Company figures hit record highs

The Government today announced that the number of companies in Hong Kong with Chinese Mainland or overseas parent companies rose to 11,070 in 2025, while the number of startups in Hong Kong increased to 5,221, both reaching new record highs.

The results demonstrate that Hong Kong’s unique attractiveness to enterprises from around the globe continues growing, and that the city is the ideal investment destination to set up or expand businesses, it added.

The record-high figures were contained in the 2025 Annual Survey of Companies in Hong Kong with Parent Companies Located outside Hong Kong and the 2025 Startup Survey announced by the Government today.

The 2025 Annual Survey of Companies in Hong Kong with Parent Companies Located outside Hong Kong revealed a record 11,070 non-local firms operating in the city. This represents an 11% increase of 1,110 companies over 2024, while total employment within these firms rose 3% to 509,000.

When analysed by the location of the parent company, the Chinese Mainland ranked first with 3,090 companies, followed by the United States and Japan, both with 1,550 companies, the United Kingdom with 770 and Singapore with 590.

The major lines of business of the 11,070 companies in Hong Kong are mostly import/export trade and wholesale and retail, followed by financing and banking, and professional, business and education services.

A record high number of 5,221 startups continued to flourish in Hong Kong in 2025, a year-on-year increase of 11%. These startups employed 19,753 people, a 12% rise over the previous year, and spanned various sectors, including financial technology; information, computer and technology; biotechnology; education and learning; and health and medical.

Secretary for Commerce & Economic Development Algernon Yau said even though geopolitics and the global economic and trade landscape are evolving, Hong Kong has been proactively demonstrating its incomparably unique advantages under the “one country, two systems” principle as the best two-way springboard for overseas enterprises to tap into the vast Chinese Mainland market and for those enterprises to go global.

“Together with the wide array of the latest initiatives to promote economic development, including the establishment of the Task Force on Supporting Mainland Enterprises in Going Global, the formulation of preferential policy packages to attract high value-added industries to Hong Kong, the accelerated development of the Northern Metropolis, the establishment of the Economic & Trade Office in Kuala Lumpur, etc, Hong Kong’s advantages will continue to strengthen, thereby accelerating the injection of new impetus to our economy and providing more opportunities for both Chinese Mainland and overseas companies based in Hong Kong,” he said.

Mr Yau also noted that the number of startups in Hong Kong continues to grow at a double-digit rate, signaling the city as an ideal place for startups to thrive, and demonstrating the great confidence that global startup entrepreneurs have in Hong Kong.

“Startups can leverage the strengths of Hong Kong – including its concentration of internationally renowned universities and research institutes, entrepreneurial talent, and investors from around the world, as well as a strong local network of incubators and accelerators, to rapidly develop innovation and technology businesses that showcase their strengths,” he added.

International Events

The Winter Olympics in Milan and Cortina, Italy, are scheduled from Feb. 6-22. Team Korea will field approximately 140 athletes and coaches to compete in the biathlon, bobsledding, skeleton, curling, luge, ice skating events (figure, speed and short track), and skiing and snowboarding.

Dans le cadre du lancement des appels à projets 2026, le ministère de la Transition écologique, avec l’appui d’Enviropea, renouvelle son dispositif d’accompagnement gratuit au profit des porteurs de projets français. Ce soutien vise à optimiser la préparation des candidatures calédoniennes au programme européen LIFE.

Le programme LIFE est un instrument financier de la Commission européenne, dédié au soutien de projets innovants, privés ou publics, dans les domaines de l’environnement et du climat. Chaque année, le ministère chargé de la transition écologique sélectionne et assiste des porteurs de projets français afin de les aider à répondre aux attentes de la Commission européenne.

Le Programme LIFE 2021-2027

Pour la période 2021-2027, le programme LIFE est doté d’un budget de 5,4 milliards d’euros (644 milliards de francs) à l’échelle européenne, répartis en quatre sous-programmes :

  • Nature et biodiversité : protection et restauration des zones naturelles ainsi que des espèces protégées.
  • Économie circulaire et qualité de vie : promouvoir une économie durable et circulaire, notamment via une meilleure gestion des ressources telles que l’eau, les sols et les matières premières, et lutte contre toutes formes de pollution.
  • Atténuation du changement climatique et adaptation : soutenir les efforts d’atténuation des effets du changement climatique et d’adaptation à ses conséquences.
  • Transition énergétique propre : transition vers des sources d’énergie propres et durables, notamment par la structuration des acteurs, l’outillage et le renforcement des compétences.

Qui peut en bénéficier ?

La Nouvelle-Calédonie est éligible à ce programme. Les organismes publics (administrations, autorités locales, …) et privés (PME, entreprises, ONG, …) peuvent en bénéficier.

