chamber of Commerce in Taiwan, TSC participated in the exhibition “CASA TAIWAN | Home Taiwan,” presenting its circular housing initiative and drawing strong international attention to Taiwan’s circular economy capabilities.

TSC noted that Taisugar Circular Village is one of Taiwan’s most representative circular building projects. Guided by a full life-cycle approach, the project integrates resource reduction and reuse across design, construction, and operation. It adopts a “lease instead of sale” model, emphasizing long-term service over one-time ownership. The buildings feature modular design and dry-joint connections, combined with steel structures and precast components to improve construction efficiency. Components are designed to be detachable, repairable, and reusable, significantly extending building lifespan while reducing demolition waste.

The project also integrates systems for materials, energy, water, and food cycles, supported by energy generation and smart management technologies. The Village achieves a 29.46% reduction in carbon emissions and has received the Ministry of the Interior’s highest “Level 1+” Low Embodied Carbon Building Label, recognizing TSC’s commitment to lifecycle-based, low-carbon sustainable development.

To help international visitors better understand the project, a demo house and full-site model of the village were showcased at the exhibition. The display also featured cultural and creative products inspired by steel rail fences, alongside multimedia presentations illustrating the project from design and construction to utility systems and smart operations. In addition, the company also presented oyster shell powder developed by TSC Biotechnology Business Division. The powder is derived from waste oyster shells, which can be reused in plastics, filtration media, 3D printing materials, and ceramic design products, demonstrating high-value waste recycling.

The delegation participating in “CASA TAIWAN | Home Taiwan” at Milan Design Week brought together leading Taiwanese sustainable architecture professionals, including Feng-Yu United Engineering Co., Bio-Architecture Formosana, and Lotos. Covering engineering, architectural design, and low-carbon building materials, the collaboration showcased Taiwan’s strong innovation in circular economy and sustainable living to the world.

TSC Celebrates 80th Anniversary as Employees Unite to Reaffirm Sustainable Future

To celebrate its 80th anniversary, TSC today (July 11) hosted a grand anniversary celebration, themed “A Sweet Celebration,” at Jianshanpi Resort in Liuying, Tainan. Employees from across Taiwan gathered for the occasion, joining together to form the giant characters for “TSC 80” in a symbolic display of unity. The Chairman Wu Ming-Chang also joined distinguished guests in planting sugarcane, a symbol of the Company’s resilience, to reaffirm TSC’s commitment to advancing sustainable development and embarking on its next chapter of growth.

At 10 a.m., accompanied by the thunderous drum performance of students from Tainan Nankwang Senior High School, the impressive formation of “TSC 80” gradually took shape. Chairman Wu reflected on the Company’s remarkable journey, noting that TSC was founded during Taiwan’s post-war reconstruction and played a pivotal role in revitalizing the nation’s economy through sugar exports. Une année d’action : réformer, préparer l’avenir et tenir le cap

Au terme de sa mandature, le président du gouvernement Alcide Ponga a dressé un bilan des actions engagées par l’institution dans une période particulièrement exigeante pour la Nouvelle-Calédonie. Il est revenu sur les dossiers structurants et les décisions majeures qui ont marqué cette année et demi de mandat, guidée par un esprit de responsabilité et de consensus.

Depuis son installation en janvier 2025, le 18e gouvernement a dû face aux défis majeurs auxquels la Nouvelle-Calédonie est confrontée, tant sur le plan économique que social. Dans ce contexte, son action s’est fondée sur la nécessité de préparer l’avenir, tout en gérant les dossiers urgents.

Réouvrir la Nouvelle-Calédonie sur son environnement régional

Dans le but d’offrir des perspectives nouvelles au territoire, le président du gouvernement a multiplié les rencontres dans le Pacifique afin de conclure différents projets de coopération.

