The Hong Kong Economic and Trade Office, Berlin (HKETO Berlin) support the 19th Five Flavours Asian Film Festival held in Warsaw, Poland from November 12 to 30 (Warsaw time) in presenting six Hong Kong movies. The Cultural and Creative Industries Development Agency and Film Development Fund also provide funding support for the festival.
   
Acting Director of HKETO Berlin, Mr Billy Leung, spoke at the opening night on November 12. He emphasised that the Hong Kong Special Administrative Region Government is committed to promoting the development of Hong Kong’s film industry and Hong Kong’s unique position as an international East-meets-West cultural exchange centre.  

“Movie is a powerful medium that connects people across cultures, and also a flagship of Hong Kong’s creative industry. It is a pleasure for HKETO Berlin to support the Five Flavours Asian Film Festival for the 10th year, bringing Hong Kong’s rich cinematic heritage and contemporary voices to Polish audiences.” Mr Leung said. 

HKETO Berlin also held a reception at the opening, welcoming over 200 guests with a cultural session featuring a variety of songs and music from Hong Kong movies and a tea tasting session.

Home Affairs Department alerts public to false message relating to Legislative Council election

     The Home Affairs Department (HAD) today (November 13) noted that a District Services and Community Care Team (Care Team) had recently received a public enquiry regarding whether members of the public would receive an allowance after casting their votes on the polling day of the Legislative Council (LegCo) Election. The HAD would like to state clearly that the Care Teams have no allowance scheme related to election activities.
 
     Casting a vote in the LegCo Election is an act of fulfilling one’s civic responsibility. We sternly condemn the spreading of false rumours that seek to mislead the public and undermine the fairness and impartiality of the LegCo Election. The case has been referred to the relevant law enforcement agencies for investigation and follow-up.

     If in doubt about calls and messages which purport to be from the Care Teams, please call 182 111 to verify. In case of suspicious circumstances, please immediately call the 24-hour Anti-Scam Helpline 18222.

Presented by the Government of the Hong Kong Special Administrative Region, spearheaded and sponsored by the Cultural and Creative Industries Development Agency (CCIDA) of the Culture, Sports and Tourism Bureau, the second edition of Hong Kong Fashion Fest will take place from November 22 to December 7, featuring seven flagship programmes, turning Hong Kong again into a dazzling stage for global fashion, cultural exchange and creative dialogue.
 
     The Secretary for Culture, Sports and Tourism, Miss Rosanna Law, stated that the East-meets-West cultural fusion of Hong Kong has nurtured an endless stream of creativity that radiates vibrancy on fashion stage. Building on the success of the inaugural edition of Hong Kong Fashion Fest last year, programmes this year fully demonstrate the city’s diverse charm of blending tradition and innovation, the power of designers of the next generation, as well as Hong Kong creative talents’ broad international vision and outstanding capability in fostering cross-sector co-operation.

The seven flagship programmes this year span haute couture, digital fashion, denim culture, sustainability, cross-disciplinary collaboration and industry exchanges. Highlights include the opening programme “VIRTUOSE: The Artistry of Couture 2025”, Paris Fashion Week crossover “‘Play, Pose & Pixel’: Digital Fashion Exhibition”, Milan Fashion Week crossover “Fashion to Reconnect: A Tale of Two Style Capitals”, “4th Hong Kong Denim Festival – Denim Artistry”, “WWD x SJ Global Fashion & Business Conference and WWD Fashion Loves Culture Gala”, “Fashion Summit (Hong Kong) 2025”, and “Fashion Asia Hong Kong”.

SCST congratulates Siobhan Bernadette Haughey on winning gold medal at 15th National Games

The Secretary for Culture, Sports and Tourism, Miss Rosanna Law, today (November 13) extended her congratulations to Hong Kong, China swimming athlete Siobhan Bernadette Haughey on winning a gold medal in Women’s 200m Freestyle at the 15th National Games of the People’s Republic of China (NG).
 
Miss Law said, “Siobhan Bernadette Haughey reaped the gold medal with her excellent performance, exceptional ability and tireless efforts, demonstrating Hong Kong athletes’ talent. Same as other Hong Kong citizens, I am so proud of her and wish her success in the remaining competitions.”
 
The Hong Kong, China Delegation has so far won four medals, namely three golds and 1 bronze, in sailing, cycling, tennis and swimming at the 15th NG.

New chikungunya fever case found

The Department of Health’s Centre for Health Protection (CHP) today recorded one new local case of chikungunya fever (CF) involving a 68-year-old woman living in Shau Kei Wan.

A preliminary investigation revealed that she developed joint pain on Monday, and a fever and rash the following day.

