CE lauds athletes’ performance

With the 15th National Games (NG) drawing to a close today, Chief Executive John Lee expressed gratitude to the central government for its trust in Hong Kong as a games co-host and to the General Administration of Sport of China for it support, and congratulated athletes representing Hong Kong, China on their historic achievements at the games.

Mr Lee highlighted that this was the first time Hong Kong had participated as a host city in the country’s highest-level and largest-scale multisport event, and therefore a significant milestone in the city’s sports development.

Hong Kong hosted eight competition events and one mass participation event, and co-hosted two cross-boundary events, demonstrating close collaboration with Guangdong, and Macau. Mr Lee said this reflected the central authorities’ firm support for the development of the Greater Bay Area (GBA), laying a solid foundation for it to stage more international mega events.

He added that the Hong Kong Special Administrative Region sent its largest-ever delegation to this year’s NG.

“We are thrilled that Hong Kong athletes gave their utmost in the competitions and fully demonstrated their abilities, achieving historic results with a total of 19 medals, including nine gold, two silver, and eight bronze medals in sailing, cycling, tennis, swimming, rugby, triathlon and fencing. Their perseverance, outstanding performances and professional sportsmanship have won them warm applause and high regard, making the people of Hong Kong and myself deeply encouraged, moved and proud.”

As well as congratulating the athletes, Mr Lee also acknowledged the selfless contributions of coaches from the Hong Kong Sports Institute, relevant National Sports Associations and their affiliated clubs, and also medical personnel and support teams.

“I recognise and appreciate their contributions. I would also like to thank various sectors of the community for their support and assistance to the 15th NG, ensuring the smooth running of events in the Hong Kong competition region. The enthusiastic cheers and applause from Hong Kong citizens, who wholeheartedly supported the athletes, have further boosted the community’s passion for sports.”

Mr Lee stressed that the Hong Kong SAR Government spares no effort in pursuing its policy objectives of promoting sports in the community, supporting elite sports, maintaining Hong Kong as a centre for major international sports events, enhancing sports professionalism, and developing sports as an industry.

The Hong Kong SAR Government aims to leverage the achievements of the 15th NG and will continue to promote sports development through various initiatives. These include strengthening support for athletes, stepping up publicity in the community, leveraging the advantages of the Kai Tak Sports Park, and attracting more international sports events to Hong Kong to drive the city’s “sports + mega events” development.

The Chief Executive said that Hong Kong will deepen co-operation with other GBA cities, adding that through complementing each other’s strengths the various cities will jointly advance the development of sports in the GBA.

The 12th National Games for Persons with Disabilities and the 9th National Special Olympic Games will be held from December 8 to 15, with Hong Kong hosting four competition events and one mass participation event.

Mr Lee said Hong Kong will do its utmost to stage a simple, safe and wonderful games along with Guangdong and Macau. He expressed his confidence that various sectors of society will continue to support Hong Kong athletes, spurring them to demonstrate their indomitable spirit in each event.

Travel alert removed for 4 places

The Hong Kong Special Administrative Region Government today removed its Amber Outbound Travel Alert (OTA) for Belgium, France, Indonesia, and the coastal regions of eastern Sabah in Malaysia.

The Government explained that from time to time it reviews the situation of the countries covered by the OTA system and makes corresponding adjustments to the OTA level.

The latest OTA information is available on the Security Bureau’s OTA webpage. The bureau will also issue updates through the media, the bureau’s mobile app and the OTA webpage.

Hong Kong residents who need assistance when travelling outside of Hong Kong can call the Immigration Department’s 24-hour hotline at (852) 1868. Alternatively, they can call the 1868 hotline using network data, use the 1868 Chatbot via the department’s mobile application, send a message to the 1868 WhatsApp assistance hotline or the 1868 WeChat assistance hotline, or submit an online assistance request form.

Moreover, before travelling abroad, Hong Kong residents are encouraged to use the online Registration of Outbound Travel Information service to register their contact details and itinerary, to allow the department to send them practical information when necessary.

Dispute resolution bodies selected

The AALCO Hong Kong Regional Arbitration Centre and the eBRAM International Online Dispute Resolution Centre have been selected to serve, respectively, as the administering body and the technology provider for a sports dispute resolution pilot scheme.

