Singapore, 24 November 2025 – Themed “Honouring Hawkers, Celebrating a Nation,” the Singapore Hawkers’ Celebration and Awards 2025 paid tribute to the passion and perseverance of Singapore’s hawkers who keep the nation’s food heritage alive for the community. The awards are organised by The Federation of Merchants’ Associations, Singapore (FMAS) and supported by the National Environment Agency (NEA) and National Heritage Board (NHB). This year marked special significance with the SG60 milestone and the fifth anniversary of hawker culture’s inscription on the UNESCO Representative List of Intangible Cultural Heritage, with hawker centres continuing to play a significant role in our national identity and heritage. The award ceremony was held during a celebratory lunch that brought together hawkers, industry partners, and community representatives to honour their achievements.

2          The event recognised nine exemplary hawkers for their contributions to tradition, innovation, and mentorship, alongside the winners of the Favourite Hawker Centre Award and the newly introduced Healthier Dining Hawker Centre Award. These awards were presented by Guest of Honour Ms Goh Hanyan, Senior Parliamentary Secretary, Ministry of Sustainability and the Environment & Ministry of Culture, Community and Youth. Honouring Singapore’s heritage, enterprise, and mentorship

3          Mr Sumadi Bin Sapari, third-generation hawker of Warong Pak Sapari, which has been in operation for over 50 years, is one of the recipients of the Hawker Heritage Award. This award honours time-tested hawker businesses that have successfully passed down management skills and culinary traditions through generations. Mr Sumadi is dedicated to preserving his family’s legacy. In 2017, he launched the family’s signature paste and extended supply to hawker stalls and major supermarkets. He continues to maintain the flavours of authentic Mee Rebus and Mee Soto with extensive research and development. His commitment to heritage and quality has earned strong industry recognition for Warong Pak Sapari, including a place on the Michelin Bib Gourmand list since 2023.

4          Ah Kiat Wanton Mee’s Mr Sin Kok Yin is a recipient of the Enterprising Hawker Award, an award category that celebrates hawkers who have innovated and implemented new business models, strategies, or tools to grow their businesses. Mr Sin has created new dishes inspired by his travels, while maintaining traditional methods and improving productivity with machinery. For instance, he has incorporated salted egg into Wanton Mee, a quintessential hawker dish in Singapore, while making pork lard and Char Siew from scratch. Mr Sin also leverages social media to grow his brand and is attentive to customers’ preferences.

5          The Outstanding Hawker Mentor Award category celebrates individuals who have generously shared their time and expertise with aspiring hawkerpreneurs. Mdm Tee Chun Moy, owner of Rong Xing Yong Tau Fu, brings with her 41 years of experience of making and selling Yong tau foo based on her grandmother’s recipes. In nearly a decade, Mdm Tee has mentored nine aspiring hawkers, driven by her passion to keep hawker culture alive. She guides them every step of the way, from preparing Yong tau foo to making the winning mixture of sweet dark sauce and chilli. Some of her mentees have successfully started their own businesses and she continues to stay connected with them. Mdm Tee is committed to her craft while coming up with healthier recipes, and hopes to inspire even more hawkerpreneurs in the future.

6          The Singapore Hawkers’ Awards continuously recognise the innovative and entrepreneurial spirit of hawkers operating cooked food stalls at hawker centres managed by NEA and NEA-appointed operators. Nominations for the awards are submitted by FMAS members, Hawkers’ Associations, or individual hawkers. These are then evaluated by an independent panel of five judges, comprising hawker advocates and representatives from both the public and private sectors with extensive expertise in Singapore’s food and beverage industry.

Awards Recognising Hawker Centres

7          Returning for the second year, the Favourite Hawker Centre Award continues to rally Singaporeans in celebrating hawker centres that have become cherished community dining rooms – spaces where delicious food and warm memories come together. Bukit Canberra Hawker Centre has emerged as this year’s favourite via public vote, with its vibrant atmosphere, diverse offerings, and enduring community spirit.

