Environment and Ecology Bureau signs Cooperation Arrangement on Ecology and Environment with Department of Ecology and Environment of Qinghai Province

     The Chief Secretary for Administration, Mr Chan Kwok-ki, met with Vice-Governor of the People’s Government of Qinghai Province Mr Liu Tao today (August 27) and exchanged views on strengthening co-operation between the Hong Kong and Qinghai Governments, as well as promoting green development in both places. They jointly witnessed the signing of the Cooperation Arrangement on Ecology and Environment between the Secretary for Environment and Ecology, Mr Tse Chin-wan, and the Communist Party Chief of the Department of Ecology and Environment of Qinghai Province, Mr Dong Yuyi, in Hong Kong. The Cooperation Arrangement seeks to deepen the collaboration and technical exchanges between both sides in areas including ecological and environmental protection and the green industry.

     Mr Chan stated that Qinghai has rich experience in ecological conservation and clean energy, while Hong Kong has an internationalised network and advanced management technologies. The Cooperation Arrangement will help promote the establishment of an all-rounded and regular mechanism for ecological and environmental co-operation between the two places, strengthening experience sharing and exchanges in areas such as policy regulation, solid waste management, promotion of environmental protection, scientific research and innovation, as well as talent nurturing. The Cooperation Arrangement will also actively align with the National 15th Five-Year Plan and promote high-quality green development in the direction of achieving complementary strengths and mutual benefits.

     Mr Tse led officials from the Environment and Ecology Bureau and the Environmental Protection Department to exchange views with Mr Liu and the delegation of the People’s Government of Qinghai Province before the signing ceremony. The two sides had an in-depth discussion on the environmental and ecological co-operation between the two places.

     The Acting Permanent Secretary for Environment and Ecology (Environment), Ms Polly Kwok, and the Acting Director of Environmental Protection, Dr Vanessa Au, also attended the meeting and the Cooperation Arrangement signing ceremony.

              

Digital Policy Office leverages AI to enhance 1823 services and provide all-round support for AI adoption by government departments

     The Digital Policy Office (DPO) announced today (August 27) that it will launch four AI Efficacy Enhancement Projects to upgrade 1823 services, and provide all-round support for government departments in applying AI, to drive the “AI+” transformation of public service.

     The Acting Commissioner for Digital Policy, Mr Daniel Cheung, said at a briefing, “AI is rapidly transforming the mode of public services. The Hong Kong Special Administrative Government is actively driving an ‘AI+’ public service transformation to enhance government efficiency and optimise citizens’ user experience with AI. The DPO will spearhead and provide support in the process, assisting various departments in adopting AI safely and effectively.”

Strengthening AI application in 1823 services

     Managed by the DPO, 1823 serves as an important platform for communication between the Government and the public, handling over 7.5 million enquiries and complaints last year. In recent years, 1823 has been continuously enhancing its digital self-service offerings, including an intelligent interactive telephony system employing voice recognition technology to identify call enquiries and disseminate relevant information; an enhanced 1823 chatbot to answer enquiries on e-forms; and the launch of an online 1823 Case Status Enquiry service for the public to conveniently check the progress of cases on their own.

     To continuously upgrade 1823 services, the DPO, under the leadership of the AI Efficacy Enhancement Team, will roll out four AI Efficacy Enhancement Projects: “Call Assistant”, “Email Extraction”, “Prioritisation of Departments’ Replies” and “Dashboard”. These are expected to be launched this year.

  • “Call Assistant” – utilises speech recognition technology and large language models (LLM) to transcribe phone conversations on specific topics into text in real-time and automatically generate case summaries. It is projected to reduce after-call work time by 15 per cent;
  • “Email Extraction” – employs LLM to analyse the content of public emails and automatically extract case data on specific topics into the customer service management system. It is anticipated to reduce manual data entry time by 30 per cent;
  • “Prioritisation of Departments’ Replies” – uses AI to analyse emails and automatically identify cases requiring priority handling, with the identification time expected to be drastically shortened from two days to a few hours; and
  • “Dashboard” – leverages AI to consolidate data of cases related to people’s livelihood and visualises the data on a dashboard. It refers the issues to the responsible departments at the district level for follow-up, and urges them to take appropriate action to help improve district governance. 

