     The Financial Secretary of the Hong Kong Special Administrative Region Government, Mr Paul Chan, accompanied the members of the publicity delegation, who visited Hong Kong to speak on the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC), to visit the Northern Metropolis this afternoon (November 24). The members were the President of the Chinese Academy of Sciences, Mr Hou Jianguo, and the Deputy Director of the Office of the Central Commission for Financial and Economic Affairs and the Deputy Director of the Office of the Central Leading Group for Rural Affairs, CPC, Mr Zhu Weidong. 

     The two members of the publicity delegation first visited the Kwu Tung North New Development Area to understand the planning and construction progress of the Area and the whole Northern Metropolis. The Area, primarily focused on residential communities as well as government and community facilities, is the first new development area in the Northern Metropolis to enter the construction phase. The publicity delegation visited the site office to conduct an on-site inspection of the construction progress.

     The members of the publicity delegation then visited the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone. The Co-operation Zone consists of the Hong Kong Park and the Shenzhen Park. Located on the two sides of the Shenzhen River, it is established under the vision of “one zone, two parks”. The Hong Kong Park will be officially open in December this year. The first batch of wet laboratory facilities starting operation in the Hong Kong Park provides important support for the life and health technology industry, in which Hong Kong holds strategic advantages. The members of the publicity delegation visited the wet laboratory facilities and talent accommodations, and exchanged views with innovation and technology enterprises that have already settled in the Park and specialise in life and health technology, artificial intelligence and robotics technologies respectively. They were also briefed on the future development of the Park by the Park’s representatives and learned about the Park’s operation. 

     During the inspection at the Northern Metropolis, members of the publicity delegation had in-depth interactions and exchanges with the management staff of the relevant development and representatives of enterprises. The members noted that the Fourth Plenary Session of the 20th CPC Central Committee outlined a series of key initiatives promoting the long-term prosperity and stability of Hong Kong, and expressed hope that everyone can grasp the opportunities in the formulation and implementation of the 15th Five-Year Plan, leveraging Hong Kong’s distinctive advantages and vital functions of enjoying the strong support of the motherland while being closely connected to the world. This will speed up the development of the Northern Metropolis, accelerate Hong Kong’s development into an international innovation and technology centre, as well as its integration into and contribution to the broader national development landscape. 

     The Deputy Financial Secretary, Mr Michael Wong; the Secretary for Development, Ms Bernadette Linn; the Secretary for Innovation, Technology and Industry, Professor Sun Dong, and others accompanied the publicity delegation during the inspection.

Secretary for Security considers prohibiting operation of “Hong Kong Parliament” and “Hong Kong Democratic Independence Union” in Hong Kong

     The Secretary for Security today (November 24), in considering whether to make orders under the Safeguarding National Security Ordinance (SNSO) to prohibit the operation or continued operation of the “Hong Kong Parliament” and the “Hong Kong Democratic Independence Union” in the Hong Kong Special Administrative Region (HKSAR), has issued written notices to the two organizations respectively, allowing them to make representations before such orders are made.
 
     A spokesman for the Security Bureau said, “Pursuant to section 60(1) of the SNSO, if the Secretary for Security reasonably believes that it is necessary for safeguarding national security to prohibit the operation or continued operation of an organization specified in subsection (3) of that section in the HKSAR, the Secretary for Security may, by order published in the Gazette, prohibit the operation or continued operation of the organization. Having carefully considered all relevant information, the Secretary for Security takes the preliminary view that there are reasonable grounds to believe that it would be necessary for safeguarding national security to prohibit the operation or continued operation of these two organizations in the HKSAR and, as such, allows the two organizations to make representations, in accordance with section 60(4) of the SNSO, before making a final decision.
 
     “The two organizations in question aim to subvert state power. Their objectives include promoting ‘self-determination’, making the ‘Hong Kong Constitution’, and overthrowing or undermining the basic system of the People’s Republic of China established by the Constitution of the People’s Republic of China or overthrowing the body of central power of the People’s Republic of China or the body of power of the HKSAR.
 
