Campus N : construire les filières de formation numérique de la Nouvelle-Calédonie de demain

Christopher Gygès, membre du gouvernement chargé de l’économie et du numérique a présenté ce 20 novembre, le projet Campus N, en présence des membres du gouvernement Naïa Wateou, chargée du travail, de l’emploi et de la fonction publique et Samuel Hnepeune, chargé de la formation professionnelle, ainsi que du consortium du Campus N. S’inscrivant dans le programme France 2030, il a pour ambition de développer massivement et de coordonner la formation au numérique pour augmenter le nombre de professionnels qualifiés en Nouvelle-Calédonie.

Afin de répondre à une tension sur les métiers du numérique et dans l’optique de soutenir la stratégie de reconstruction et de refondation de la Nouvelle-Calédonie, le gouvernement, en partenariat avec un consortium composé de l’Université de la Nouvelle-Calédonie (UNC), du Vice-rectorat, de la Chambre de commerce et d’industrie (CCI) et du Fonds interprofessionnel d’assurance formation (FIAF), lance le projet Campus N. D’un coût total de 356 800 000 francs (2,99 millions d’euros), ce projet est financé à hauteur d’environ 238 000 000 de francs (2 millions d’euros) dans le cadre du programme France 2030.

Christopher Gygès est revenu sur l’origine du projet : « Campus N est un projet du gouvernement de la Nouvelle-Calédonie, avec l’Université, la CCI, le FIAF et le vice-rectorat. On a candidaté à l’appel à projets France 2030 métier d’avenir. En concurrence avec de nombreuses collectivités métropolitaines, on a été lauréat ».

 

 

Intitulé « Construisons ensemble les filières de formation numérique de la Nouvelle-Calédonie de demain », il entend :

  • former une main-d’œuvre qualifiée dans les métiers numériques en forte tension ;
  • accélérer la transition numérique des entreprises et de la fonction publique locale ;
  • structurer durablement la filière de formation sur le territoire.

Le membre du gouvernement a expliqué les ambitions du projet : « Campus N vise à participer à la diversification économique calédonienne en formant des jeunes Calédoniens aux métiers du numérique, tout en s’adaptant aux besoins des entreprises ».

Les trois axes stratégiques du projet

Le projet Campus N déploie un plan d’action massif et concerté sur 36 mois, structuré autour de trois piliers fondamentaux. L’objectif est de passer d’une offre de formation fragmentée à un écosystème numérique unifié, visible et performant.

            Axe 1 : Accompagner l’évolution de l’offre de formation

Cet axe vise à combler le déficit quantitatif et qualitatif de l’offre de formation, en créant de nouveaux parcours et en garantissant une montée en compétences dans les domaines cruciaux du numérique.

Action 1 : Adaptation de l’offre initiale et par alternance

  • Création de nouveaux diplômes : lancement d’une formation Bac+3 d’administrateur d’infrastructures sécurisées par alternance à la CCI, d’une licence MIASHS (Data Analyst) et d’une classe universitaire préparatoire aux grandes écoles (CPGE) à dominante informatique, facilitant l’accès aux écoles d’ingénieurs.
  • Fluidité des parcours : mise en place de passerelles facilitées entre les BTS (CIEL, SIO) et les licences de l’UNC pour augmenter le taux de poursuite d’études jusqu’au niveau Bac+5.
  • Modules transversaux : déploiement de modules courts et essentiels sur l’intelligence artificielle (IA), la cybersécurité et le numérique responsable pour les élèves de BTS, les étudiants universitaires et les alternants.

Action 2 : Formation continue des formateurs et enseignants

  • Montée en compétences experte : organisation d’événements intensifs comme la “Quinzaine de l’IA” et la “Semaine de la cybersécurité”, avec l’intervention d’experts externes, pour former les enseignants et formateurs locaux.
  • Référentiel UNESCO : le programme IA s’appuiera sur le cadre de l’UNESCO, visant l’acquisition de compétences à différents niveaux pour garantir une intégration pédagogique réussie de l’IA.
  • Recherche et éthique : un projet de recherche de l’UNC analysera l’appropriation de l’IA par les enseignants, débutant par la rédaction d’une charte d’utilisation de l’IA.