     Additionally, the DPO plans to launch the 1823 web application on the “iAM Smart” platform in the fourth quarter to replace the existing 1823 mobile app, allowing the public to access 1823 services directly through the “iAM Smart” platform.

All-round support for departments in AI adoption

     Meanwhile, the DPO is providing all-round support for departments in adopting AI to drive public service transformation.

     The Government Cloud Infrastructure Services provides secure and reliable private cloud services, shared advanced AI computing power, LLM and AI development tools covering core capabilities such as text comprehension, image generation, knowledgebase creation, and process automation. This enables departments to develop digital and smart government services in a more reliable, flexible, secure, and cost-effective manner. The Government Cloud Infrastructure Services currently supports over 60 bureaux/departments, powering more than 600 digital government services.

     Furthermore, since July this year, these government private cloud services have supported document assistance tools developed by the Hong Kong Generative AI Research and Development Center. These tools facilitate tasks such as document writing, translation, drafting of meeting minutes, and smart searches, facilitating departments to handle confidential materials.

     In the course of public service transformation enabled by “AI+”, the DPO is also proactively building a support system by bringing in market expertise. This includes providing AI advisory services, project strategy and hands-on support for government departments, as well as offering AI training for civil servants at different levels, covering basic awareness, professional skills, and leadership decision-making, thereby laying a solid foundation for the development of “AI+” public service.

     In the coming months, the DPO will develop two innovative AI services: the “iAM Smart” AI Assistant and AI Agents. The “iAM Smart” AI Assistant will allow the public to ask questions in common everyday language and instantly receive information and related service links from the “iAM Smart” mobile app, facilitating one-stop completion of tasks. Paying heed to the principles of ensuring the prudent and progressive adoption of AI, the DPO is making arrangements to deploy AI Agents within the Government. These Agents will assist government personnel in handling standardised and repetitive administrative tasks using intelligent AI in a secure, stable, and compliant environment. This will allow human resources to focus on more complex matters requiring professional judgement, thereby enhancing work efficiency. It is planned to pilot the AI Agents within the Government in the fourth quarter.

Hong Kong Week 2026@Chengdu to present additional performance “Jin Yong Xiqu Theatre – The Smiling, Proud Wanderer”  
     “Jin Yong Xiqu Theatre – The Smiling, Proud Wanderer” is an authorised stage adaptation of Jin Yong’s classic martial arts novel. Since its premiere in 2024, which was funded under the Arts Technology Funding Pilot Scheme by the Hong Kong Special Administrative Region Government, the production has attracted wide attention and, in 2025, swept eight international awards, including the Grand Award at the East Creative Award International Creative Design Competition, the IDA International Design Silver Award, and the Kyoto Global Design Award, spanning the fields of visual communication, stage design, and cultural innovation. Following tours in Shenzhen and Guangzhou, where the audiences responded enthusiastically to the performances, it now arrives in Chengdu, poised to ignite another wave of cultural excitement in wuxia and xiqu.

     The stage performance showcases young wusheng actor Ren Jiale as the “Nine Swords of the Lone Swordmaster”; Kong Aiping as the legendary “Invincible East”; and Hong Kong naamyam artist Yeung Kin-ping in “Rapping the World of Martial Arts”. These reimagined Peking and Kunqu opera excerpts, enriched by naamyam rap, alongside light, imagery, and sound, vividly reframe the timeless characters of Jin Yong’s epic.

     From nearly 100 proposals received, 36 use cases have been selected for the first cohort of the GenA.I. Sandbox++, involving 30 financial institutions and 27 technology partners (see Annex). All the proposals were prioritised based on innovation, technical complexity and potential value to the financial industry, as well as advice provided by a selection committee comprising academic experts (Note 2).
      
     This cohort will focus on agentic AI applications. The selected use cases go beyond content generation, further exploring how AI can responsibly take on greater autonomy. The testing will cover end-to-end processes such as customer onboarding, payments, insurance claims and customer interactions. Moreover, building on the “AI vs AI” theme in previous GenA.I. Sandbox cohort, the latest pilots will further examine how AI can provide dynamic oversight of the actions taken by other AI applications.
      
