Following is the speech by the Secretary for Transport and Logistics, Ms Mable Chan, at the MTR Corporation presents: “The Formless Way: Memorialising 85 years since Bruce Lee’s birth” exhibition opening ceremony today (November 24):

CEO Kam (Chief Executive Officer of the MTR Corporation Limited, Dr Jacob Kam), Shannon (Co-founder and President of the Bruce Lee Foundation, daughter of Bruce Lee, Miss Shannon Lee), Donnie (actor Donnie Yen), media friends and participating citizens,

     Now, I would like to say a few words in English. Shannon, it is such a great honour to see you here. Today, not only do we commemorate the extraordinary life of Mr Bruce Lee, but also acknowledge the enduring legacy that continues to inspire generations across the globe. Bruce Lee was more than a martial artist; he was a philosopher, a cultural bridge, and a visionary who reshaped how the world perceives strength, discipline, and identity.

Shannon, your presence here today reminds us that his spirit lives on not only in the films he left behind for us, but also in the work you have done and carried forward all the years with such dedication and passion. Through the Bruce Lee Foundation and your tireless advocacy, you have ensured that your father’s teachings remain accessible, relevant, and transformative across audiences. You embody the resilience and passion that your father championed, and we are deeply grateful for your commitment to preserving his message of self‑expression, harmony, and empowerment. All these spirits are much treasured in Hong Kong and that we need to carry forward in this city we all love.

As we walk through this exhibition, we celebrate Bruce Lee’s artistry and philosophy. Moreover, we honour you and the Lee family for continuing his mission. Thank you again for being here.

The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (November 24) that in view of notifications from the Department for Environment, Food and Rural Affairs of the United Kingdom (UK), the Ministry of Agriculture, Forestry and Fisheries of Japan and the World Organisation for Animal Health (WOAH) respectively about outbreaks of highly pathogenic avian influenza in the Bangor Townland Area of Northern Ireland in the UK and Miyazaki Prefecture in Japan, and an outbreak of highly pathogenic H5N1 avian influenza in the District of Coesfeld of the State of Nordrhein-Westfalen in Germany, the CFS has instructed the trade to suspend the import of poultry meat and products (including poultry eggs) from the above-mentioned areas with immediate effect to protect public health in Hong Kong.

A CFS spokesman said that according to the Census and Statistics Department, Hong Kong imported about 770 tonnes of chilled and frozen poultry meat and about 1.17 million poultry eggs from the UK; about 1 540 tonnes of frozen poultry meat and about 219.73 million poultry eggs from Japan; and about 60 tonnes of frozen poultry meat from Germany in the first nine months of this year.

“The CFS has contacted the British, Japanese and German authorities over the issues and will closely monitor information issued by the WOAH and the relevant authorities on the avian influenza outbreaks. Appropriate action will be taken in response to the development of the situation,” the spokesman said.

     The Financial Secretary of the Hong Kong Special Administrative Region Government, Mr Paul Chan, accompanied the members of the publicity delegation, who visited Hong Kong to speak on the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC), to visit the Northern Metropolis this afternoon (November 24). The members were the President of the Chinese Academy of Sciences, Mr Hou Jianguo, and the Deputy Director of the Office of the Central Commission for Financial and Economic Affairs and the Deputy Director of the Office of the Central Leading Group for Rural Affairs, CPC, Mr Zhu Weidong. 

     The two members of the publicity delegation first visited the Kwu Tung North New Development Area to understand the planning and construction progress of the Area and the whole Northern Metropolis. The Area, primarily focused on residential communities as well as government and community facilities, is the first new development area in the Northern Metropolis to enter the construction phase. The publicity delegation visited the site office to conduct an on-site inspection of the construction progress.

     The members of the publicity delegation then visited the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone. The Co-operation Zone consists of the Hong Kong Park and the Shenzhen Park. Located on the two sides of the Shenzhen River, it is established under the vision of “one zone, two parks”. The Hong Kong Park will be officially open in December this year. The first batch of wet laboratory facilities starting operation in the Hong Kong Park provides important support for the life and health technology industry, in which Hong Kong holds strategic advantages. The members of the publicity delegation visited the wet laboratory facilities and talent accommodations, and exchanged views with innovation and technology enterprises that have already settled in the Park and specialise in life and health technology, artificial intelligence and robotics technologies respectively. They were also briefed on the future development of the Park by the Park’s representatives and learned about the Park’s operation. 