     The case of Lai Chee-ying involves serious criminal offences in violation of the national security law. The court conducted hearings strictly in accordance with the law, openly and fairly. The court’s 855-page judgment and conviction verdict delivered in December last year was well-founded and well-reasoned. It fully demonstrates that the court has made its judgment in strict accordance with the law, free from any interference, and free of any political considerations.      
     LegCo Members reiterate that Hong Kong matters are purely China’s internal affairs, and strongly demand the European Parliament and other foreign politicians to respect the principle of international law and stop any form of interference in Hong Kong matters and the internal affairs of China.

     From January 7 to 4pm yesterday (January 23), the FEHD received a total of 43 food complaints and enquiries suspected to be related to the infant and young children formula products, including one anonymous complaint without contact information. The CFS and the Environmental Hygiene Branch have promptly followed up on these cases, including contacting the parties concerned to obtain details and collecting samples for testing. In addition, the CFS has referred the cases to the health authority for follow-up.       
     The spokesman urged members of the public not to let infants and young children consume the 22 affected batches of the products, and to seek medical treatment for infants or young children who felt unwell after taking the products concerned. The trade should also stop using or selling the affected batches of the products immediately.

EDB holds Parent-Child FUNtastic Free Verse Challenge Final cum Prize Presentation Ceremony       
     Speaking at the ceremony, the Under Secretary for Education, Dr Sze Chun-fai, said that the EDB launched the Positive Parent Campaign in 2020 to promote to parents and the public the proper ways and attitudes of nurturing children through organising various activities. The theme of the Positive Parent Campaign this year is “Family Resilience”, with the aims to remind parents of the importance of companionship and role modelling, encourage them to listen patiently to their children’s needs with acceptance and openness, guide them in analysing problems, and thereby nurture the confidence and resilience their children need to face the future.
      
     He noted that the competition had received an enthusiastic response, with over 1 200 entries submitted across four groups: kindergarten, primary, secondary and open groups. Through crafting free verses, parents and students shared messages about facing challenges positively, building resilience, and promoting mental well-being in a light-hearted and lively manner.
      
     Earlier, the adjudication panel selected 20 outstanding entries from each group for public voting of The Most Liked Award, which recorded a total of over 10 000 votes across all four groups. All entries shortlisted for the finals were outstanding works filled with wisdom for everyday living and insight. Following the live performance of their free verse poems by the finalists, the adjudication panel selected the winners of each group on the spot. The results and awards were announced and presented at the ceremony this afternoon.
      
     The EDB aims to enhance the understanding of the Positive Parent Campaign among students, parents, and members of the public through activities under the Family Resilience Series and to promote the physical and mental health of parents and children, aligning with the 4Rs Mental Health Charter, to enhance students’ sense of well-being and resilience, thereby enhancing the overall culture of health in schools.

     Following is the speech by the Secretary for Innovation, Technology and Industry, Professor Sun Dong, at the Canadian Engineering Asia-Pacific Conference – A Centennial Celebration of Engineering Excellence today (January 24):
 
Chairman Kan (Chairman of the Iron Ring 100 Organising Committee, Mr Fred Kan), Charles (Consul General of Canada to Hong Kong and Macao, Mr Charles Edwin Reeves), deans, distinguished guests and speakers, ladies and gentlemen,
 
     Good morning. It is my great pleasure to join all of you here at the Canadian Engineering Asia-Pacific Conference.
 
     Today, we mark a milestone of profound significance as we celebrate the centennial of the Iron Ring, a symbol that has guided generations of Canadian engineers in their commitment to integrity, humility and service to society. As a Fellow of the Canadian Academy of Engineering, today’s gathering in Hong Kong bears especial meaning to me. Like many of you, my studies and work experience in Canada have shaped my teaching and research journey in Hong Kong, and continue to inspire my work until this day.
 
     For one hundred years, the Iron Ring has not only reminded engineers of their professional obligations, but also borne witness to the passage of time and the progress of civilisation. As we honour this century-long legacy, we must also look ahead and recognise that engineering is undergoing unprecedented transformation. The next hundred years of engineering, like the whole world, will be defined, and redefined, by innovation and technology (I&T).
 
     Hong Kong is embracing this transformation with ambition and determination. Guided by the Hong Kong I&T Development Blueprint promulgated in 2022, the Hong Kong Special Administrative Region Government is investing heavily to build a fast-growing, globally-connected I&T ecosystem powered by solid R&D (research and development) capability, world-class talents, and an increasingly vibrant startup community.