     “If the Secretary for Security finally decides to make orders to prohibit the operation or continued operation of the ‘Hong Kong Parliament’ and the ‘Hong Kong Democratic Independence Union’ in the HKSAR, the two organizations will become ‘prohibited organizations’. Any person who engages in acts specified in sections 62 to 65 of the SNSO commits an offence, including acting as an officer-bearer or a member of a prohibited organization; participating in any activity or meeting of a prohibited organization; inciting any other person to become a member of a prohibited organization; and giving aid of any kind to or procuring any subscription or aid for a prohibited organization, and is liable upon conviction to a fine of HK$1,000,000 and imprisonment for 14 years.
 
     “Endangering national security is a very serious offence. Such acts or activities may lead to extremely grave consequences. The Government of the HKSAR will, as always, resolutely, fully, and faithfully implement the Hong Kong National Security Law, the SNSO, and other relevant laws of the HKSAR for safeguarding national security to effectively prevent, suppress, and impose punishment for acts and activities endangering national security in accordance with the law, and prohibit the operation of organizations that engage in activities endangering national security in the HKSAR.”

Special traffic and transport arrangements for Hong Kong Cyclothon this Sunday

Special traffic and transport arrangements for Hong Kong Cyclothon this Sunday 
     All the four events of the Cyclothon (including two rides and two races) will start at Salisbury Road near the Empire Centre in Tsim Sha Tsui East in phases. The major road sections covered include Kowloon Park Drive, Austin Road West, Nga Cheung Road elevated road, the West Kowloon Highway, the Cheung Tsing Tunnel, the Tsing Ma Bridge, the Ting Kau Bridge, the Nam Wan Tunnel, the Stonecutters Bridge, the Eagle’s Nest Tunnel, the Sha Tin Heights Tunnel and Nga Cheung Road, and will finish at the Jordan Road flyover. Subject to the arrangements and progress of the events, the above road sections will be reopened in phases before around 11.45am on that day.
 
     During the road closure period, 155 bus routes (including 65 KMB routes, 34 Citybus routes, 28 cross-harbour bus routes, 27 Long Win Bus routes and one New Lantao Bus route) and 15 green minibus routes will be affected and subject to diversions, truncations, suspensions or relocations of stops in phases until the reopening of roads. The Star Ferry Bus Terminus and China Ferry Terminal Public Transport Interchange will be suspended from 2.30am until around 10.30am on Sunday. Roadside parking spaces within the closed roads will also be suspended.
 
     The above road closure arrangements will not affect vehicles from Hong Kong Island/Kowloon/New Territories East heading for the airport and Lantau Island. Due to the closure of the Ting Kau Bridge (Kowloon bound), motorists travelling from New Territories West to the airport and Lantau Island via Tuen Mun Road or the Tai Lam Tunnel will be diverted via Tsuen Wan Road, the Tsuen Tsing Interchange, Tsing Tsuen Road, the Tsing Tsuen Bridge, the Tam Kon Shan Interchange and Tsing Yi North Coastal Road heading for the Tsing Ma Bridge.
 
     Both directions of the Western Harbour Crossing will remain in normal operation. Due to the closure of the West Kowloon Highway (Western Harbour Crossing bound), motorists travelling from New Territories West or Kowloon West to Hong Kong Island will be diverted via the slip road of Lin Cheung Road (northbound) near the Civil Aid Service Headquarters heading for the Western Harbour Crossing.
 
     The TD appeals to the public to pay attention to the temporary road closures and public transport service adjustment arrangements on that day. Due to extensive road closures, the TD anticipates that Kowloon bound traffic on the Lantau Link, Kowloon bound traffic on Tsuen Wan Road, Kowloon Station bound traffic on Jordan Road, Tsim Sha Tsui bound traffic on Ferry Street, Jordan bound traffic on Hoi Wang Road, Lin Cheung Road, and Canton Road in the sections south of Jordan Road and in the vicinity of Harbour City will be more significantly congested compared to normal Sundays. Motorists are advised to avoid driving to the affected areas, and in case of traffic congestion, motorists should exercise patience, drive with care and follow the instructions of the Police on-site.
 
