Chief Secretary Chan Kwok-ki today convened a meeting of the Hong Kong Special Administrative Region Organising Committee of the 15th National Games to holistically review and steer the preparatory work for the games, in order to ensure that departments are all set for this major national sports event.

Noting the preparatory work has entered the final sprint stage, Mr Chan stressed that the Hong Kong SAR Government will continue to spare no effort in preparing and hosting the events, working hand in hand with Guangdong and Macau to deliver “simple, safe and wonderful” games.

He further remarked that the 15th National Games, the 12th National Games for Persons with Disabilities and the 9th National Special Olympic Games are not only about sports competitions, but also an occasion to showcase the co-operation and development of the Greater Bay Area.

Whilst looking forward to welcoming athletes from the country and spectators from around the world, the Chief Secretary also encouraged Hong Kong citizens to purchase tickets, cheer for athletes in person, and witness this mega sports event taking place in Hong Kong for the first time.

It is envisaged that from late October to December, there will be a total of around 4,000 people, comprising over 2,100 athletes, 1,000 delegation officials and 800 technical officials, participating in the events in Hong Kong. In addition, several hundred journalists will come to Hong Kong to cover the competitions.

The Chief Executive, Mr John Lee, met with the Prime Minister of the Commonwealth of Dominica, Dr Roosevelt Skerrit, today (October 6) to exchange views on issues of mutual interest. Also attending the meeting was the Secretary for Commerce and Economic Development, Mr Algernon Yau.

Mr Lee welcomed Dr Skerrit and his delegation to Hong Kong. Mr Lee said that Hong Kong is the world’s freest economy and maintains its position as third globally and first in Asia Pacific as an international financial centre according to the newly published Global Financial Centres Index. The Hong Kong Special Administrative Region (HKSAR) Government will actively leverage the dual advantage of having national and global opportunities under the “one country, two systems” principle, deepen international exchanges and co-operation, further explore emerging markets including the Commonwealth of Dominica, and attract more enterprises to use Hong Kong as the platform to go global. He expected that Hong Kong and the Commonwealth of Dominica will explore more co-operation opportunities and enhance bilateral trade and business exchanges.

Mr Lee said that the Commonwealth of Dominica is a Belt and Road economy, while Hong Kong is a key link in the Belt and Road Initiative. The HKSAR Government is committed to serving as a functional platform for the Belt and Road Initiative, leveraging the advantages of being closely connected to both the Mainland and the world, and promoting participation in green co-operation in the Initiative. He welcomed enterprises from the Commonwealth of Dominica to leverage Hong Kong’s role as a “super connector” and “super value-adder” and its highly internationalised and market-oriented business environment with its pool of professional services talent to explore overseas and Mainland markets, jointly seizing the opportunities from the Belt and Road Initiative to achieve mutual benefits and win-win outcomes.

The Transport Department today (October 5) reminded members of the public that the 63rd round of computer ballot registration for submitting applications for Northbound Travel for Hong Kong Vehicles (the scheme) will be open from 10am tomorrow (October 6) to 11.59pm on October 9, and the ballot result will be announced on October 10.

Eligible applicants for the scheme can register for computer balloting through the designated website (www.hzmbqfs.gov.hk). Successful balloting applicants are required to submit applications for the scheme within the designated application period.

The following is issued on behalf of the Hospital Authority:

     As the Mid-Autumn Festival approaches, some patients are unable to return home to reunite with their families for tomorrow’s (October 6) special occasion. To address these patients’ needs, the Hospital Authority (HA) has thoughtfully made efforts to celebrate the festival with patients, filling public hospitals with the joy of the season.

     Across different hospitals, Mid-Autumn Festival celebrations were organised, including hand-making red bean and purple sweet potato mooncakes for paediatric patients, presenting mooncakes to elderly patients with warm wishes, and setting up special festival lantern decorations in hospital for staff, patients and their families to take memorable photos. These activities brought hospital staff, patients and their families together in the spirit of reunion.

     The HA extends its wishes for a speedy recovery to all patients and a joyous Mid-Autumn Festival.

As the Hong Kong Observatory will issue Tropical Cyclone Warning Signal No. 3 between noon and 2pm today (October 4), classes of kindergartens, schools for children with physical disability and schools for children with intellectual disability are suspended after noon today. These schools, however, should keep their premises open and implement contingency measures to look after arriving students. They should ensure that conditions are safe before allowing students to return home.

     The Hong Kong Economic and Trade Office (Toronto) and the Hong Kong Tourism Board supported the presentation of an artwork titled “The Eye of Wisdom”, created by renowned Hong Kong media artist Ellen Pau at Nuit Blanche Toronto 2025 on October 4 and 5 (Toronto time).

     Adapted from its original version displayed at the M+ Façade in Hong Kong in 2022, the artwork uses light as its medium and draws inspiration from the Heart Sutra, a central Buddhist scripture. The adapted version responds to the local historical and architectural context, integrating AI-generated models and light-reactive animation.

     The artwork was projected onto the wall of City Hall near Toronto’s Chinatown, reflecting the rich cultural history of the Chinese-Canadian community. 

     The Acting Director of Toronto ETO, Mr Gavin Yeung, said: “Toronto ETO is committed to promoting Hong Kong’s status as an East-meets-West centre for international cultural exchanges. We will continue to facilitate cultural dialogue between Hong Kong and Canada through arts and community engagement.” 

     As one of the highlighted projects of Nuit Blanche, the video projection will remain in view until October 13 to draw interest from local and international visitors.

     Nuit Blanche is Toronto’s largest contemporary art festival, produced by the City of Toronto in collaboration with the city’s arts community. “The Eye of Wisdom” was curated by Canadian artist Charlene K Lau.

     The Leisure and Cultural Services Department (LCSD) reminds members of the public to keep public places clean, protect public property; not to burn wax or place lit candles on the ground, grass pitches or beaches; not to throw glow sticks or other objects onto trees; and not to fly sky lanterns, when celebrating the Mid-Autumn Festival.
 
     Persons littering at LCSD venues (including parks, beaches and barbecue sites) are liable to a fine of $3,000. The maximum penalty for burning wax, throwing objects onto trees or flying sky lanterns is a fine of $2,000 and 14 days’ imprisonment.

The following is issued on behalf of the Hospital Authority:

The Hospital Authority (HA) spokesperson today (October 4) announced that a total of 15 general out-patient clinics (GOPCs) will provide public holiday GOPC services on the day following the Mid-Autumn Festival holiday (October 7) (see table below). Members of the public can make appointments through the telephone appointment system or the “Book GOPC” function on the “HA Go” mobile application.
 
As influenza activity remains at a high level, the HA spokesperson appeals to members of the public to receive vaccinations early. Public hospitals and out-patient clinics of the HA have started providing seasonal influenza vaccinations to eligible persons to dovetail with the Government Vaccination Programme 2025/26. Eligible patients may receive vaccinations at their scheduled follow-up appointments at clinics. Patients with distant follow-up appointment dates may visit or contact the respective clinics for necessary arrangements.
 
Meanwhile, the HA spokesperson reminds the public to stay vigilant about personal and environmental hygiene during the holidays to avoid spreading diseases. Members of the public who develop respiratory symptoms should wear masks and seek medical advice promptly. Non-emergency patients should avoid using accident and emergency (A&E) services and instead seek treatment at GOPCs, private doctors or 24-hour out-patient services at private hospitals to reduce pressure on public hospital A&Es. Members of the public can visit the Health Bureau’s Primary Care Directory www.pcdirectory.gov.hk to choose a family doctor and view related clinic service information.