The Department of Justice today announced the results of an invitation for joint proposals for the scheme’s operation.

To be launched by the end of this year, it will operate for a period of two years and provide a dedicated mechanism for resolving sports disputes through mediation and arbitration.

The administering body will provide institutional support for mediation and arbitration procedures. This includes compiling specific rules, recruiting and appointing mediators and arbitrators, devising fee structures, and administering proceedings.

The technology provider will provide the technological infrastructure and support required for the pilot scheme’s operation, with a view to promoting wider use of lawtech and online dispute resolution.

The two selected institutions will immediately commence relevant preparation work.

The Advisory Committee on Sports Dispute Resolution, comprising representatives from the Culture, Sports & Tourism Bureau, the Hong Kong Bar Association and the Law Society of Hong Kong conducted a review of the proposals received based on a set of published assessment criteria.

These covered a wide range of aspects, including organisations’ institutional expertise; their corporate governance frameworks; proposed mechanisms for avoiding conflict in handling cases; and their local and regional networks for promoting sports dispute resolution.

CS attends games press event in SZ

Vice President of the Organising Committee of the 15th National Games (NG) and Chief Secretary Chan Kwok-ki today today attended a press conference held by the Organising Committee of the 15th NG in Shenzhen, alongside relevant officials from the General Administration of Sport of China (GASC), Guangdong Province and the Macau Special Administrative Region.

Mr Chan reflected at the press conference that this year’s NG represents an unprecedented example of sports collaboration among Guangdong, Hong Kong and Macau, showcasing infinite possibilities for the joint development of the Greater Bay Area (GBA).

He said the successful staging of the NG not only enhances Hong Kong’s ability to host large-scale sporting events but also promotes deep integration and collaboration among GBA cities, fostering people-to-people exchanges within the GBA and laying a solid foundation for the three places to co-host future mega events.

Mr Chan outlined that this year’s games marked the eighth time Hong Kong has participated in the NG, and were also the city’s most successful NG as it won a total of 19 medals: nine golds, two silvers and eight bronzes. He said this reflects not only the abilities of Hong Kong’s athletes but also that Hong Kong is moving in the right direction in terms of training elite athletes and formulating policies on sports development. He added that it also demonstrates the effectiveness of joint efforts by the Government and various sectors of the community to promote the development of sports over the years.

The Chief Secretary highlighted that the Hong Kong Special Administrative Region Government has allocated abundant resources to support sports development. It has designated over $1 billion for the Hong Kong Sports Institute in 2025-26 to facilitate training and support for over 1,600 elite athletes. 

He added that the Hong Kong SAR Government will continue to seek to attract international mega sports events to Hong Kong, further promote the local sports industry, enhance professionalism and industrialisation, and leverage large-scale events to boost sports tourism, related support services and relevant innovative services, all with a view to building a more comprehensive sports industry ecosystem.

The Hong Kong SAR Government will also continue to promote sports at the community and school levels, increase and optimise sports and recreational facilities, and encourage all sectors to jointly cultivate a strong sporting culture, Mr Chan said.

He stressed that the historic results achieved by Hong Kong athletes in the 15th NG present a golden opportunity for Hong Kong’s sports development, and explained that the Hong Kong SAR Government will work together with all sectors to convert that success into long-term momentum, improve local sports standards and promote a culture of sports for all. This will position sports as a vital force in uniting society and enriching cultural life, thereby benefitting ordinary people, he said.

Mr Chan added that hosting the 15th NG has not only elevated the international image of the entire GBA, but will also result in substantial and lasting benefits in areas such as infrastructure, talent development and regional collaboration. These outcomes will continue to exert a positive influence and inject new momentum into Hong Kong’s long-term development, he said.

He stated that world-class facilities such as the Kai Tak Sports Park (KTSP) are significant platforms for promoting Hong Kong’s sports and tourism industries. The KTSP hosted rugby sevens, handball and fencing events during the 15th NG, demonstrating its ability to host international competitions. In particular, the Kai Tak Stadium, which accommodates 50,000 spectators, significantly enhances Hong Kong’s competitiveness in hosting large-scale competitions.