     Members of the public should plan their journeys early to avoid unexpected delays, and use public transport services (particularly railway services) as far as possible and pay attention to the arrangements of temporary route diversions and relocations of stops. Those heading for the West Kowloon Cultural District, the Kowloon Station for the Airport Express Line or boundary control points (including Hong Kong West Kowloon Station of the Guangzhou-Shenzhen-Hong Kong Express Rail Link and the China Ferry Terminal) are advised to plan their journey early to avoid any delay caused by road closures and traffic diversions. They may browse the TD’s website (www.td.gov.hk 
     The TD and the Police will closely monitor the traffic situation. Other temporary road and traffic control measures, including adjusting the extent of road closures and alteration or suspension of public transport services, may be implemented by the Police at short notice depending on the actual traffic conditions. Members of the public are advised to stay alert to the latest traffic news through the media.

EPD convictions in October 
     Five of the convictions were under the Air Pollution Control Ordinance, six were under the Noise Control Ordinance, one was under the Public Cleansing and Prevention of Nuisances Regulation, three were under the Product Eco-responsibility Ordinance, and eight were under the Waste Disposal Ordinance.
 
     A company was fined $50,000, which was the heaviest fine in October, for failing to take measures to control air pollutant emission.

Temporary suspension of Mobile Library 3, 7 and 9 services

     Mobile Libraries 3, 7 and 9 will suspend services during designated periods in December for routine maintenance, a spokesman for the Leisure and Cultural Services Department announced today (November 24).

     Mobile Library 9 will suspend services from December 1 to 6. The affected service points are South Horizons in Ap Lei Chau, Sheung Wan Cultural Square, Tin Wan Estate in Aberdeen, Oi Tung Estate in Aldrich Bay, Tai Hong Street in Lei King Wan and Heng Fa Chuen in Chai Wan.      Mobile Library 3 will suspend services from December 8 to 20. The affected service points are Prime View Garden, Siu Hong Court, Leung King Estate, Shan King Estate, Sam Shing Estate, and Fu Tai Estate in Tuen Mun; Kingswood Country Club and Tin Ching Estate in Tin Shui Wai; Sheung Tsuen Park, Wang Chau, San Tin, Long Shin Estate and Fairview Park in Yuen Long. FS to visit UK and Italy

The Financial Secretary, Mr Paul Chan, will depart for Europe late tonight (November 24) for visits to London, the United Kingdom, and Milan, Italy.

During his stay in London from November 25 to 26, Mr Chan will attend a series of events, including the “Hong Kong Dinner” hosted by the Hong Kong Trade Development Council (HKTDC), and a luncheon organised by the Hong Kong Association (Note). He will also meet with local business and financial leaders, as well as representatives of family offices, to update them on the latest developments in Hong Kong and promote the city’s advantages.

Mr Chan will then visit Milan from November 27 to 28. He will lead a delegation of around 80 members to participate in the “Think Business, Think Hong Kong” promotional event and the “Hong Kong Dinner”, both organised by the HKTDC. The delegation comprises representatives from various government agencies, including the Hong Kong Monetary Authority, the Office for Attracting Strategic Enterprises and Invest Hong Kong; public organisations such as Hong Kong Exchanges and Clearing Limited, the Hong Kong Science and Technology Parks Corporation, the Hong Kong Tourism Board, and the West Kowloon Cultural District Authority; as well as industry organisations and enterprises from sectors including finance, artificial intelligence, information technology, biotech, logistics, design and professional services.

While in Milan, Mr Chan will also meet with local industrial and business leaders and corporate executives.