     The Chief Executive of the HKMA, Mr Eddie Yue, said, “We are delighted to foster more innovative partnerships between a wide range of financial institutions, in addition to banks, and technology companies. Sandbox++, which brings together financial institutions and technology firms to explore practical applications of GenA.I. for the industry. We are pleased that mandatory provident fund (MPF) trustees and intermediaries are participating in this initiative to test GenA.I. applications that enhance operational efficiency and engagement with scheme members, while further facilitating the responsible use of GenA.I. and protection of MPF scheme members’ interests.”
      
     Participants will be onboarded to the designated platform managed by Cyberport’s Artificial intelligence Supercomputing Centre, with technical trials commencing later this year.

     Eight of the convictions were under the Air Pollution Control Ordinance, three were under the Noise Control Ordinance, 15 were under the Public Cleansing and Prevention of Nuisances Regulation, one was under the Product Eco-responsibility Ordinance, 16 were under the Waste Disposal Ordinance and one was under the Water Pollution Control Ordinance.
 
     A company was fined $30,000, which was the heaviest fine in July for contravening the terms or conditions of a specified process licence.

DH reminds parents to register children for three key services in new school year: annual health assessments, school dental care and seasonal influenza vaccinations 
Student Health Service

     Children and adolescents undergo rapid physical and psychological development during their primary and secondary school years. To safeguard healthy growth, the Student Health Service (SHS) under the DH provides comprehensive annual health assessments for all primary and secondary students in Hong Kong. Services include growth monitoring; screenings for vision, hearing and scoliosis; physical examination; health assessment questionnaires on health behaviours and psychosocial well-being; individual health counselling; health education; and mop-up vaccinations. Some potential health issues of adolescents may sometimes be difficult for their parents to detect in daily life. Through a series of assessments, the DH helps parents understand their children’s health conditions early on and identify potential health risks. The Special Assessment Services of the SHS under the DH has optometrists, audiologists, dietitians and clinical psychologists who provide further assessments for students. Students in need are also referred to specialist clinics or other appropriate institutions for assessment and follow-up services if necessary. This comprehensive approach safeguards students’ physical and mental health.
 
     Participation in the health assessment service each year enhances students’ health awareness and health literacy, helping them better manage their health conditions, and cope with the physical and mental challenges of adolescent development, academic pursuits and growing up.
 
     During the 2024/25 school year, approximately 19 000 students (accounting for 4.3 per cent of the total student population) who received the DH’s annual health assessment service were referred to the Hospital Authority for further assessment due to various health issues. Reasons for referral mainly included growth and development, such as weight (obesity or being underweight), vision, hearing and scoliosis.
 
School Dental Care Service

     In the 2024/25 school year, approximately 310 000 students participated in the SDCS and over 90 per cent of participants were rendered dentally fit after receiving the services. The Government’s Report of Oral Health Survey 2021 revealed that, compared globally, the tooth decay status of permanent teeth among 12-year-old students in Hong Kong was at a highly satisfactory level, with a very low proportion of untreated decayed tooth and almost no missing teeth, demonstrating the effectiveness of the SDCS in prevention, early detection and early treatment of tooth decay.

     In the 2025/26 school year, a total of 293 000 primary students participated in both the SHS and the SDCS, accounting for approximately 91 per cent of all primary students in Hong Kong. Among secondary students, 230 000 participated in the SHS, with a participation rate of approximately 66 per cent.

     To cope with the extremely hot weather due to climate change, the LD has promptly reviewed and enhanced the existing HSWW system on top of its original functions to enhance the warning alert under abnormally high temperatures.
      
     The enhanced system will introduce two new conditions for triggering different levels of HSWW. First, when the “Extremely Hot Weather” Special Alert issued by the Hong Kong Observatory (HKO) is in effect, the monitoring threshold for triggering a higher level of warning will be lowered, enabling the early activation of a higher level of warning. Second, when the measured temperatures generally over Hong Kong reach 35 degrees Celsius or above, apart from lowering the monitoring threshold for triggering a warning, the warning level will be raised by one level automatically (i.e. from Amber Warning to Red Warning, or from Red Warning to Black Warning), in order to alert the public of the health risks of heat stress when working under abnormally high temperatures. For details of the enhanced system, please refer to the annex.
      
