Yesterday (May 27), the Ministry of Environment convened an Environmental Impact Assessment (EIA) Review Committee Meeting, which approved the Dajia River Guangming Pumped Storage Hydropower Project. Today (May 28), a Taipower representative expressed that pumped storage hydropower is internationally recognized as a mature energy storage technology. It is characterized by quick response that is conducive enhancing power dispatch flexibility and power system stability. Taipower thanked the EIA Review Committee and people from all sectors for their support, and vowed to fully implement its EIA commitments. Additionally, Taipower will continue to communicate and cooperate with local Indigenous communities in accordance with The Indigenous Peoples Basic Law, aiming to achieve local co-creation and co-prosperity through the Guangming Project.
A Taipower representative explained that the Guangming Pumped Storage Hydropower Project uses the existing Deji Reservoir and Guguan Reservoir as upper and lower basins, circulating the water to generate electricity through the drop in elevation. Taipower plans to install four pumped hydropower units with a combined capacity of no more than 610,000 kilowatts. The primary facility will be constructed underground and does not require any new dam systems, so it will not impact the course of the Dajia River. The project places equal emphasis on diversified energy development and environmental protection.
In response to public concern regarding the safety of tunnel construction and the piling of soil and gravel, a Taipower representative expressed that construction will be executed in accordance with its previous experience safely constructing power plants in the Dajia River Basin, and it will incorporate the guidance and opinions of experts from various fields and the EIA Review Committee. Additionally, Taipower will conduct monitoring during the construction and operation phases to ensure the safety of the Guangming Project.
A Taipower representative expressed that because the Guangming Project is partially located in the traditional territories of Indigenous peoples, Taipower will maintain good communication with the affected tribes to promote mutual understanding of the local area and the project based on respect and honesty. Taipower will also implement relevant procedures under The Indigenous Peoples Basic Law and simultaneously enhance environmentally friendly measures to jointly promote the sustainable development of the surrounding ecology and environment.