The Chief Secretary remarked that the NG fully demonstrated Hong Kong’s capabilities in event organisation and management. In preparing for the games, he said, Hong Kong cultivated a group of professionals who have a global perspective and will continue to play key roles promoting and supporting the development of Hong Kong’s sports industry. In addition, the Hong Kong competition region appointed over 16,000 volunteers, forming the largest-ever event volunteer team, a powerful social force that establishes a solid societal foundation for Hong Kong’s long-term sports development.

Mr Chan underlined that the 15th NG has significantly enhanced the overall international image and influence of the GBA, further solidified Hong Kong’s status within the international sports arena, and generated tangible benefits in areas such as tourism promotion and talent attraction. He said these achievements will greatly contribute to Hong Kong’s development. foster regional integration and promote cultural exchanges and trade collaboration in the GBA.

He added that Hong Kong will maintain close co-operation with the GASC to further promote the joint development of the sports industry in the GBA and attract more major events, thereby contributing to the establishment of a world-class bay area and the country’s efforts to become a sporting powerhouse.

Other officials attending today’s press conference included GASC Deputy Director Tong Lixin; Vice President of the Organising Committee of the 15th NG and Standing Committee member of the CPC Guangdong Provincial Committee, Wang Xi; and Vice President of the Organising Committee of the 15th NG and Secretary for Social Affairs & Culture of the Macau Special Administrative Region Government O Lam.

P1 admissions to be announced

Primary One discretionary places for September 2026 will be released next Monday, the Education Bureau announced today.

Of the 37,581 children applying for discretionary places at government and aided primary schools this year, 19,656 will be offered places in these schools.

Among them, 9,477 have siblings studying or parents working at the schools that they have applied to. The remaining 10,179 have been selected according to the Points System.

Parents who have already activated their Primary One Admission e-platform (ePOA) account can check the results via the e-platform from 10am on Monday.

They can also bring their copy of the paper application form and check the results at the school they have applied to between the hours of 9am and 5pm.

Parents whose children have been offered a discretionary place should register their children next Wednesday or Thursday.

For parents of children who have failed to secure a discretionary place or who have opted for Central Allocation only, the bureau will inform them in writing in mid-January 2026 to make choices of schools for Central Allocation via ePOA from January 19 to 25 or at a designated Central Allocation Centre on January 24 or 25.

Présentation du bilan du Grenelle calédonien contre les violences conjugales et intrafamiliales

À l’occasion de la Journée internationale pour l’élimination de la violence à l’égard des femmes, Jacques Billant, haut-commissaire de la République, Isabelle Champmoreau, membre du gouvernement chargée des questions relatives à la famille et à l’égalité entre les femmes et les hommes, et Yves Dupas, procureur de la République, animeront une conférence de presse afin de présenter le bilan du Grenelle calédonien contre les violences conjugales et intrafamiliales et de dresser des perspectives. 

Seront également présents le procureur général Camille Mansioni, le premier président de la Cour d’appel Bruno Karl et le président du tribunal de première instance Gérald Faucou.

Cette conférence se tiendra lundi 24 novembre à 15 heures, à la résidence du haut-commissaire,

Elle sera l’occasion de présenter les actions du gouvernement prévues à l’occasion de la journée du 25 novembre.

Campus N : construire les filières de formation numérique de la Nouvelle-Calédonie de demain

Christopher Gygès, membre du gouvernement chargé de l’économie et du numérique a présenté ce 20 novembre, le projet Campus N, en présence des membres du gouvernement Naïa Wateou, chargée du travail, de l’emploi et de la fonction publique et Samuel Hnepeune, chargé de la formation professionnelle, ainsi que du consortium du Campus N. S’inscrivant dans le programme France 2030, il a pour ambition de développer massivement et de coordonner la formation au numérique pour augmenter le nombre de professionnels qualifiés en Nouvelle-Calédonie.

Afin de répondre à une tension sur les métiers du numérique et dans l’optique de soutenir la stratégie de reconstruction et de refondation de la Nouvelle-Calédonie, le gouvernement, en partenariat avec un consortium composé de l’Université de la Nouvelle-Calédonie (UNC), du Vice-rectorat, de la Chambre de commerce et d’industrie (CCI) et du Fonds interprofessionnel d’assurance formation (FIAF), lance le projet Campus N. D’un coût total de 356 800 000 francs (2,99 millions d’euros), ce projet est financé à hauteur d’environ 238 000 000 de francs (2 millions d’euros) dans le cadre du programme France 2030.