8          The Healthier Dining Hawker Centre Award, a new award category launched in collaboration with the Health Promotion Board (HPB), recognises hawker centres that encourage healthy eating by serving food made with healthier ingredients. It underscores the important role hawkers play in promoting healthy eating as they dish out well-loved flavours of our Singapore heritage. Five hawker centres with the highest proportion of stalls using healthier ingredients were shortlisted, and the public was invited to cast their votes online for their preferred hawker centre.

9          Bukit Canberra Hawker Centre is the inaugural recipient of this award. The centre has shown exceptional support in promoting healthier dining, with majority of the stalls adopting healthier ingredients. Canopy Hawkers Group (CHG), which manages the hawker centre, encourages stallholders to adopt healthier ways of cooking. Beyond educating them on the importance of sodium reduction, CHG helps stallholders make the switch to lower-sodium ingredients, by providing samples of these healthier alternatives. Additionally, healthier choices available at Bukit Canberra Hawker Centre are actively promoted to patrons. Together, these efforts reflect dedication to empowering stallholders and patrons to make better dietary choices.

Four-party sports pact signed

Chief Executive John Lee, on behalf of the Hong Kong Special Administrative Region Government, has signed a sports co-operation agreement with Director of the General Administration of Sport of China Gao Zhidan, Governor of Guangdong Province Meng Fanli, and Chief Executive of the Macao Special Administrative Region Sam Hou-fai, to strengthen sports co-operation and promote integrated development.

The agreement was signed in Shenzhen during the 15th National Games.

Its key provisions include strengthening sports exchanges and co-operation between the Chinese Mainland, Hong Kong and Macau; supporting the integrated development of sports in the Greater Bay Area; and strengthening co-ordination within international organisations such as the Association For International Sport for All and the Asian Sport for All Association.

The agreement will also strengthen co-operation on elite sports, enhance youth sports exchanges and promote co-operation with regard to sports industries. It jointly promotes the spirit of Chinese sports and cultivates Chinese sporting culture, enhances exchanges in sports science and research, strengthens sports governance between the Chinese Mainland, Hong Kong and Macau. It also safeguards the overall interests of the nation and strengthens communication on issues of mutual concern in international sports affairs.

Mr Lee said the four-party agreement carries forward the spirit of unity fostered through the co-hosting of the 15th National Games, and signifies a new stage of co-operation among the three places.

Under the agreement’s strategic framework, the Hong Kong SAR Government will capitalise on the distinctive advantages of “one country, two systems” to promote the integrated development of sports in the bay area, he added.

“We will deepen the co-operation in areas such as consolidation of sports resources, joint hosting of sports events, integration of sports industries and nurturing of talents, thereby contributing to the building of China as a leading sporting nation.”

FS to visit Europe

Financial Secretary Paul Chan will depart later today for Europe, where he will visit London and Milan, before returning to Hong Kong on Saturday.

In London, Mr Chan will attend a series of events, including a “Hong Kong Dinner” hosted by the Hong Kong Trade Development Council (HKTDC) and a lunch organised by the UK-based Hong Kong Association.

He will also meet local business and financial leaders, as well as representatives of family offices, to brief them on developments in Hong Kong and promote the city’s advantages.

Mr Chan will then proceed to Milan with a delegation to participate in the “Think Business, Think Hong Kong” promotional event and a “Hong Kong Dinner”, both organised by the HKTDC.

The delegation will comprise representatives from government agencies including the Monetary Authority, the Office for Attracting Strategic Enterprises and Invest Hong Kong, as well as public organisations such as Hong Kong Exchanges & Clearing Ltd, the Science & Technology Parks Corporation, the Tourism Board and the West Kowloon Cultural District Authority,

It will also include representatives of industry organisations and enterprises from sectors including finance, artificial intelligence, information technology, biotech, logistics, design and professional services.

Mr Chan will also meet industrial and business leaders and corporate executives in Milan.

During his absence, Deputy Financial Secretary Michael Wong will be Acting Financial Secretary.