     During the inspection at the Northern Metropolis, members of the publicity delegation had in-depth interactions and exchanges with the management staff of the relevant development and representatives of enterprises. The members noted that the Fourth Plenary Session of the 20th CPC Central Committee outlined a series of key initiatives promoting the long-term prosperity and stability of Hong Kong, and expressed hope that everyone can grasp the opportunities in the formulation and implementation of the 15th Five-Year Plan, leveraging Hong Kong’s distinctive advantages and vital functions of enjoying the strong support of the motherland while being closely connected to the world. This will speed up the development of the Northern Metropolis, accelerate Hong Kong’s development into an international innovation and technology centre, as well as its integration into and contribution to the broader national development landscape. 

     The Deputy Financial Secretary, Mr Michael Wong; the Secretary for Development, Ms Bernadette Linn; the Secretary for Innovation, Technology and Industry, Professor Sun Dong, and others accompanied the publicity delegation during the inspection.

     The Secretary for Security today (November 24), in considering whether to make orders under the Safeguarding National Security Ordinance (SNSO) to prohibit the operation or continued operation of the “Hong Kong Parliament” and the “Hong Kong Democratic Independence Union” in the Hong Kong Special Administrative Region (HKSAR), has issued written notices to the two organizations respectively, allowing them to make representations before such orders are made.
 
     A spokesman for the Security Bureau said, “Pursuant to section 60(1) of the SNSO, if the Secretary for Security reasonably believes that it is necessary for safeguarding national security to prohibit the operation or continued operation of an organization specified in subsection (3) of that section in the HKSAR, the Secretary for Security may, by order published in the Gazette, prohibit the operation or continued operation of the organization. Having carefully considered all relevant information, the Secretary for Security takes the preliminary view that there are reasonable grounds to believe that it would be necessary for safeguarding national security to prohibit the operation or continued operation of these two organizations in the HKSAR and, as such, allows the two organizations to make representations, in accordance with section 60(4) of the SNSO, before making a final decision.
 
     “The two organizations in question aim to subvert state power. Their objectives include promoting ‘self-determination’, making the ‘Hong Kong Constitution’, and overthrowing or undermining the basic system of the People’s Republic of China established by the Constitution of the People’s Republic of China or overthrowing the body of central power of the People’s Republic of China or the body of power of the HKSAR.
 
     “If the Secretary for Security finally decides to make orders to prohibit the operation or continued operation of the ‘Hong Kong Parliament’ and the ‘Hong Kong Democratic Independence Union’ in the HKSAR, the two organizations will become ‘prohibited organizations’. Any person who engages in acts specified in sections 62 to 65 of the SNSO commits an offence, including acting as an officer-bearer or a member of a prohibited organization; participating in any activity or meeting of a prohibited organization; inciting any other person to become a member of a prohibited organization; and giving aid of any kind to or procuring any subscription or aid for a prohibited organization, and is liable upon conviction to a fine of HK$1,000,000 and imprisonment for 14 years.
 
     “Endangering national security is a very serious offence. Such acts or activities may lead to extremely grave consequences. The Government of the HKSAR will, as always, resolutely, fully, and faithfully implement the Hong Kong National Security Law, the SNSO, and other relevant laws of the HKSAR for safeguarding national security to effectively prevent, suppress, and impose punishment for acts and activities endangering national security in accordance with the law, and prohibit the operation of organizations that engage in activities endangering national security in the HKSAR.”

     Mobile Libraries 3, 7 and 9 will suspend services during designated periods in December for routine maintenance, a spokesman for the Leisure and Cultural Services Department announced today (November 24).

     Mobile Library 9 will suspend services from December 1 to 6. The affected service points are South Horizons in Ap Lei Chau, Sheung Wan Cultural Square, Tin Wan Estate in Aberdeen, Oi Tung Estate in Aldrich Bay, Tai Hong Street in Lei King Wan and Heng Fa Chuen in Chai Wan.
