November 7, 2025No. 454The United States Department of State and Republican members of the House Foreign Affairs Committee have publicly refuted highly inappropriate statements by the Chinese Ministry of Foreign Affairs, which said that the political prerequisite for Taiwan’s involvement in Asia-Pacific Economic Cooperation (APEC) meetings would be participating as a regional economy under the so-called “one China principle.” They have also voiced strong backing for Taiwan’s equal participation in APEC. The Ministry of Foreign Affairs expresses sincere gratitude for these expressions of support.In response to related media inquiries, a spokesperson of the Department of State said that the United States insisted on the full and equal participation of all APEC member economies, including Taiwan, in line with APEC guidelines, rules, and established practices. The spokesperson also noted that China had made a commitment on this matter when it offered to host APEC in 2026. In addition, Republican members of the US House Foreign Affairs Committee stated on the X platform that China had raised the bar for Taiwan’s participation in 2026 APEC despite its earlier promise to allow Taiwan’s equal participation, adding that this was the latest example of Beijing’s coercive and reckless behavior.Minister of Foreign Affairs Lin Chia-lung sincerely thanks the US administration and Congress for extending firm support for Taiwan’s equal participation in APEC. He emphasizes that Taiwan, as a full member of APEC, enjoys the same rights as other member economies. Minister Lin adds that China’s unilateral imposition of political conditions on Taiwan’s attendance at APEC meetings in China not only violates APEC norms, conventions, and practices but also repudiates its own commitment made during the 2024 APEC meeting in Lima.Minister Lin stresses that Taiwan categorically rejects China’s malicious intentions in seeking to undermine and block Taiwan’s participation in APEC next year. Taiwan will coordinate with like-minded countries to jointly defend the core principle and practice that all APEC members enjoy equal status. (E)

MOFA expresses sincere condolences following typhoon damage in central Philippines

Typhoon Kalmaegi recently caused severe flooding in central Philippines, including the province of Cebu. To date, over 110 people have perished and more than 700,000 have been evacuated.
 
Taiwan and the Philippines both face the challenge of natural disasters. In the wake of Typhoon Kalmaegi, the Ministry of Foreign Affairs (MOFA) and the Taipei Economic and Cultural Office in the Philippines (TECO) were quickly alerted to the situation, and TECO promptly extended sincere condolences and sympathies to the Philippines. 
 
According to information currently available to TECO, no Taiwan nationals have been stranded or injured. Search and rescue operations are ongoing. MOFA and TECO will continue to closely follow developments and local rescue efforts.
 
MOFA reminds Taiwan nationals who require assistance while in the Philippines to immediately contact TECO’s 24-hour emergency hotline at 0917-819-4597. (E)

MOFA solemnly condemns China-Russia joint communiqué distorting Taiwan’s sovereignty

Chinese Premier Li Qiang and Russian Prime Minister Mikhail Mishustin issued a joint communiqué on the 30th regular meeting between the Chinese and Russian heads of government following their encounter in Hangzhou, China, on November 3. In the communiqué, Russia emphasized its adherence to the so-called “one China principle,” misrepresented United Nations General Assembly (UNGA) Resolution 2758, and supported the Chinese government’s efforts to realize what it refers to as “national reunification.” As the convergence of Russia and China continues to challenge the international status quo, the Ministry of Foreign Affairs (MOFA) strongly protests these inappropriate claims, which distort Taiwan’s sovereign status.
 
MOFA emphasizes that the Republic of China (Taiwan) is a sovereign and independent democratic nation, that neither the ROC (Taiwan) nor the People’s Republic of China (PRC) is subordinate to the other, and that the Chinese Communist Party regime has never governed Taiwan. No statement attempting to distort Taiwan’s sovereign status can alter the internationally recognized objective facts and status quo.
 
MOFA stresses once again that UNGA Resolution 2758 did not authorize the PRC to represent Taiwan at the United Nations. MOFA calls on the international community to recognize the Chinese government’s authoritarian nature and its attempts to distort UNGA Resolution 2758 through lawfare, which it is using to misrepresent the Taiwan issue as an internal affair, heighten tensions across the Taiwan Strait, and engage in malicious actions that undermine peace and stability.
 
As a responsible member of the international community that stands on the front line of the democratic camp, Taiwan will continue to cooperate with like-minded countries to defend the rules-based international order and advance peace, stability, and prosperity both regionally and globally. (E)

Hong Kong Academy of Finance’s 2026 intake of Financial Leaders Programme is open for application 
     The FLP has consistently received positive feedback from participants, financial regulators, and industry stakeholders since its inauguration in 2022. With the support of the financial regulators in Hong Kong (Note) and the participating institutions, the programme has inspired and equipped participants with the strategic mindset needed to navigate the complexities of today’s financial landscape. It has also provided them with opportunities to engage with distinguished leaders across various sectors and expanded their professional networks.