     Home to five of the world’s top 100 universities, Hong Kong has a rich pool of top-tier scientists, engineers, and tech talents, and possesses exceptional strengths in scientific research. Our flagship global research collaboration initiative, the InnoHK Clusters, which hosts 31 research centres, pools together over 30 world-renowned non-local universities and research institutes from 12 economies to collaborate with our local universities. The University of Waterloo and the University Health Network stand among our most valued partners, contributing Canadian excellence to Hong Kong’s research landscape.
 
     To welcome more top-notch talent to Hong Kong, we have launched the Frontier Technology Research Support Scheme. In recent years, Hong Kong has also taken decisive steps to strengthen its position in frontier technologies. Notably, we have established the Hong Kong Microelectronics Research and Development Institute in 2024 to drive third-generation semiconductor research and accelerate the transformation of R&D outcomes into industry applications. And we will also set up the Hong Kong AI Research and Development Institute within this year.
 
     Furthermore, the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation Zone formally commenced operation last month, housing more than 60 enterprises at the moment. The Park signals our commitment to building world-class innovative platform and deepening cross-boundary collaboration. We welcome I&T talent and enterprises from around the world to join us in our I&T journey.
 
     Over the years, Hong Kong and Canada share many similarities and a wide range of common interests. We both thrive on engineering ingenuity, education aspiration, and a bold vision for I&T development. As we navigate an era defined by AI, robotics, and rapid technological transformation, the I&T partnership between the two economies will become ever more vital.
 
     The presence of eight distinguished Canadian engineering deans at this conference speaks to the strength of our academic ties and the shared vision we hold for the future. Let us further strengthen the ties between Hong Kong and Canada, between engineering, innovation, and beyond.

Walkway fulfills harbourfront vision

Since opening late last month, the Eastern Section of the East Coast Boardwalk, at North Point, has been a popular draw among members of the public eager to enjoy the harbourfront.

The East Coast Boardwalk is located under the Island Eastern Corridor, a major expressway along the north shore of Hong Kong Island. As with the Western Section, the Eastern Section is designated as a “Harbourfront Shared Space”, meaning it can be put to flexible use.

Civil Engineering & Development Department Senior Engineer Terence Yeung explained that besides functioning as a dedicated walkway for pedestrians, it offers a number of special features, including an “experiential” glass observatory deck that gives visitors direct views of the harbour beneath the boardwalk.

Near Tin Chiu Street, a pet-friendly area invites visitors and their leashed pets to relax and play. In addition, several multi-functional open spaces are available for hosting exhibitions, art displays and community activities upon application.

Challenges overcome

The East Coast Boardwalk’s construction involved multiple challenges, including restricted headroom under the Island Eastern Corridor, narrow waterways and a lack of land access for transportation.

The project team adopted various strategies to overcome these obstacles.

Mr Yeung said: “On one hand, we utilised the existing foundations of the Island Eastern Corridor, with an aim to reduce the number of marine piles to be constructed.

“On the other hand, we transported the prefabricated deck segments to the site by barge, and flexibly used different methods to install the deck segments one by one accurately. The average weight of the deck segments is about 350 tonnes.”

Harbourfront vision

One kilometre in length, the addition of the Eastern Section marks the East Coast Boardwalk’s completion. The walkway now stretches along 13km from Kennedy Town to Shau Kei Wan.

Harbourfront Commission Chairman Ivan Ho said this “last kilometre” fulfills a core aim of enhancing harbourfront areas, allowing them to become an attractive, vibrant, accessible and sustainable asset for the people of Hong Kong to enjoy.

Looking ahead, the Harbourfront Commission will continue to develop and enhance harbourfront areas along both sides of Victoria Harbour, especially on the Kowloon side.

Mr Ho outlined that several harbourfront venues in Kowloon are under development, including a promenade in front of the Kai Tak New Acute Hospital and a character-filled event space at the Former Hung Hom Railway Freight Yard Pier.

“The pedestrian walkway next to the public cargo working area in Yau Ma Tei is also expected to be completed this year, linking the West Kowloon Cultural District and the Tai Kok Tsui area.

“We will continue to work towards the goal of extending the promenade length on both sides of Victoria Harbour to 34km by 2028.”