Dans cette perspective, un accord-cadre a notamment été signé avec la Polynésie française et l’adhésion de la Nouvelle-Calédonie au programme australien PALM (Pacific Australia Labour Mobility) ouvre de nouvelles opportunités aux jeunes Calédoniens.  

Par ailleurs, la fermeture de la Maison de la Nouvelle-Calédonie à Paris permettra à une nouvelle structure de voir le jour. Plus agile, davantage tournée vers l’accompagnement des Calédoniens en mobilité et le renforcement des relations avec les institutions nationales et européennes, elle assurera une représentation à Paris avec une organisation plus moderne et plus efficace.

Remettre en mouvement la filière nickel

Autre grand dossier sur lequel le 18e gouvernement s’est mobilisé : la filière nickel, en grande difficulté. 

De nombreuses initiatives ont ainsi été engagées durant la mandature pour remettre le dialogue en mouvement et relancer une dynamique collective. La conférence des présidents sur le nickel qui réunit le gouvernement et les trois provinces a ainsi été réactivée, à l’instar de plusieurs groupes de travail. Objectif de cette démarche : engager une réflexion de fond sur la fiscalité minière, l’évolution de la réglementation et l’actualisation du schéma de mise en valeur des richesses minières afin de permettre la construction d’une vision partagée de l’avenir de la filière.

« Mon rôle n’était pas d’imposer une solution mais de récréer un cadre de confiance », a précisé le président du gouvernement.

D’autre part, le 18e gouvernement a souhaité initié des travaux pour créer un Fonds pour les générations futures pour que les richesses tirées de l’exploitation des ressources minières bénéficient aux Calédoniens de demain.

Sauver le transport aérien domestique

Parmi les dossiers marquants de ce mandat, le transfert des opérations d’Air Calédonie de Magenta vers Tontouta, représente une étape majeure.

« Ce n’était pas une décision populaire. C’était une décision indispensable », a confié Alcide Ponga.

Face au contexte budgétaire contraint de la Nouvelle-Calédonie et à la situation critique de la compagnie domestique Air Calédonie, ce choix permettait de réduire considérablement les coûts de fonctionnement et d’éviter des investissements très importants sur la plateforme de Magenta.

Malgré les blocages des aérodromes, le président du gouvernement « reste convaincu qu’abandonner cette réforme aurait conduit à la disparition pure et simple d’Air Calédonie ».

Investir dans la jeunesse

Si les réformes portées par le 18e gouvernement doivent permettre de rééquilibrer les finances de la Nouvelle-Calédonie, elles ont aussi pour vocation de créer les conditions pour offrir aux jeunes Calédoniens davantage de possibilités d’avenir.

« Nous ne reconstruirons pas la Nouvelle-Calédonie sans offrir de perspectives à notre jeunesse », a affirmé Alcide Ponga.

C’est dans cette trajectoire que s’inscrit la convention relative aux parcours d’insertion professionnelle signée avec l’État. Elle permettra de mobiliser 265 millions de francs chaque année pendant cinq ans afin d’accompagner les jeunes les plus éloignés de l’emploi.

Moderniser l’action publique

Le président du gouvernement a enfin tenu à revenir sur une grande réforme de fond de l’administration engagée durant cette mandature. Elle vise à la moderniser et la rendre plus lisible et plus efficace auprès des Calédoniens.

 

Tant de défis opérés par le 18e gouvernement que le président a présenté ce jour devant la presse.

Si « le travail n’est évidemment pas terminé et que beaucoup reste à accomplir, nous laissons au prochain gouvernement une Nouvelle-Calédonie qui a retrouvé une capacité à décider, à dialoguer et à se projeter », a conclu Alcide Ponga.

