The Environmental Impact Assessment (EIA) Report for the Ngau Tam Mei (NTM) New Development Area (NDA) is available for public inspection under the EIA Ordinance starting from today.

The Government conducted a two-month public engagement (PE) exercise last November to solicit public views on the land use proposals of NTM. Overall, members of the public supported the overall positioning of the NTM NDA, measuring about 130 hectares, as an Academic & Research District, which will include the Northern Metropolis University Town (NMUT, including the third medical school) and an integrated medical teaching and research hospital as its key components.

Taking into account the public views collected, the Government has formulated the Recommended Outline Development Plan (RODP) for the NTM NDA. The PE Report containing the Government’s responses to major public views has been uploaded onto the project website for the public’s reference.

Adopting the RODP as its basis, the Civil Engineering & Development Department has conducted the EIA according to the EIA Ordinance, the Technical Memorandum on EIA Process and the EIA Study Brief for the works project for the development of the NTM NDA.

Appropriate mitigation measures have been proposed to ensure the project complies with the EIA Ordinance requirements. The relevant EIA Report has been uploaded onto the EIA Ordinance website for public inspection in accordance with the EIA Ordinance from today to November 4.

Hong Kong art shines at Nuit Blanche Toronto

The Hong Kong Economic and Trade Office (Toronto) and the Hong Kong Tourism Board supported the presentation of an artwork titled “The Eye of Wisdom”, created by renowned Hong Kong media artist Ellen Pau at Nuit Blanche Toronto 2025 on October 4 and 5 (Toronto time).

Adapted from its original version displayed at the M+ Façade in Hong Kong in 2022, the artwork uses light as its medium and draws inspiration from the Heart Sutra, a central Buddhist scripture. The adapted version responds to the local historical and architectural context, integrating AI-generated models and light-reactive animation.

The artwork was projected onto the wall of City Hall near Toronto’s Chinatown, reflecting the rich cultural history of the Chinese-Canadian community.

The Acting Director of Toronto ETO, Mr Gavin Yeung, said: “Toronto ETO is committed to promoting Hong Kong’s status as an East-meets-West centre for international cultural exchanges. We will continue to facilitate cultural dialogue between Hong Kong and Canada through arts and community engagement.”

As one of the highlighted projects of Nuit Blanche, the video projection will remain in view until October 13 to draw interest from local and international visitors.

Nuit Blanche is Toronto’s largest contemporary art festival, produced by the City of Toronto in collaboration with the city’s arts community. “The Eye of Wisdom” was curated by Canadian artist Charlene K Lau.