Govt saddened by site accident

Director of Drainage Services Ringo Mok expressed sorrow over the passing of a contractor’s employee in an accident yesterday at the construction site of the Provision of Village Sewerage in Wo Mei, Sai Kung.

Mr Mok extended his condolences to the family members of the deceased and requested the contractor to provide them with appropriate assistance.

At about 10am yesterday, the worker was found unconscious while installing mechanical and electrical equipment at level B1. He was sent to Tseung Kwan O Hospital and certified dead at about 8pm.

The Drainage Services Department requested the contractor and its sub-contractor to suspend the related works and conduct a safety check. The contractor was also instructed to carry out a thorough investigation into the cause of the accident. Meanwhile, the department will render full assistance to relevant departments in their investigations.

Adaptive system optimises traffic flow

In a bustling city like Hong Kong, waiting for traffic lights to change to green is an inevitable part of life, especially when in a hurry.

Balancing needs
To optimise green light time allocation to pedestrians and vehicles, the Transport Department has adopted the Real-time Adaptive Traffic Signal System.

The system uses sensors installed at junctions and employs artificial intelligence (AI) to analyse pedestrian and vehicular flows in real time across different time periods and directions.

It then computes and optimises the green light time allocation to pedestrians and vehicles, effectively balancing the needs of all road users and reducing congestion and delay.

The system was first tested at selected independent signalised junctions.

When sensors pick up the signal where people are waiting to cross the road, the waiting light will activate automatically. Upon receiving this feedback, the system dynamically adjusts traffic signals based on actual conditions. This includes extending the pedestrian crossing signal duration and reallocating green time for vehicles immediately after pedestrians clear the road.

The system also effectively improves traffic efficiency. For example, at a T-junction, if there is no vehicle present on one of the arms, the system can skip the green light for that arm. As a result, the waiting time for vehicles using other arms can be reduced.

Encouraging results

The department rolled out another trial of the Real-time Adaptive Traffic Signal System at eight linked signalised junctions in Tung Chung in 2022.

The system collects and analyses the overall traffic conditions to compute the optimal signal times for the area.

For example, when the sensors detect a surge in traffic from Kowloon towards Tung Chung Town Centre or Hong Kong International Airport, the system will link up relevant junctions and keep the traffic lights green to accelerate traffic flow.

Data shows that the average delay for vehicles to cross the junctions is reduced by about 5% to 10% by using the system.

Traffic efficiency
Transport Department Chief Engineer (Traffic Control) Gordon Kwok noted that Tung Chung is an ideal area for testing the performance of the system at linked signalised junctions. Following the successful trial, the department plans to pilot the system at other busy linked signalised junctions, such as those in Wan Chai and Causeway Bay.

Concurrently, to further promote smart transport and efficient traffic management, the department is extending the system to about 50 suitable independent signalised junctions across the city.

“We expect to start the installation in phases from 2026. The project is expected to be completed in 2027,” Mr Kwok added.

Leveraging technology

By utilising AI, the system improves traffic management efficiency, thereby facilitating commuting. It also earned the department the Certificate of Merit in the Smart Transport category at this year’s Hong Kong ICT Awards.

The department aims to boost the development of smart mobility. It established a testing platform in the Tung Chung trial which is open for companies to test their algorithms and technologies.

Additionally, the department maintains exchanges with local innovation and technology companies, academics and Mainland enterprises, with a view to introducing more suitable technologies in Hong Kong in the future.

Medical council decision welcomed

The Government today noted and welcomed the decision of the inquiry panel under the Medical Council of Hong Kong to revoke its decision to permanently stay disciplinary proceedings and restart an inquiry.

The Government added that it will continue to take note of the progress of the case and hopes the inquiry proceeds smoothly. The Health Bureau also expressed its regards to the patient and parents involved, and will follow up with relevant government departments on the patient’s medical and welfare needs.

Meanwhile, at the request of the Secretary for Health, the Medical Council is reviewing the mechanism for handling complaint investigations and disciplinary inquiries, and will put forth improvement recommendations and justifications.

