Driving tests (including road tests and written tests) scheduled at or before 1pm will be cancelled. Candidates will be individually informed of the rescheduled test appointment. The meeting of Subcommittee on Proposed Resolution under Section 46 of the Mandatory Provident Fund Schemes Ordinance originally scheduled at 10.45am will not be held today.
Public services in LegCo Complex
The services of the LegCo Public Complaints Office, the LegCo Library, the LegCo Archives as well as guided tours and education service will be suspended. Services will be resumed two hours after the Black Rainstorm Warning Signal is cancelled. However, if the above Signal is cancelled at or after 3pm, services will be suspended for the whole day.

The Department of Health (DH) today (July 29) announced that, as the Black Rainstorm Warning Signal is now in force, members of the public should stay in a safe place. However, all DH clinics remain open as far as possible to provide services to those who are now at the clinics if circumstances so permit. For those who cannot arrive at the clinics, they are advised to make a new appointment after the cancellation of the Black Rainstorm Warning.
Service arrangement for General, Specialist Out-patient Clinics and Day Hospitals

The following is issued on behalf of the Hospital Authority:
​The Hospital Authority announces that its general out-patient clinics, specialist out-patient clinics including allied health services, geriatric day hospitals and psychiatric day hospitals will close as Black Rainstorm Warning Signal was issued by the Hong Kong Observatory. However, service would be provided to patients who are now at the clinics. Patients who have not yet arrived at the clinic are advised to make a new appointment after the cancellation of the Black Rainstorm Warning Signal. Accident and Emergency services at public hospitals remain normal.

For safety reasons, the Agriculture, Fisheries and Conservation Department urges members of the public to avoid visiting country parks. CFS urges public not to consume a kind of bottled water suspected to be contaminated with bacteria

​The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department today (July 28) said that a notification was received from the Macao authorities concerned that a kind of bottled water originated from Australia was found to contain the bacteria, Pseudomonas aeruginosa. The CFS is following up on the incident. Members of the public should not consume the affected batch of product. The trade should also stop using or selling the affected product immediately if they possess it.

A spokesman for the CFS said, “The CFS received a notification from the Macao authorities that the above-mentioned bottled water was detected with Pseudomonas aeruginosa. Upon learning of the incident, the CFS immediately contacted the local importer to follow-up. The importer concerned has initiated a recall on the affected product according to the CFS’ instructions. Members of the public may call the distributor’s hotline at 2606 8658 for enquiries about the recall of the product concerned.”
“Pseudomonas aeruginosa found in bottled water may indicate contamination of the water source and/or during the manufacture, packaging, transport and storage process. The presence of a large amount of Pseudomonas aeruginosa in packaged water can be associated with changes in taste, odour and turbidity, but rarely causes severe diseases to healthy persons generally,” CFS spokesman said.
The CFS will alert the trade, continue to follow up on the incident and take appropriate action. An investigation is ongoing.
Imported prepackaged frozen confection sample detected with coliform bacteria counts exceeding legal limits

The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (July 28) that a sample of prepackaged frozen confection imported from Japan was detected with coliform bacteria count exceeding the legal limit. Some of the product concerned have entered the market. The importer concerned has stopped sale and removed from shelves the affected product, and has initiated a recall according to the CFS’s instructions. The CFS is following up on the incident.

A spokesman for the CFS said, “The CFS collected the above-mentioned sample at the import level for testing under its routine Food Surveillance Programme. The test result showed that the sample contained 140 coliform bacteria per gram, exceeding the legal limit.”
Under the Frozen Confections Regulation (Cap. 132 AC), frozen confection for sale should not contain more than 100 coliform bacteria per gram. The maximum penalty for offenders is a fine of $10,000 and three months’ imprisonment upon conviction. The fact that the coliform count exceeded the legal limit indicated that the hygienic conditions were unsatisfactory, but did not mean that consumption would lead to food poisoning.
“The CFS has informed the importer concerned of the irregularities. The importer concerned has stopped sales and removed from shelves the affected product, and has initiated a recall according to the CFS’s instructions. Members of the public may call its hotline at 2647 1138 during office hours for enquiries about the recall of the product concerned. The CFS will temporarily suspend the permission to import for sale of the product concerned granted earlier to the importer,” the spokesman said.
The CFS will inform the Japanese authority of the incident, and will continue to follow up on the case and take appropriate action. The investigation is ongoing.
Three more nomination forms for Election Committee Subsector By-elections received today

​The Returning Officers for various subsectors of the 2025 Election Committee (EC) Subsector By-elections received a total of two nomination forms for candidates and one nomination form from designated bodies today (July 28). This has brought to 99 the total number of nomination forms for candidates and eight the total number of nomination forms from designated bodies received since nominations for the By-elections opened on July 22. The nomination period will end on August 4.
If there is a contested election for an EC subsector, a poll will be held on September 7.
The By-elections will fill a total of 93 vacancies in the membership of the EC to be returned by election involving 28 subsectors. The breakdown of nomination forms received for the relevant subsectors is set out below:

LegCo to debate proposed resolutions on increasing the fixed penalty levels for offences that have a direct impact on road safety and contribute to traffic congestion

The following is issued on behalf of the Legislative Council Secretariat:
The Legislative Council (LegCo) will hold a meeting on Wednesday (July 30) at 11am in the Chamber of the LegCo Complex. During the meeting, the Secretary for Transport and Logistics will move two proposed resolutions under the Fixed Penalty (Traffic Contraventions) Ordinance and the Fixed Penalty (Criminal Proceedings) Ordinance respectively, seeking to increase the fixed penalty levels for a number of offences that have a direct impact on road safety and contribute to traffic congestion. The proposed resolutions are set out in Appendices 1 and 2.
Meanwhile, the Secretary for Health will move a proposed resolution under the Radiation Ordinance. The proposed resolution is set out in Appendix 3.
On Members’ motions, Dr Ngan Man-yu will move a motion on improving GBA talent standards and promoting talent flow in the region. The motion is set out in Appendix 4. Mr Dennis Leung will move an amendment to Dr Ngan Man-yu’s motion.
Ms Yung Hoi-yan will move a motion on actively exploring Hong Kong’s new economic growth points. The motion is set out in Appendix 5. Mr Michael Tien, Dr Hoey Simon Lee and Ms Maggie Chan will move separate amendments to Ms Yung Hoi-yan’s motion.
Dr Starry Lee will move a proposed resolution under section 34(4) of the Interpretation and General Clauses Ordinance to extend the period for amending subsidiary legislation. The proposed resolution is set out in Appendix 6.
Members will also ask the Government 22 questions on various policy areas, six of which require oral replies.