     Surveillance data revealed that overall local COVID-19 activity has been on an upward trend since June. The percentage of respiratory samples testing positive for the SARS-CoV-2 virus rose from less than 1 per cent at the end of May to 9.79 per cent last week (July 5 to 11). During the same period, there was also a significant increase in the consultation rate of COVID-19 cases at Accident and Emergency Departments, family medicine clinics and sentinel private medical practitioner clinics. Regarding sewage surveillance, the viral load per capita of the SARS-CoV-2 virus was approximately 500 000 copies per litre, a significant increase from less than 100 000 copies per litre before the end of May. Over the past four weeks, the CHP recorded a total of 45 COVID-19 severe cases involving adults (including seven fatal cases). Epidemiological investigations showed that 80 per cent of these cases involved persons aged 65 or above. More than 90 per cent of these elderly cases had underlying illnesses. All of these cases had not received a booster dose of COVID-19 vaccine within the past six months. As for children, the CHP recorded two severe cases in June. Neither of them had received COVID-19 vaccination.
      
     “The latest surveillance data indicated that COVID-19 activity has entered a new periodic active cycle. The COVID-19 activity in neighbouring regions has also recorded an increase in recent months, including the Chinese Mainland, the Macao Special Administrative Region, Japan, Korea and Singapore. Over the past few years, an active period of COVID-19 activity levels generally occurs approximately every six to nine months in Hong Kong. Each active period is associated with changes in predominant circulating variants and a decline in community herd immunity. The active period last year lasted from April to the end of June. Based on historical epidemiological data, we expect COVID-19 activity to remain relatively high level over the next one to two months,” said the Controller of the CHP, Dr Edwin Tsui.      
     “COVID-19 vaccines are effective in reducing hospitalisation and death rates after infection. High-risk individuals should receive a booster dose at appropriate times six months after their last vaccine dose or COVID-19 infection, whichever is later, regardless of the number of doses previously received. COVID-19 vaccine for adults under the Government’s COVID-19 Vaccination Programme (the Programme) will expire in early September this year. The Government is procuring a new batch of COVID-19 vaccine according to the recommendations      
Seasonal influenza

     The Government is actively making preparations for the 2026/27 Seasonal Influenza Vaccination programmes, including vaccine procurement and publicity. Details of the arrangements, such as eligible groups and vaccination venues, will be announced in due course.
      
     To prevent respiratory diseases, members of the public should maintain good personal, hand and environmental hygiene at all times. Given the current high levels of respiratory disease activity, high-risk individuals should wear surgical masks when visiting public places. The general public should also wear surgical masks when taking public transport or staying in crowded places. Those with symptoms of a respiratory infection, even if mild, should wear a surgical mask, avoid crowded areas and seek medical advice promptly. If symptomatic individuals live with high-risk or immunocompromised persons, they should also wear a surgical mask at home to minimise the risk of cross-infection. They should also ensure proper ventilation indoors and enhance the cleaning and disinfection of the household environment.

Ride-hailing webpage set to launch

The Government announced today that scrutiny of the four items of subsidiary legislation relating to the regulation of ride-hailing services has been completed.

The Road Traffic (Amendment) (Ride-hailing Service) Ordinance 2025 was passed by the Legislative Council in October.

To support the regulatory regime, the Government submitted four items of subsidiary legislation to LegCo on May 27.

Most of the legal provisions relating to the regulatory regime will come into effect on August 3. The remaining provisions will take effect on August 22 next year.

The four items of subsidiary legislation outline the details of the regulatory regime, introduce a combined driving test for taxis and ride-hailing vehicles, specify limits on the number of ride-hailing vehicle permits, and prescribe the start dates of the various provisions in the amendment ordinance.

The Government expects to start issuing, in phases, ride-hailing service licences as early as the end of November, so that licensed platforms can start preparatory work right away.

Details of application arrangements for the various licences and permits – including the permit and driving permit required for a ride-hailing vehicle – will be announced at a later date.

Meanwhile, the Transport Department will launch a dedicated webpage providing more information on ride-hailing services tomorrow. 

To make it easier for those who wish to join the personalised point-to-point transport service industry, the department will launch the combined driving test for taxis and ride-hailing vehicles on August 3, with applications for the test opening on the same day.