The Government will examine the report submitted by the council and introduce a bill to amend the Medical Registration Ordinance in the first half of 2026 soon after the new Legislative Council term commences, with a view to strengthening the Medical Council’s public accountability and enhancing its complaints handling mechanism.

Fight Crime Conference concludes

The Fight Crime Committee (FCC) today held the 2025 Fight Crime Conference, where nearly 400 participants exchanged views on topics relating to law and order and crime-fighting strategies in Hong Kong.

Officiating at the conference, Chief Executive John Lee noted it was the fifth anniversary of the promulgation and implementation of the National Security Law, and that the conference making “promoting and safeguarding national security” one of its themes comes at the right time. 

He pointed out that Hong Kong is at the critical juncture of advancing from stability to prosperity, and that the Government is fully committed to deepening reforms, developing the economy and improving people’s livelihood. With stability being the foundation for development and reform, he stressed that only by strengthening the solid defence in national security can Hong Kong effectively respond to various risks and challenges.

The conference also discussed scam prevention, crime fighting and anti-drug abuse.  Mr Lee expressed hope that the FCC and the District Fight Crime Committees will continue to assist the Government in promoting crime prevention, contributing to maintaining Hong Kong’s law and order.

Chief Secretary and FCC Chairperson Chan Kwok-ki, in his welcome remarks, said he believes that the FCC and District Fight Crime Committees will pool their wisdom to carry out related work more comprehensively, with a view to building Hong Kong into a better and safer home.

There were also three plenary sessions at today’s conference, covering national security education in the community, drug abuse and deception, with Secretary for Justice Paul Lam, Secretary for Security Tang Ping-keung and Deputy Commissioner of Police (Operations) Yip Wan-lung as moderators respectively. Members of the FCC as well as chairpersons and representatives of District Fight Crime Committees were invited to share their experiences.

In his closing remarks, Mr Tang said the discussion and sharing were meaningful and relevant opinions will be considered. He stressed that the Government will do its utmost to safeguard national sovereignty, maintain public order and combat crimes, with a view to creating a safe and stable environment for Hong Kong so that society can focus on economic development and improving people’s livelihood.

Taking the opportunity of the conference, Mr Lee, Mr Chan and Mr Tang encouraged the public to cast their votes in the Legislative Council General Election on December 7.

Innovative technology and applications recognised with Hong Kong ICT Awards 2025

The presentation ceremony for the Hong Kong ICT Awards 2025 was held this evening (November 21) with SmartMore Corporation Limited being presented the Award of the Year from the Financial Secretary, Mr Paul Chan. After winning the Smart Business Grand Award with “SMore ViMo – AI Vision Model Development & Deployment Platform”, the SmartMore Corporation Limited also claimed the highest honour of this year’s competition.

Addressing the presentation ceremony, Mr Chan said, “The Hong Kong ICT Awards sets new benchmarks for excellence, inspires both seasoned professionals and budding talent to expand their imagination, push the boundaries of technology, and create innovative solutions to address society’s pain points and challenges.”

Noting that a Best Use of AI Award was featured again across all eight categories of this year’s Hong Kong ICT Awards, Mr Chan pointed out the growing importance of AI in every sector. He said that’s why the Hong Kong Special Administrative Region Government has made AI a focus of its innovation and technology strategy, to develop it as a core industry, and to promote it as an enabler to upgrade traditional sectors.

The Hong Kong ICT Awards aims to recognise and promote outstanding local Information and Communications Technology ICT innovations and applications. It has been well-received as an annual flagship event of the local industry since its debut in 2006. In addition to encouraging and recognising local innovation, the Awards also serve as a springboard to help the winners and their products enter the Chinese Mainland and overseas markets.

Organised by the Digital Policy Office and supported by the collaborative efforts of eight Leading Organisers, the Steering Committee, the Standards Assurance Sub-committee, the Grand Judging Panel, the Marketing and Promotion Sub-Committee, judges, supporting organisations and industry associations, this year’s competition concluded successfully. The Chairman of the Grand Judging Panel and the President of Hong Kong Metropolitan University, Professor Paul Lam, congratulated the awardees and praised their outstanding innovative projects and ideas, which demonstrate excellence in enhancing the quality of life and delivering benefits to society.