Christopher Gygès est revenu sur l’origine du projet : « Campus N est un projet du gouvernement de la Nouvelle-Calédonie, avec l’Université, la CCI, le FIAF et le vice-rectorat. On a candidaté à l’appel à projets France 2030 métier d’avenir. En concurrence avec de nombreuses collectivités métropolitaines, on a été lauréat ».

 

 

Intitulé « Construisons ensemble les filières de formation numérique de la Nouvelle-Calédonie de demain », il entend :

  • former une main-d’œuvre qualifiée dans les métiers numériques en forte tension ;
  • accélérer la transition numérique des entreprises et de la fonction publique locale ;
  • structurer durablement la filière de formation sur le territoire.

Le membre du gouvernement a expliqué les ambitions du projet : « Campus N vise à participer à la diversification économique calédonienne en formant des jeunes Calédoniens aux métiers du numérique, tout en s’adaptant aux besoins des entreprises ».

Les trois axes stratégiques du projet

Le projet Campus N déploie un plan d’action massif et concerté sur 36 mois, structuré autour de trois piliers fondamentaux. L’objectif est de passer d’une offre de formation fragmentée à un écosystème numérique unifié, visible et performant.

            Axe 1 : Accompagner l’évolution de l’offre de formation

Cet axe vise à combler le déficit quantitatif et qualitatif de l’offre de formation, en créant de nouveaux parcours et en garantissant une montée en compétences dans les domaines cruciaux du numérique.

Action 1 : Adaptation de l’offre initiale et par alternance

  • Création de nouveaux diplômes : lancement d’une formation Bac+3 d’administrateur d’infrastructures sécurisées par alternance à la CCI, d’une licence MIASHS (Data Analyst) et d’une classe universitaire préparatoire aux grandes écoles (CPGE) à dominante informatique, facilitant l’accès aux écoles d’ingénieurs.
  • Fluidité des parcours : mise en place de passerelles facilitées entre les BTS (CIEL, SIO) et les licences de l’UNC pour augmenter le taux de poursuite d’études jusqu’au niveau Bac+5.
  • Modules transversaux : déploiement de modules courts et essentiels sur l’intelligence artificielle (IA), la cybersécurité et le numérique responsable pour les élèves de BTS, les étudiants universitaires et les alternants.

Action 2 : Formation continue des formateurs et enseignants

  • Montée en compétences experte : organisation d’événements intensifs comme la “Quinzaine de l’IA” et la “Semaine de la cybersécurité”, avec l’intervention d’experts externes, pour former les enseignants et formateurs locaux.
  • Référentiel UNESCO : le programme IA s’appuiera sur le cadre de l’UNESCO, visant l’acquisition de compétences à différents niveaux pour garantir une intégration pédagogique réussie de l’IA.
  • Recherche et éthique : un projet de recherche de l’UNC analysera l’appropriation de l’IA par les enseignants, débutant par la rédaction d’une charte d’utilisation de l’IA.

Action 3 : Création de parcours de reconversion et de reclassement

  • Reclassement de salariés : le FIAF met en place un dispositif de reclassement permettant à 20 salariés d’accéder à des parcours diplômants en e-learning dans les métiers du numérique, renforcés par un mentorat et tutorat local.
  • Reconversion demandeurs d’emploi : un parcours de deux mois sera créé, utilisant la plateforme PIX pour l’acquisition d’un socle de compétences numériques, avec pour objectif la reconversion de 75 demandeurs d’emploi sur trois ans, un modèle documenté pour être reproductible.

 

Axe 2 : Développer une offre de services mutualisée

Cet axe vise à optimiser les ressources et à coordonner les efforts des membres du consortium pour plus d’efficience et de qualité.

