The Government today launched a one-month public consultation on proposed amendments to the Building Management Ordinance. The exercise aims to further enhance the regulatory regime following the enactment of the Building Management (Amendment) Ordinance 2024.
The proposed updates address five main areas. These include imposing a higher attendance requirement and voting thresholds for large-scale maintenance and high-value procurement, as well as improving the system for handling proxy instruments.
The amendments also aim to optimise the system for the declaration of interests, strengthen authority powers to enforce regulations, and clarify meeting procedures. The updates are expected to better cope with the changing needs of building management while meeting evolving public expectations.
The Government noted that effective building management is essential to improved district governance. The changes will increase owners’ participation, enhance decision-making transparency, and better safeguard owners’ rights and interests.
In February, the Government set out its key amendment directions at the Legislative Council Panel on Home Affairs, Culture and Sports. Following preliminary consultations with the property management sector and Legislative Council members, those views – along with several new proposals – have been integrated into the current consultation document.