Action 3 : Création de parcours de reconversion et de reclassement

  • Reclassement de salariés : le FIAF met en place un dispositif de reclassement permettant à 20 salariés d’accéder à des parcours diplômants en e-learning dans les métiers du numérique, renforcés par un mentorat et tutorat local.
  • Reconversion demandeurs d’emploi : un parcours de deux mois sera créé, utilisant la plateforme PIX pour l’acquisition d’un socle de compétences numériques, avec pour objectif la reconversion de 75 demandeurs d’emploi sur trois ans, un modèle documenté pour être reproductible.

 

Axe 2 : Développer une offre de services mutualisée

Cet axe vise à optimiser les ressources et à coordonner les efforts des membres du consortium pour plus d’efficience et de qualité.

Action 4 : Gestion et suivi mutualisés des stages et mobilité

  • Plateforme mutualisée : création d’une plateforme unique pour mettre en relation les étudiants et les entreprises autour d’offres de stages, de projets tutorés et d’études de cas, en coordination avec la CCI et son réseau.
  • Junior Entreprise : mise en place d’un fonctionnement de type « prestation de consultant junior » pour encadrer les projets tutorés et apporter des solutions numériques concrètes aux entreprises non-numériques.
  • Mobilité : désignation d’un référent mobilité pour promouvoir activement les stages à l’international (Erasmus, Australie, Nouvelle-Zélande) et enrichir l’expérience des stagiaires.

Action 5 : Mutualisation de la conception et du déploiement de formations

  • Coordination pédagogique : le coordinateur pédagogique du Campus N pilotera l’ingénierie de formation pour harmoniser les contenus et optimiser la venue d’experts externes.
  • Plateforme LMS : acquisition d’une plateforme LMS (Learning Management System) mutualisée dès 2025 pour centraliser les modules de formation, diffuser les contenus et assurer le suivi des compétences par l’utilisation d’Open Badges.
  • Déploiement PIX : déploiement du dispositif et de la certification PIX à un public élargi (scolaires, étudiants, demandeurs d’emploi, salariés) avec un coordinateur dédié.

Action 6 : Mise en place d’équipements mutualisés

  • Plateaux techniques : partage des plateaux techniques existants des membres du consortium et mise en place d’une plateforme de gestion des ressources partagées.
  • Station N : la Station N est identifiée comme le futur lieu d’accueil et l’établissement support du campus des métiers et des qualifications (CMQ) (voir-ci-dessous), avec la création d’une salle de formation moderne et adaptée aux besoins du marché.

Axe 3 : Renforcer l’attractivité des métiers et des filières

Pour résoudre la tension sur l’emploi, il est indispensable de rendre les métiers du numérique plus visibles et attractifs.

Action 7 et 8 : Promotion et communication ciblées

  • Valorisation des événements : intégration accrue du monde éducatif aux événements phares comme le Hackagou (CTF), le Dataviz Challenge et le salon Numeriboost.
  • Rôle sociétal : mise en avant du rôle du numérique dans la société, notamment via le « Safe Internet Day » et la Semaine du numérique.
  • Diversité et stéréotypes : promotion de la diversité des profils en mettant en lumière des ambassadeurs de la filière et en développant l’adhésion à des associations promouvant la mixité (Elles bougent, Femmes numériques).

Un pilotage collaboratif

La réussite de ce projet repose sur la coopération et la mutualisation des moyens des membres du consortium. Deux instances assureront le suivi de ce projet :

  • un comité de pilotage qui se réunit mensuellement pour assurer le suivi de l’avancement des actions, ainsi que l’ajustement et la validation des indicateurs ;
  • un comité des directeurs/présidents qui, annuellement, valide le plan d’action global et assure la cohérence avec les stratégies internes de chaque structure membre.

Le recrutement d’un responsable de projet Campus N dédié et externe aux structures est prévu. Il assurera la coordination des huit actions réparties sur les trois axes.

Enfin, un processus d’amélioration continue sera mis en place, s’appuyant sur des indicateurs de suivi précis et des enquêtes de satisfaction régulières auprès des apprenants et des entreprises.