CHP investigates food poisoning cluster

The Centre for Health Protection (CHP) of the Department of Health (DH) is today (November 21) investigating a food poisoning cluster affecting 13 persons. The CHP of the DH reminded the public to maintain personal, food and environmental hygiene to prevent foodborne diseases.

The cluster involved two males and 11 females aged between nine and 67. They developed abdominal pain, vomiting, fever and diarrhea about seven to 52 hours after consuming the takeaway lunch prepared by, No. 4A1 (Rear Portion), Tso Kung Street, Tsuen Wan in the New Territories on November 16.

Seven affected persons sought medical advice and two of them required hospitalisation. All of the affected individuals are currently in stable condition.

A preliminary investigation by the CHP revealed that the affected persons had consumed Siu Mei prepared by the concerned food factory, including BBQ pork rice and BBQ pork chicken rice. Officers of the Food and Environmental Hygiene Department, including personnel of the Centre for Food Safety (CFS) and the Environmental Hygiene Branch, conducted an investigation at the food factory. They examined the handling process and food hygiene, and collected food and environmental samples for testing. The CFS immediately instructed the premises concerned to immediately stop serving all incriminated food items, clean and disinfect the premises, and provide food safety and environmental hygiene education to the staff.

The investigation of the CHP and CFS is ongoing.

To prevent foodborne diseases, members of the public are reminded to maintain personal, food and environmental hygiene at all times. When dining out, one should:

  • Avoid eating raw seafood;
  • Be a discerning consumer in choosing cold dishes, including sashimi, sushi and raw oysters at a buffet;
  • Choose pasteurised eggs, egg products or dried egg powder for dishes that often use undercooked eggs;
  • Patronise only reliable and licensed restaurants;
  • Ensure food is thoroughly cooked before eating during a hotpot or barbecue meal;
  • Handle raw and cooked foods carefully and separate them completely during the cooking process;
  • Use two sets of chopsticks and utensils to handle raw and cooked foods;
  • Avoid patronising illegal food hawkers;
  • Drink boiled water;
  • Susceptible populations, including those with weakened immunity, the elderly, pregnant women and young children are at a higher risk of foodborne diseases, so they should not consume raw or undercooked foods;
  • Refrain from trying to use salt, vinegar, wine or wasabi to kill bacteria as they are not effective; and

EEB and its departments met with delegation from General Administration of Customs of People’s Republic of China       
     The delegation from the GACC was led by its Vice Minister, Mr Zhao Zenglian. Representatives of the EEB and its departments met with Mr Zhao and the Deputy Director General of the Office of Hong Kong, Macao and Taiwan Affairs of the GACC, Mr Zhang Xiaohui, to review achievements of collaboration in cooperation areas of both sides, such as food safety, food trade between Chinese Mainland and Hong Kong, inspection and quarantine, and enhancing efficiency in the clearance procedures. They also exchanged views on further deepening collaboration.
      
     The Secretary for Environment and Ecology, Mr Tse Chin-wan, expressed gratitude for the GACC’s continuous support and for sending the delegation to Hong Kong to exchange views on areas of cooperation, with the aim of jointly driving forward the work on various fronts.
      
     The GACC affirmed the Hong Kong Special Administrative Region’s regulatory work on safeguarding food safety. The GACC also emphasised that it will continue to support the stability and safety of Hong Kong’s food supply, and will work together with the EEB to promote high-quality development of the food trade between Chinese Mainland and Hong Kong.
      
     During their visit to Hong Kong, the delegation from the GACC also visited the FEHD Headquarters, the Airport Food Inspection Office under the Centre for Food Safety, the Government Laboratory, the AFCD’s Animal Management and Animal Welfare Building Complex, and Wan Chai Market to learn about the work of the EEB and its departments.