Mr Chan will depart Milan at around noon on November 28 (local time) and return to Hong Kong in the morning of November 29 (Hong Kong time). During his absence from Hong Kong, the Deputy Financial Secretary, Mr Michael Wong, will act as the Financial Secretary.

JOINT NEWS RELEASE BETWEEN FMAS, NEA AND NHB

Singapore, 24 November 2025 – Themed “Honouring Hawkers, Celebrating a Nation,” the Singapore Hawkers’ Celebration and Awards 2025 paid tribute to the passion and perseverance of Singapore’s hawkers who keep the nation’s food heritage alive for the community. The awards are organised by The Federation of Merchants’ Associations, Singapore (FMAS) and supported by the National Environment Agency (NEA) and National Heritage Board (NHB). This year marked special significance with the SG60 milestone and the fifth anniversary of hawker culture’s inscription on the UNESCO Representative List of Intangible Cultural Heritage, with hawker centres continuing to play a significant role in our national identity and heritage. The award ceremony was held during a celebratory lunch that brought together hawkers, industry partners, and community representatives to honour their achievements.

2          The event recognised nine exemplary hawkers for their contributions to tradition, innovation, and mentorship, alongside the winners of the Favourite Hawker Centre Award and the newly introduced Healthier Dining Hawker Centre Award. These awards were presented by Guest of Honour Ms Goh Hanyan, Senior Parliamentary Secretary, Ministry of Sustainability and the Environment & Ministry of Culture, Community and Youth. Honouring Singapore’s heritage, enterprise, and mentorship

3          Mr Sumadi Bin Sapari, third-generation hawker of Warong Pak Sapari, which has been in operation for over 50 years, is one of the recipients of the Hawker Heritage Award. This award honours time-tested hawker businesses that have successfully passed down management skills and culinary traditions through generations. Mr Sumadi is dedicated to preserving his family’s legacy. In 2017, he launched the family’s signature paste and extended supply to hawker stalls and major supermarkets. He continues to maintain the flavours of authentic Mee Rebus and Mee Soto with extensive research and development. His commitment to heritage and quality has earned strong industry recognition for Warong Pak Sapari, including a place on the Michelin Bib Gourmand list since 2023.

4          Ah Kiat Wanton Mee’s Mr Sin Kok Yin is a recipient of the Enterprising Hawker Award, an award category that celebrates hawkers who have innovated and implemented new business models, strategies, or tools to grow their businesses. Mr Sin has created new dishes inspired by his travels, while maintaining traditional methods and improving productivity with machinery. For instance, he has incorporated salted egg into Wanton Mee, a quintessential hawker dish in Singapore, while making pork lard and Char Siew from scratch. Mr Sin also leverages social media to grow his brand and is attentive to customers’ preferences.

5          The Outstanding Hawker Mentor Award category celebrates individuals who have generously shared their time and expertise with aspiring hawkerpreneurs. Mdm Tee Chun Moy, owner of Rong Xing Yong Tau Fu, brings with her 41 years of experience of making and selling Yong tau foo based on her grandmother’s recipes. In nearly a decade, Mdm Tee has mentored nine aspiring hawkers, driven by her passion to keep hawker culture alive. She guides them every step of the way, from preparing Yong tau foo to making the winning mixture of sweet dark sauce and chilli. Some of her mentees have successfully started their own businesses and she continues to stay connected with them. Mdm Tee is committed to her craft while coming up with healthier recipes, and hopes to inspire even more hawkerpreneurs in the future.

6          The Singapore Hawkers’ Awards continuously recognise the innovative and entrepreneurial spirit of hawkers operating cooked food stalls at hawker centres managed by NEA and NEA-appointed operators. Nominations for the awards are submitted by FMAS members, Hawkers’ Associations, or individual hawkers. These are then evaluated by an independent panel of five judges, comprising hawker advocates and representatives from both the public and private sectors with extensive expertise in Singapore’s food and beverage industry.