     Since the establishment of the HSWW system in 2023, the LD has maintained communication with stakeholders and listened to their views. The LD has also continuously reviewed and enhanced the system as appropriate by making reference to information and advice provided by other departments, including the HKO, to suit the actual circumstances of Hong Kong. Since 2024, when the HKO issues the “Extremely Hot Weather” Special Alert, the LD will issue an Amber Warning even if the index has not reached the level for issuing the HSWW, to take into account the hot weather conditions. From this April, in addition to using the Hong Kong Heat Index measured at the monitoring station at King’s Park, the LD has added the indices measured at the other nine locations as issuing criteria of the HSWW, enhancing the coverage and sensitivity of the system. After the launch of the enhanced system, the LD will continue to review the operation of the system and make improvements, such as studying whether to include other monitoring data, for example, the Wet Bulb Globe Temperature, as one of the indicators of the system.
      
     The enhancement of the system will not impose additional work for employers and employees. They should continue to pay heed to the level of the HSWW issued by the LD and make corresponding work arrangements. Employers shall conduct heat-stress risk assessments for employees working in hot environments, and based on the assessment results and the risks of heat stroke faced by employees at different levels of the HSWW, implement the heat stroke prevention measures recommended in the Guidance Notes on Prevention of Heat Stroke at Work      
     The LD also encourages and motivates employers to arrange on-site heat-stress risk assessments, taking into account the special circumstances of their work nature and workplace (such as geographical locations and specific working environments). They can also seek assistance from occupational health professionals, and take appropriate preventive measures based on the results to reduce the risk of heat stroke at work.
      
     The LD reminds employers that they may face prosecution if they endanger the health of employees without providing suitable heat stroke prevention measures. The LD also enhances inspections and enforcement actions targeting workplaces with a higher risk of heat stroke to safeguard the occupational safety and health (OSH) of employees.
      
     Employees should also pay attention to their own physical condition and inform their employer if they feel unwell. When necessary, they can call the LD’s OSH complaint hotline at 2542 2172 or submit an online OSH complaint form (

Compte tenu de l’amélioration des conditions météorologiques sur les secteurs concernés et de l’efficacité des actions menées par l’ensemble des moyens engagés, l’incendie de forêt survenu sur la commune de Bélep le vendredi 21 août 2026 est désormais déclaré éteint.

En conséquence, le dispositif ORSEC Feux de Forêt (FDF) de niveau 2 est levé ce jour à 17h sur la commune de Bélep.

HK enhances heat warnings

The Labour Department (LD) announced that the Heat Stress at Work Warning (HSWW) system will be further enhanced to better safeguard the occupational health of employees working in hot weather or in high-temperature environments.

With effect from tomorrow, two new conditions will be introduced to trigger different levels of the system.

First, when the Hong Kong Observatory’s “Extremely Hot Weather” Special Alert is in effect, the monitoring threshold for triggering a higher level of warning will be lowered, enabling earlier activation of a higher warning level.

Second, when temperatures across Hong Kong reach 35 degrees Celsius or above, apart from lowering the monitoring threshold for triggering a warning, the system will lower the threshold and automatically raise the warning level by one step – for example, from Amber to Red, or Red to Black – alerting the public to the health risks of working in abnormally high temperatures.

The LD said that the system enhancements will not create additional work for employers or employees. They should continue to pay attention to the HSWW level issued by the department and make corresponding work arrangements.

Employers must conduct heat-stress risk assessments for employees working in hot environments and implement the heat stroke-prevention measures, including rescheduling work shifts, setting up shade covers, providing ventilation and cooling equipment, and reminding employees to stay hydrated and rest periodically. 

The department will continue to review the system’s operationand make improvements, such as studying whether to include additional data – such as the Wet Bulb Globe Temperature – as one of the indicators.