Action 4 : Gestion et suivi mutualisés des stages et mobilité

  • Plateforme mutualisée : création d’une plateforme unique pour mettre en relation les étudiants et les entreprises autour d’offres de stages, de projets tutorés et d’études de cas, en coordination avec la CCI et son réseau.
  • Junior Entreprise : mise en place d’un fonctionnement de type « prestation de consultant junior » pour encadrer les projets tutorés et apporter des solutions numériques concrètes aux entreprises non-numériques.
  • Mobilité : désignation d’un référent mobilité pour promouvoir activement les stages à l’international (Erasmus, Australie, Nouvelle-Zélande) et enrichir l’expérience des stagiaires.

Action 5 : Mutualisation de la conception et du déploiement de formations

  • Coordination pédagogique : le coordinateur pédagogique du Campus N pilotera l’ingénierie de formation pour harmoniser les contenus et optimiser la venue d’experts externes.
  • Plateforme LMS : acquisition d’une plateforme LMS (Learning Management System) mutualisée dès 2025 pour centraliser les modules de formation, diffuser les contenus et assurer le suivi des compétences par l’utilisation d’Open Badges.
  • Déploiement PIX : déploiement du dispositif et de la certification PIX à un public élargi (scolaires, étudiants, demandeurs d’emploi, salariés) avec un coordinateur dédié.

Action 6 : Mise en place d’équipements mutualisés

  • Plateaux techniques : partage des plateaux techniques existants des membres du consortium et mise en place d’une plateforme de gestion des ressources partagées.
  • Station N : la Station N est identifiée comme le futur lieu d’accueil et l’établissement support du campus des métiers et des qualifications (CMQ) (voir-ci-dessous), avec la création d’une salle de formation moderne et adaptée aux besoins du marché.

Axe 3 : Renforcer l’attractivité des métiers et des filières

Pour résoudre la tension sur l’emploi, il est indispensable de rendre les métiers du numérique plus visibles et attractifs.

Action 7 et 8 : Promotion et communication ciblées

  • Valorisation des événements : intégration accrue du monde éducatif aux événements phares comme le Hackagou (CTF), le Dataviz Challenge et le salon Numeriboost.
  • Rôle sociétal : mise en avant du rôle du numérique dans la société, notamment via le « Safe Internet Day » et la Semaine du numérique.
  • Diversité et stéréotypes : promotion de la diversité des profils en mettant en lumière des ambassadeurs de la filière et en développant l’adhésion à des associations promouvant la mixité (Elles bougent, Femmes numériques).

Un pilotage collaboratif

La réussite de ce projet repose sur la coopération et la mutualisation des moyens des membres du consortium. Deux instances assureront le suivi de ce projet :

  • un comité de pilotage qui se réunit mensuellement pour assurer le suivi de l’avancement des actions, ainsi que l’ajustement et la validation des indicateurs ;
  • un comité des directeurs/présidents qui, annuellement, valide le plan d’action global et assure la cohérence avec les stratégies internes de chaque structure membre.

Le recrutement d’un responsable de projet Campus N dédié et externe aux structures est prévu. Il assurera la coordination des huit actions réparties sur les trois axes.

Enfin, un processus d’amélioration continue sera mis en place, s’appuyant sur des indicateurs de suivi précis et des enquêtes de satisfaction régulières auprès des apprenants et des entreprises.

Vers un campus des métiers et des qualifications

L’ambition ultime du projet Campus N est sa pérennisation au-delà du financement France 2030 (2028). Les actions menées sur 36 mois sont la phase de structuration qui doit aboutir à la création du campus des métiers et des qualifications (CMQ) dédié au numérique.

  • Labellisation CMQ : le responsable de projet travaillera, dès 2026, à la constitution du dossier de labellisation du CMQ.
  • Structure d’accueil : le futur CMQ sera hébergé au sein de la Station N, qui fournira le support logistique et l’équipement mutualisé (notamment la nouvelle salle de formation numérique).
  • Financement durable : dès 2028, un poste de directeur opérationnel du CMQ sera co-financé par le Vice-rectorat et le gouvernement, garantissant la poursuite des synergies et des actions développées.

En consolidant l’offre, en renforçant l’attractivité et en assurant une gouvernance partagée, Campus N représente l’acte fondateur d’une filière numérique calédonienne solide, innovante et durablement compétitive.

All 15th National Games competitions in Hong Kong conclude

The final two competition events of the 15th National Games (NG) in Hong Kong, fencing and basketball (Men’s U22), concluded their last day of competition today (November 20), marking the successful completion of all events in the Hong Kong competition region.