She sought medical attention at Pamela Youde Nethersole Eastern Hospital’s accident and emergency department on Tuesday. Her blood sample tested positive for the chikungunya virus.

According to preliminary information, the patient had no travel history in the past two months.

The patient’s residence and usual activity areas do not overlap with areas where imported or local cases have been recorded in recent months.

The CHP will carry out a genome analysis to ascertain whether the patient has epidemiological linkage with other cases in Hong Kong.

Together with the Food & Environmental Hygiene Department, the CHP inspected various locations in the vicinity of the patient’s residence and conducted mosquito control operations today with a view to minimising the risk of local transmission.

The CHP will set up a health consultation booth on 2/F, Hing Tung Shopping Centre, Shau Kei Wan from tomorrow to provide assessments to residents with relevant symptoms.

The inquiry hotline 2125 2373, which was set up earlier, will continue to operate daily from 9am to 6pm.

As of 5pm today, Hong Kong has recorded a total of 61 confirmed CF cases this year, four of them were local, and the rest were imported.

Speaking today (November 13) at the “Tony Leung x Stanley Kwan: In Conversation with the Next Generation of Hong Kong Talents”, the Commissioner for Cultural and Creative Industries, Miss Drew Lai, said that the Golden Rooster and Hundred Flowers Film Festival, as a prestigious cinematic event of our country, serves as an important platform for filmmakers from Hong Kong and Chinese Mainland to exchange creative ideas, start new dialogues, and explore co-operation opportunities. She expressed hope that through conversations between different generations and introduction of the latest works from the Hong Kong cinema, guests and industry professionals in attendance will gain a deeper understanding of Hong Kong’s emerging filmmakers, unlock new collaboration opportunities, and promote high-quality new development in the film industries of both Hong Kong and the Chinese Mainland.
 
With the aim to help increase exposure and opportunities for Hong Kong’s new-generation film talents in the vast market of the Chinese Mainland, “Tony Leung x Stanley Kwan: In Conversation with the Next Generation of Hong Kong Talents” was held at the Golden Rooster Film Presentation Hong Kong Promotion Conference under the Golden Rooster Film Market. Hong Kong film luminaries, veteran director Stanley Kwan and actor Tony Leung, had a heart-to-heart dialogue, sharing experiences in Hong Kong filmmaking. The two were then joined by five new-generation actors, Jeffrey Ngai, Peter Chan, Ng Wing-sze, Yanny Chan and Summer Chan, to exchange ideas on, inter alia, the industry’s apprenticeship and inheritance of Hong Kong films, and how to tap opportunities amidst film market transformation. The event was well received, having attracted several hundred film practitioners from the Chinese Mainland and other stakeholders.
 
In addition, CCIDA and the FDC held screenings of four Hong Kong films during the Festival, including two films funded by the Film Development Fund, namely, “Pass and Goal” and “Good Game”. The creative team of the four films attended post-screening sharing sessions to interact with audience; they included director Jill Wong, actors Gigi Leung and Peter Chan of “Pass and Goal”; director Dickson Leung and actor Yanny Chan of “Good Game”; director Robin Lee of “Four Trails”; director Njo Kui Ying and actor Jeffrey Ngai of “Road To Vendetta”. Two Hong Kong classic works – “Modern Red Chamber Dream” and “Garden of Repose” – were also screened, showcasing the history of Hong Kong films and depicting past customs and the cityscape of Hong Kong.

‘No allowance for casting votes’

The Home Affairs Department today clarified that the District Services & Community Care Teams have no allowance scheme related to election activities.

The department made the statement after a care team recently received a public enquiry regarding whether members of the public would receive an allowance after casting their votes on the Legislative Council Election polling day.

It pointed out that casting a vote in the LegCo Election is an act of fulfilling one’s civic responsibility and sternly condemned the spreading of false rumours that seek to mislead the public and undermine the election’s fairness and impartiality.

The local case involves a 68-year-old female living in Tung Hei Court in Shau Kei Wan. A preliminary investigation revealed that she developed joint pain on November 10, and a fever and rash the following day. She sought medical attention at the Accident and Emergency Department of Pamela Youde Nethersole Eastern Hospital on November 11. Her blood sample tested positive for chikungunya virus upon laboratory testing. According to preliminary information, the patient had no travel history in the past two months. The case is classified as local. The patient’s residence and usual activity areas do not overlap with areas where imported or local cases have been recorded in recent months. The CHP will carry out a genome analysis to ascertain whether the patient has epidemiological linkage with other cases in Hong Kong. Investigation is ongoing.
 