Awards Recognising Hawker Centres

7          Returning for the second year, the Favourite Hawker Centre Award continues to rally Singaporeans in celebrating hawker centres that have become cherished community dining rooms – spaces where delicious food and warm memories come together. Bukit Canberra Hawker Centre has emerged as this year’s favourite via public vote, with its vibrant atmosphere, diverse offerings, and enduring community spirit.

8          The Healthier Dining Hawker Centre Award, a new award category launched in collaboration with the Health Promotion Board (HPB), recognises hawker centres that encourage healthy eating by serving food made with healthier ingredients. It underscores the important role hawkers play in promoting healthy eating as they dish out well-loved flavours of our Singapore heritage. Five hawker centres with the highest proportion of stalls using healthier ingredients were shortlisted, and the public was invited to cast their votes online for their preferred hawker centre.

9          Bukit Canberra Hawker Centre is the inaugural recipient of this award. The centre has shown exceptional support in promoting healthier dining, with majority of the stalls adopting healthier ingredients. Canopy Hawkers Group (CHG), which manages the hawker centre, encourages stallholders to adopt healthier ways of cooking. Beyond educating them on the importance of sodium reduction, CHG helps stallholders make the switch to lower-sodium ingredients, by providing samples of these healthier alternatives. Additionally, healthier choices available at Bukit Canberra Hawker Centre are actively promoted to patrons. Together, these efforts reflect dedication to empowering stallholders and patrons to make better dietary choices.

10        “Introducing the Healthier Dining Hawker Centre Award in partnership with HPB highlights how our hawker community continues to evolve by embracing healthier dining practices. By offering healthier choices while preserving the flavours and traditions of Singaporean cuisine, our hawkers are also inspiring the community to make mindful food choices. It is heartening to see our hawkers lead by example, showing that delicious, traditional dishes can also be healthier,” says Mr Anthony Low, PBM, Chairman of FMAS Hawkers’ Division.

11        “Our hawkers are at the heart of Singapore’s identity. The FMAS Hawkers’ Division plays a vital role in preserving and promoting this cherished legacy, through strong partnerships with stakeholders such as the Hawkers’ Associations, NEA, NHB and HPB. Healthier Dining Hawker Centre Award

This Award, introduced in collaboration with the Health Promotion Board, recognises hawker centres that promote healthier eating by using healthier ingredients such as lower-sodium salt, sauces and seasonings, wholegrain rice or noodles, and healthier oils.

Four-party sports pact signed

Chief Executive John Lee, on behalf of the Hong Kong Special Administrative Region Government, has signed a sports co-operation agreement with Director of the General Administration of Sport of China Gao Zhidan, Governor of Guangdong Province Meng Fanli, and Chief Executive of the Macao Special Administrative Region Sam Hou-fai, to strengthen sports co-operation and promote integrated development.

The agreement was signed in Shenzhen during the 15th National Games.

Its key provisions include strengthening sports exchanges and co-operation between the Chinese Mainland, Hong Kong and Macau; supporting the integrated development of sports in the Greater Bay Area; and strengthening co-ordination within international organisations such as the Association For International Sport for All and the Asian Sport for All Association.

The agreement will also strengthen co-operation on elite sports, enhance youth sports exchanges and promote co-operation with regard to sports industries. It jointly promotes the spirit of Chinese sports and cultivates Chinese sporting culture, enhances exchanges in sports science and research, strengthens sports governance between the Chinese Mainland, Hong Kong and Macau. It also safeguards the overall interests of the nation and strengthens communication on issues of mutual concern in international sports affairs.

Mr Lee said the four-party agreement carries forward the spirit of unity fostered through the co-hosting of the 15th National Games, and signifies a new stage of co-operation among the three places.

Under the agreement’s strategic framework, the Hong Kong SAR Government will capitalise on the distinctive advantages of “one country, two systems” to promote the integrated development of sports in the bay area, he added.

“We will deepen the co-operation in areas such as consolidation of sports resources, joint hosting of sports events, integration of sports industries and nurturing of talents, thereby contributing to the building of China as a leading sporting nation.”