Vers un campus des métiers et des qualifications

L’ambition ultime du projet Campus N est sa pérennisation au-delà du financement France 2030 (2028). Les actions menées sur 36 mois sont la phase de structuration qui doit aboutir à la création du campus des métiers et des qualifications (CMQ) dédié au numérique.

  • Labellisation CMQ : le responsable de projet travaillera, dès 2026, à la constitution du dossier de labellisation du CMQ.
  • Structure d’accueil : le futur CMQ sera hébergé au sein de la Station N, qui fournira le support logistique et l’équipement mutualisé (notamment la nouvelle salle de formation numérique).
  • Financement durable : dès 2028, un poste de directeur opérationnel du CMQ sera co-financé par le Vice-rectorat et le gouvernement, garantissant la poursuite des synergies et des actions développées.

En consolidant l’offre, en renforçant l’attractivité et en assurant une gouvernance partagée, Campus N représente l’acte fondateur d’une filière numérique calédonienne solide, innovante et durablement compétitive.

All 15th National Games competitions in Hong Kong conclude

The final two competition events of the 15th National Games (NG) in Hong Kong, fencing and basketball (Men’s U22), concluded their last day of competition today (November 20), marking the successful completion of all events in the Hong Kong competition region.

The fencing event took place at the Kai Tak Arena. There were 12 events in total, including men’s and women’s individual and team foil, épée, and sabre competitions. A total of 317 athletes from 39 provinces, cities, and organisations competed for medals, with Hong Kong sending 12 male and 12 female athletes. Among them, Aaron Ho captured the silver medal in the men’s sabre individual event, and Kaylin Hsieh and Cheung Ka-long both earned bronze medals in the women’s épée individual event and the men’s foil individual event respectively. Additionally, the Hong Kong team won the gold medal in the men’s foil team competition. A total of 12 gold medals were awarded over six days of competition. The winning athletes and teams are as follows:

    The 15th NG of the People’s Republic of China The Hong Kong Jockey Club Trophy Basketball (Men’s U22) Competition was held at the Hong Kong Coliseum in Hung Hom. Over 150 athletes from 13 teams from the Mainland and Hong Kong participated in the competition. Among them, Hong Kong sent 16 athletes to compete. The winning teams are as follows:

In this year’s National Games, the Hong Kong Special Administrative Region sent 602 athletes to participate in 28 competition events, achieving nine gold, two silver, and eight bronze medals, for a total of 19 medals, setting historical records.

​The spokesperson for the National Games Coordination Office (Hong Kong) said that the 15th NG is a mega sports event jointly organised by Guangdong, Hong Kong and Macao for the first time. It has not only deepened sports co-operation and exchanges between Hong Kong and the Mainland, but also fully demonstrated the Greater Bay Area’s capability in hosting major events. The spokesperson expressed gratitude to government departments and relevant organisations for their full support and assistance, which enabled all events in the Hong Kong competition region to be held smoothly. The spokesperson also sincerely thanked various sectors of the community and volunteers for their enthusiastic participation, allowing athletes and spectators visiting Hong Kong to experience the city’s hospitality.

In addition, the 12th National Games for Persons with Disabilities (NGD) and the 9th National Special Olympic Games (NSOG) will be held from December 8 to 15. Hong Kong will stage four competition events of the 12th NGD and the 9th NSOG, among which NGD competition events, featuring boccia, wheelchair fencing and table tennis (TT11), are ticketed events. Members of the public can purchase tickets through various channels, including the official ticketing website of the 12th NGD and the 9th NSOG (ticket.baygamespara.cn) or by searching for the “12th NGD and the 9th NSOG official ticketing” official mini-programme on WeChat, after completing a real-name account registration. Additionally, members of the public can visit 11 designated sales outlets (ww2.ctshk.com/articleDetail?id=4&channelId=-1) of the China Travel Service (Hong Kong) Limited to buy paper tickets for events in the Hong Kong competition region. Moreover, members of the public can purchase physical tickets at the competition area ticket offices during the events. Tickets for table tennis of the NSOG will be distributed to the public for free, with specific arrangements to be announced later.