The imported case involves an 83-year-old male living in Foshan in Guangdong. He visited Hong Kong on November 10, staying temporarily in Sham Shui Po District. He developed a fever and joint pain that day and attended the Princess Margaret Hospital yesterday (November 12). His blood sample tested positive for chikungunya virus upon laboratory testing. Since the patient stayed in Guangdong Province during his incubation period, the CHP considered that he was infected when he was in Guangdong Province. The case is classified as imported.
 
The above two patients have been admitted to hospitals for treatment in a mosquito-free environment. They are currently in stable condition. The 68-year-old female patient has two household contacts and the 83-year-old male patient has one. They are currently asymptomatic and under medical surveillance.
 
As of 5pm today, Hong Kong has recorded a total of 61 confirmed CF cases this year. Four of these cases were local, and the rest were imported.
 
Government’s comprehensive follow-up actions

In response to the new local case, the CHP, together with the Food and Environmental Hygiene Department (FEHD), have inspected various locations in the vicinity of patient’s residence and conducted mosquito control operations today with a view to minimising the risk of local transmission.
 
The CHP urged the residents living nearby Tung Hei Court to seek medical advice or contact the CHP immediately if they presented with a fever, rash or joint pain since October 15. The CHP officers and the Eastern District Services & Community Care Teams will contact the local residents to remind them to be aware of relevant symptoms and maintain good environmental hygiene in their households.
 
The CHP will set up a health consultation booth on 2/F, Hing Tung Shopping Centre, Yiu Hing Road, Shau Kei Wan from tomorrow (November 14) to provide assessments to residents with relevant symptoms. The inquiry hotline (2125 2373), which was set up earlier, will continue to operate daily from 9am to 6pm.
 
The CHP will also collaborate with the Eastern District Office to organise a health talk for local residents at the Kwan Kai Ming Memorial Chung Hok Elderly Centre of Women’s Welfare Club Western District Hong Kong. The talk will take place at 5.30pm tomorrow on G/F, Hing Hong House, Hing Tung Estate. The aim is to enhance public understanding of this mosquito-borne disease and encourage active participation in prevention efforts to protect both oneself and others.
 
The CHP will send another round of letters to doctors, hospitals, schools and institutions, providing the latest information on CF and reminding them to be vigilant. If there are any suspected CF cases, they should contact the CHP for follow up immediately.
 
The FEHD and relevant departments have comprehensively enhanced the mosquito control operations in Hong Kong since July this year, and this has continued. Among these, the FEHD has conducted vector investigations and targeted mosquito control operations against the imported and local cases. In light of the local cases, the FEHD has immediately conducted follow-up actions, including:
      ???The abovementioned measures will be continued. Furthermore, the Government will further enhance the mosquito control efforts in addition to the existing measures.
 
Preventive measures to be taken by the public

Members of the public should use DEET-containing insect repellents or other effective active ingredients properly to prevent mosquito bites, but the following precautions should be taken when using them:
 The FEHD also appeals to members of the public to continue to stay alert and work together to carry out mosquito prevention and control measures early, including inspecting their homes and surroundings to remove potential breeding grounds, changing water in vases and scrubbing their inner surfaces, removing water in saucers under potted plants at least once a week, and properly disposing of containers such as empty cans and lunch boxes. The FEHD also advises members of the public and property management agencies to keep drains free of blockage and level all defective ground surfaces to prevent the accumulation of water. They should also scrub all drains and surface sewers with an alkaline detergent at least once a week to remove any mosquito eggs.

November 12, 2025At a regular press conference on November 10, a spokesperson of China’s Ministry of Foreign Affairs made unfounded and inappropriate remarks regarding recent trips to Europe by Vice President Hsiao Bi-khim and former President Tsai Ing-wen, referring to them as “Taiwan independence” politicians and members of “separatist forces.”The Ministry of Foreign Affairs (MOFA) of the Republic of China (Taiwan) strongly refutes and condemns these statements. China’s fierce and unrelenting suppression of Taiwan not only hurts cross-strait relations but also exposes China’s authoritarian nature to the international community.MOFA reiterates that the ROC (Taiwan) is a sovereign and independent country; that neither the ROC (Taiwan) nor the People’s Republic of China is subordinate to the other; and that the PRC has never governed Taiwan. These are objective facts widely recognized by the international community, as well as the cross-strait status quo. China therefore has no right to interfere with the aforementioned trips by Taiwanese politicians.Vice President Hsiao attended the annual summit of the Inter-Parliamentary Alliance on China in Brussels at the European Parliament on November 7, and former President Tsai delivered a speech at the Berlin Freedom Conference in Germany on November 10. This demonstrates that Taiwan-Europe relations are further deepening and that Europe’s support and regard for Taiwan are growing. Taiwan will continue to work with European nations and other like-minded countries in promoting regional peace, stability, and democratic resilience.