The fencing event took place at the Kai Tak Arena. There were 12 events in total, including men’s and women’s individual and team foil, épée, and sabre competitions. A total of 317 athletes from 39 provinces, cities, and organisations competed for medals, with Hong Kong sending 12 male and 12 female athletes. Among them, Aaron Ho captured the silver medal in the men’s sabre individual event, and Kaylin Hsieh and Cheung Ka-long both earned bronze medals in the women’s épée individual event and the men’s foil individual event respectively. Additionally, the Hong Kong team won the gold medal in the men’s foil team competition. A total of 12 gold medals were awarded over six days of competition. The winning athletes and teams are as follows:

　　  The 15th NG of the People’s Republic of China The Hong Kong Jockey Club Trophy Basketball (Men’s U22) Competition was held at the Hong Kong Coliseum in Hung Hom. Over 150 athletes from 13 teams from the Mainland and Hong Kong participated in the competition. Among them, Hong Kong sent 16 athletes to compete. The winning teams are as follows:

In this year’s National Games, the Hong Kong Special Administrative Region sent 602 athletes to participate in 28 competition events, achieving nine gold, two silver, and eight bronze medals, for a total of 19 medals, setting historical records.

​The spokesperson for the National Games Coordination Office (Hong Kong) said that the 15th NG is a mega sports event jointly organised by Guangdong, Hong Kong and Macao for the first time. It has not only deepened sports co-operation and exchanges between Hong Kong and the Mainland, but also fully demonstrated the Greater Bay Area’s capability in hosting major events. The spokesperson expressed gratitude to government departments and relevant organisations for their full support and assistance, which enabled all events in the Hong Kong competition region to be held smoothly. The spokesperson also sincerely thanked various sectors of the community and volunteers for their enthusiastic participation, allowing athletes and spectators visiting Hong Kong to experience the city’s hospitality.

In addition, the 12th National Games for Persons with Disabilities (NGD) and the 9th National Special Olympic Games (NSOG) will be held from December 8 to 15. Hong Kong will stage four competition events of the 12th NGD and the 9th NSOG, among which NGD competition events, featuring boccia, wheelchair fencing and table tennis (TT11), are ticketed events. Delegation of Chinese Center for Disease Control and Prevention visits DH to exchange on efforts and achievements in surveillance, prevention and control of communicable diseases      
     “The Hong Kong Special Administrative Region (HKSAR) is actively aligning with the overall disease control and prevention strategy of our country by continuously enhancing our emergency response capacities to public health emergencies and delivering high-quality public health services. The CHP of the DH and the CDC have maintained close co-operation and exchanges. In July 2023, the CDC signed a memorandum of understanding with the CHP and collaboration in the field of public health has been proactively expanded, including integrating the HKSAR’s Field Epidemiology Training Programme with the Chinese Field Epidemiology Training Programme and arranging trainees to undergo one-year practical training in the Chinese Mainland. In addition, the CDC also regularly sends observers to Hong Kong to participate in public health exercises organised by the CHP. The observers provided valuable insights,” said Dr Lam.
      
     During the meeting, the officers of CHP of the DH briefed Professor Wang on the DH’s effort and achievements in various areas, including work and strategies on surveillance, prevention and control of communicable diseases; the operation of the Territory-wide Sewage Surveillance Programme; the latest developments in the Field Epidemiology Training Programme; emergency response measures for communicable diseases; collaboration with international health organisations in the prevention and control of communicable diseases; efforts to combat antimicrobial resistance; and measures to prevent and control non-communicable diseases.
      
     Professor Wang expressed strong affirmation of the effectiveness of the HKSAR’s efforts in the surveillance, prevention and control of communicable diseases.
      
     Dr Lam said the DH will continue to enhance Hong Kong’s resilience and capacity in responding to communicable diseases by aligning with the relevant national public health policy frameworks. He also looked forward to further strengthening co-operation and exchange with the CDC, sharing experiences, resources, and achievements in the prevention and control of communicable diseases as well as the development of public health system. This collaboration aims to jointly contribute to the construction of Healthy China and enhance public health security at both the national and global levels.