     “The Hong Kong Special Administrative Region (HKSAR) is actively aligning with the overall disease control and prevention strategy of our country by continuously enhancing our emergency response capacities to public health emergencies and delivering high-quality public health services. The CHP of the DH and the CDC have maintained close co-operation and exchanges. In July 2023, the CDC signed a memorandum of understanding with the CHP and collaboration in the field of public health has been proactively expanded, including integrating the HKSAR’s Field Epidemiology Training Programme with the Chinese Field Epidemiology Training Programme and arranging trainees to undergo one-year practical training in the Chinese Mainland. In addition, the CDC also regularly sends observers to Hong Kong to participate in public health exercises organised by the CHP. The observers provided valuable insights,” said Dr Lam.
      
     During the meeting, the officers of CHP of the DH briefed Professor Wang on the DH’s effort and achievements in various areas, including work and strategies on surveillance, prevention and control of communicable diseases; the operation of the Territory-wide Sewage Surveillance Programme; the latest developments in the Field Epidemiology Training Programme; emergency response measures for communicable diseases; collaboration with international health organisations in the prevention and control of communicable diseases; efforts to combat antimicrobial resistance; and measures to prevent and control non-communicable diseases.
      
     Professor Wang expressed strong affirmation of the effectiveness of the HKSAR’s efforts in the surveillance, prevention and control of communicable diseases.
      
     Dr Lam said the DH will continue to enhance Hong Kong’s resilience and capacity in responding to communicable diseases by aligning with the relevant national public health policy frameworks. He also looked forward to further strengthening co-operation and exchange with the CDC, sharing experiences, resources, and achievements in the prevention and control of communicable diseases as well as the development of public health system. This collaboration aims to jointly contribute to the construction of Healthy China and enhance public health security at both the national and global levels.

Special traffic and transport arrangements for Cross Harbour Race in Wan Chai North and Tsim Sha Tsui

The Transport Department (TD) today (November 20) reminded members of the public that the following special traffic and transport arrangements would be implemented in Wan Chai North and Tsim Sha Tsui to facilitate the holding of the Cross Harbour Race 2025 this Saturday (November 22):

Traffic and landing steps arrangements 
 

  • The section of Expo Drive East (including the pick-up/drop-off area) north of its junction with Expo Drive outside Golden Bauhinia Square will be temporarily closed from 0.30am to 1pm on November 22; and
  • The landing of the Hong Kong Convention and Exhibition Centre (HKCEC) in Wan Chai and the landing steps of Kowloon Public Pier Nos. 1 to 4 will be closed in phases from 9am on November 21 to 1pm on November 22. 

Public transport arrangements 
 

  • In view of the closure of the landing steps at Wan Chai and Tsim Sha Tsui, the following water taxi and ferry services will be suspended:

H1S and H3 at Expo Drive East near Golden Bauhinia Square will also be suspended.

Resumption of the water taxi and ferry services will be subject to the actual reopening time of the affected area of the harbour. For details of the special traffic and public transport arrangements, members of the public may visit the TD’s website (www.td.gov.hk) or its mobile application “HKeMobility”. Passengers may also refer to the passenger notices displayed by the relevant public transport operators.

The TD and the Police will closely monitor the traffic situation and implement appropriate measures when necessary. The public should pay attention to the latest traffic news through radio, television or “HKeMobility”.

15th NG HK events conclude

Two of the competition events being held in Hong Kong as part of the 15th National Games (NG), namely fencing and basketball (Men’s U22), concluded today, marking the successful completion of all events in the Hong Kong competition region.

At the two fencing events held at the Kai Tak Arena today, the Shanghai Team captured the gold medal in the men’s epee team event, while the silver and bronze medal went to the Shandong Team and Liaoning Team respectively.

For women’s foil team event, the Fujian Team took home gold, while the Chongqing Team and the Jiangsu Team won the silver and bronze medal respectively.

For the Hong Kong Jockey Club Trophy Basketball (Men’s U22) Competition, the Guangdong Team grabbed the gold medal, the Shandong Team won the silver medal and the Beijing Team took home bronze.