Auction of vehicle registration marks to be held on November 30

The Transport Department (TD) today (November 11) announced that the auction of vehicle registration marks will be held on November 30 (Sunday) at Meeting Room N201, L2, New Wing, Hong Kong Convention and Exhibition Centre, Wan Chai.

“A total of 200 traditional vehicle registration marks (TVRMs) will be put up for public auction in the morning session, and 139 personalised vehicle registration marks (PVRMs) will be put up for auction in the afternoon session. The list of marks has been uploaded to the department’s website, www.td.gov.hk/en/public_services/vehicle_registration_mark/index.html
People who wish to participate in the bidding at the physical auction should take note of the following points:(ii) the identity document of the purchaser if it is different from the successful bidder;
(iii) a copy of the Certificate of Incorporation if the purchaser is a body corporate; and
(iv) a crossed cheque payable to “The Government of the Hong Kong Special Administrative Region” or “The Government of the HKSAR”. Any bidder who wishes to bid for both TVRMs and PVRMs on the same day should bring along at least two crossed cheques for payment of auction prices (for an auctioned mark paid for by cheque, the first three working days after the date of auction will be required for cheque clearance confirmation before processing of the application for mark assignment can be completed). Successful bidders may also pay through the Easy Pay System (EPS), but are reminded to note the maximum transfer amount on the same day of the payment card. Payment by post-dated cheque, cash, credit card or other methods will not be accepted.

Job fair to offer 2.8k vacancies

The Labour Department will hold the “New Career Start Job Fair for the Middle-aged & Elderly” in Mong Kok on November 13 and 14, offering more than 2,800 job vacancies across various industries, with over 60 organisations participating.

Each day, around 30 organisations will host booths and conduct recruitment. Job seekers can submit applications during the event and may be selected for on-the-spot interviews.

Positions offered include interior designer, technical services supervisor, system administrator, data centre technician, vehicle inspector, traffic supervisor, aero engine repairing mechanic trainee, sales officer, assistant clerk, shop supervisor, bookshop assistant, food production operator, packaging worker, chef, waiter/waitress, security guard, Care-on-Call centre executive, and taxi driver.

Over 80% of the openings are full-time jobs. Most vacancies offer monthly salaries ranging from $12,000 to $25,000. About 95% of the vacancies require a Secondary 7 education level or below. Around 46% are open to job seekers without relevant work experience.

The job fair will be held from 11am to 5.30pm at 1/F, MacPherson Stadium, 38 Nelson Street, Mong Kok. Admission is free, and the final admission time is 5pm each day.

FEHD responds to media enquiries on cremation service

In response to media enquiries on cremation service, the Food and Environmental Hygiene Department (FEHD) gave the following response today (November 10):

The FEHD is committed to providing the public with efficient and dignified cremation service. It has been the FEHD’s performance pledge a cremation session within the next 15 days will be made available to the applicant from the day of application, and the FEHD has been fully meeting the above-mentioned performance pledge over the years. Currently, there is a total of some 350 cremation sessions available at different crematoria from tomorrow (November 11) to November 25. Applications can be submitted online anytime or in person during office hours. Basically, all applicants will be assigned a cremation session immediately, and there are no cases that the applicant cannot obtain a cremation session within 15 days.

Service demands vary with dates and the crematoria. The demand for cremation sessions on holidays and at urban crematoria is generally higher. The FEHD has been closely monitoring the overall supply of cremation sessions to ensure availability of sessions within the 15-day period concerned.

The FEHD has been actively enhancing the quality of various burial services in the recent years. For example, the FEHD has launched the Platform for Cemeteries and Crematoria Services (service platform) (app.fehd.gov.hk/ccsp) with the electronic application process streamlined and personalised services offered. Members of the public can submit applications for all cemeteries and crematoria services managed by the FEHD via the service platform, including cremation services, allocation of public niches, cemetery services, green burial, cremation or keeping services for abortus, free memorial sails and the establishment of the Internet Memorial Service Website (Advanced Planning Version).

Members of the public can also create an integrated service account on the service platform to manage after-death arrangements for multiple deceased individuals, reducing cumbersome procedures. Users can manage multiple applications for the same deceased in a single account and track the application progress of each service at a glance. The service platform supports multiple electronic payment methods, saving time for the public by eliminating the need to visit cemetery and crematorium offices in person for applications and fee payments.