A total of 317 athletes from 39 provinces, cities and organisations competed for medals in the 12 fencing events that took place at the Kai Tak Arena over six days of competitions, with Hong Kong sending 12 male and 12 female athletes.

Transition of Management at Sheraton Samoa Beach Resort (Mulifanua)

The Government of Samoa, through the Samoa National Provident Fund (SNPF) as the major shareholder, confirms that the shareholders and Board of Mulifanua Beach Resort-Samoa Limited (“MBRS”) have formally resolved to terminate the Management Agreement with Marriott International for the property known as Sheraton Samoa Beach Resort at Mulifanua, effective 31 December 2025.

This decision was made jointly by the shareholders and Board of MBRS, and has been endorsed by Cabinet following comprehensive review and consultation. The decision relates only to the Sheraton Samoa Beach Resort in Mulifanua, and does not affect any other properties in Samoa currently managed by Marriott International.

Acknowledgement of Partnership with Marriott International

The Government acknowledges and deeply appreciates Marriott lnternational’s professionalism, leadership, and partnership throughout the past 1O full operating years managing the Sheraton Samoa Beach Resort.

Marriott International has played a significant role in building Samoa’s profile as a high-quality hospitality destination. The Government emphasises that this transition is not a reflection on Marriott’s performance or brand, but rather a strategic decision by the shareholders to reposition the property in preparation for future investment.

The Government of Samoa and SNPF maintain the highest regard for the Marriott brand, its global reputation, and its continuing presence in Samoa through the other property it manages.

Transition to Owner Management

From 1 January 2026, management of the Sheraton Samoa Beach Resort will transition to the Owner, MBRS, which will assume direct operational control under the new name Samoa Beach Resort, pending completion of the ongoing sale process.

This transition has been carefully planned in collaboration with Marriott International to ensure that operations remain stable, guests experience no disruption, and employees are fully supported throughout the process.

The Government is satisfied that the transition plan upholds sound governance, corporate due diligence, and regulatory compliance.

Commitment to Employees and Stakeholders

The MBRS Board has assured Government that the welfare and employment continuity of staff remain a top priority.

The Owner intends to retain all current employees following the management changeover. For those who choose to pursue other opportunities, the process will be conducted fairly, transparently, and in full compliance with Samoa’s labour laws, including the payment of all contractual and statutory entitlements.

The Government commends MBRS and Marriott for managing this process with professionalism and respect, ensuring stability for staff and the ongoing strength of Samoa’s tourism industry.

Government Oversight and Future Outlook

This transition represents a strategic step in MBRS’s restructuring plan to strengthen the Resort’s financial position, prepare for new investment, and enhance Samoa’s overall tourism offering.

Through the Samoa National Provident Fund and other government shareholding entities, the Government will continue to exercise oversight to ensure that the transition serves the best interests of staff, shareholders, and the people of Samoa.

The Government remains confident that the Sheraton Samoa Beach Resort, under its new name and management, will continue to contribute significantly to employment, economic growth, and Samoa’s international reputation as a welcoming destination for visitors and investors alike.

PRIME MINISTER LAAULIALEMALIETOA ACKNOWLEDGES REACTIONS TO TEMPORARILY SUSPEND THE SAMOA OBSERVER FROM HIS PRESS CONFERENCES

[PRESS STATEMENT 20th November 2025]- With great interest I have taken into the account the reactions to my decision to temporarily suspend “not ban” as widely reported, the Samoa Observer newspaper from attending my Press Conferences as well Press Conferences by Ministers of Cabinet.

To set the record straight, the freedom of the media in Samoa including the Samoa Observer to report accurate, factual and impartial stories is not compromised by the suspension.
Basically the justification to support the temporary suspension is to bring into account the Samoa Observer to practice what they preach which includes reporting factual, accurate and impartial articles with integrity and professionalism.

To that effect, in announcing the suspension Monday this week, a Press Conference with the media was Live Streamed on Government Platforms complimented by a Press Release which was subsequently circulated publicly reiterating the circumstances that prompted the suspension.

For the record, the recent infringements by the newspaper include invasion of my privacy and my rights as a citizen and Prime Minister when the Samoa Observer Editor with two female colleagues invaded my private home without invitation. They entered my property and despite being told by police at the gate, demanded an interview. This happened less than 10 minutes after I arrived home to reunite with my children and family after being away for 8 weeks for medical treatment.

Also while abroad, senior government officials were implicated in what is now labelled and verified as a “phantom meeting” that never happened between the officials and Deputy Prime Minister as reported by the newspaper.

A Press Release was issued to correct the unsubstantiated article. The officials were not contacted by the Samoa Observer to seek their comments to confirm or deny the report prior to issuing the misleading breaking news to the public.

A formal request was also sent to the Editor to publish the Press Release to correct the misreporting. But the newspaper failed to print the Press Release as requested and did not acknowledge their mistake through a correction, retraction or apology articulated by the JAWS Code of Ethics.

Moving forward, I have also taken note that Parliament had passed the Media Council Act 2015.

Prescribed in the Act is the establishment of a Media Council and a Media Code of Ethics was prepared.
Launched in 2017, the Code of Ethics prescribes a broader set of principles for journalists in Samoa with priority to serving the public interest, upholding media freedom, and adhering to professional standards.
The national media association of Samoa, JAWS, played a leading role in this development.

And I was recently told that JAWS is in the process of resurrecting the Media Council which is empowered by the Act to self-regulate the Media without any interference from Government. I welcome the JAWS initiative and looking forward to a successful outcome.

I pray that the temporary suspension will produce a fruitful way forward for not only the Samoa Observer but all other media outlets to maintain the highest standards of professionalism as prescribed in the Media Code of Ethics.

WEIGHTLIFTING FEDERATION OF SAMOA VISITS MINISTRY OF SPORTS AND RECREATION TO SHARE HISTORIC SUCCESS AND EXPRESS GRATITUDE AHEAD OF THE WORLD WEIGHTLIFTING CUP

[PRESS RELEASE 19 November 2025] – The Ministry of Sports and Recreation (MSR) was privileged to receive a special visit from the Samoa Weightlifting Federation (SWF). The delegation, headed by SWF President Tuaopepe Jerry Wallwork, met with the Honorable Minister Seuamuli Fasi Toma, Associate Minister Fiu Ponifasio Vasa, Chief Executive Officer Luatua Semi Epati and ministry officials to express their appreciation for the Government’s steadfast support of weightlifting in Samoa.

President Wallwork conveyed the Federation’s gratitude for the Government’s ongoing support, which has been instrumental in Samoa’s sporting achievements at major tournaments around the world. He also acknowledged the crucial role of continued support as Samoa prepares to host the World Weightlifting Cup next year—a milestone event for the nation and a significant undertaking for SWF. “We are grateful for the Government’s commitment and look forward to working together to ensure the success of this major international tournament,” President Wallwork stated.

Minister Seuamuli congratulated the SWF on their recent outstanding performance in Australia, where Samoan athletes set new world and Oceania records. The Minister commended the dedication and resilience of the coaches, management, and athletes, stating, “Your hard work and achievements make all Samoans proud. The Government deeply appreciates the commitment shown by your entire team, and we will continue to support your journey.”

The Minister also extended his best wishes to the SWF as they begin preparations for the 2025 World Weightlifting Cup. “Hosting this event is a tremendous honor and responsibility for Samoa. We are confident in your ability to rise to the challenge and we stand behind you as you prepare for this historic occasion,” said Minister Seuamuli.

The Ministry of Sports and Recreation reaffirms its dedication to supporting all sporting organizations in Samoa and looks forward to a successful partnership with the Samoa Weightlifting Federation as the country prepares to welcome the world next year.

We have traveled across the Pacific to join you, a journey that reflects our deep commitment to partnership, progress, and shared purpose. Samoa stands proudly with our Blue Pacific neighbors as we work together to build a resilient region in the face of climate change and amongst others the challenges that threaten our oceans and environment.

At the heart of Samoa’s vision lies the preservation of our Fa’a-Samoa — the Samoan way of life — a system of values and traditions that defines who we are. In this digital age, preserving our identity is not about resisting change, but guiding it with wisdom. Technology must be a tool for empowerment, not erasure.