President Lai meets US delegation led by Senator Ruben Gallego

On the afternoon of January 23, President Lai Ching-te met with a delegation led by United States Senator Ruben Gallego. In remarks, President Lai thanked the senator for his long-time support of Taiwan in the US Congress. The president pointed out that Taiwan is a crucial link for peace and stability in the Indo-Pacific, and that in the face of threats from authoritarian regimes, Taiwan continues to bolster its self-defense capabilities while deepening Taiwan-US collaboration in trade, the economy, and high-tech sectors so as to jointly uphold regional peace and prosperity.
A translation of President Lai’s remarks follows:
First, on behalf of the people of Taiwan, I sincerely welcome Senator Gallego back on his second visit. Senator Gallego first visited Taiwan in 2018 as a member of the US House of Representatives. Now, he has returned to Taiwan as a senator, continuing to demonstrate his concern and support for Taiwan. In addition, Senator Gallego was a member of the Committee on Armed Services when he served in the House. He has long paid attention to international security and the situation in the Indo-Pacific region. On numerous occasions, he supported the addition of pro-Taiwan provisions to annual National Defense Authorization Acts. We deeply appreciate this.
Taiwan is now a Taiwan of the world. It is a crucial link for peace and stability in the Indo-Pacific and a responsible member of the international community. We love peace and are firmly determined to maintain the status quo. Recently, China has continued to increase its military activities around the Taiwan Strait and within the region. It is gradually escalating pressure on Taiwan through a variety of tactics, including economic, military, and diplomatic coercion, as well as cognitive and legal warfare. These actions, which are causing unease among countries in the region, do not accord with the behavior one would expect of a responsible major power.
Facing such threats from an authoritarian regime, Taiwan continues to bolster its self-defense capabilities so as to help ensure regional peace and stability. We fully understand that Taiwan must demonstrate its determination to protect itself before receiving help from others. That is why, last year, we proposed an eight-year, US$40 billion special defense budget. This will be used to increase investment in Taiwan’s defense industry and develop cutting-edge technologies as we accelerate the building of our T-Dome. I want to emphasize that Taiwan will continue – in a cautious, calm, and responsible manner – to defend its free and democratic way of life. We also hope that the international community will not allow China to decide at its own whim where to draw the red line and undermine regional peace and stability.
To turn to economics, we have seen the conclusion of tariff negotiations between Taiwan and the US; and, thanks to the help of American Institute in Taiwan Taipei Office Director Raymond Greene, both sides have signed an investment MOU. I believe that moving forward, Taiwan-US collaboration in high-tech sectors will continue to grow even closer. This is especially the case for Senator Gallego’s home state of Arizona. Direct flights between Taipei and Phoenix officially launched recently. In fact, I understand that Senator Gallego made the trip here on that nonstop service. In addition, the investment by Taiwan Semiconductor Manufacturing Company (TSMC) in Arizona is one of the notable results of the cooperation between Taiwanese and US industries. We can look forward to even more semiconductor manufacturing, research, and development facilities springing up in the greater Phoenix area. This will continue to strengthen Taiwan-US relations.
I also earnestly hope that Senator Gallego can support the swift passage of the US-Taiwan Double-Tax Relief Act through the US Congress, as this will create win-win outcomes for the Taiwan-US trade partnership. I once again thank Senator Gallego for visiting. I wish you a fruitful trip. I look forward to your next visit and hope you will continue supporting Taiwan.
Senator Gallego then delivered remarks, first thanking President Lai and the government of Taiwan for being so welcoming. He noted that while this has been a quick trip, he still has deep affection for Taiwan, and that he has been trying to get back here as soon as possible. When he was in Taiwan in 2018, he said that he would continue to grow the relationship as his career grew, and now that he has moved to this point in his life, he wanted to make sure that he came back and continued this relationship. 
Senator Gallego remarked that there has been quite a change from 2018, both in the relationship between Taiwan and the US, and in the transformation he has seen in Taiwan. First, he said, the defense budget proposed by President Lai has been noted among senators in the US. He pointed out that the fact that Taiwan is willing to invest in defense that will continue to create and grow a domestic defense production market, as well as potential collaboration with the US and other partners around the world, is something that they are very much looking forward to.
On the double taxation issue, Senator Gallego said that it is a win-win for both Taiwan and the US. He added that it is certainly a win-win for Arizona, noting that the amount of investment that is happening in Arizona right now from Taiwanese firms, especially TSMC, is impressive. He pointed out that he and his fellow Arizonans take pride in this relationship and investment. He further mentioned that a couple of Arizona companies have started some portion of their business here, especially regarding drones, and he expressed hope to continue to expand that footprint both in Arizona and here in Taiwan.
In regard to the geopolitical situation in which Taiwan finds itself, Senator Gallego stated that there is and will continue to be bipartisan support in Congress for the sovereign independence of Taiwan and for how it has continued to be part of the body politic of the world in a responsible manner. He added that they reject any type of overt or covert oppression of countries that are trying to engage with Taiwan in a responsible manner.
Senator Gallego said that the US wants Taiwan to have its place in the world, and that there is a bipartisan group of senators that share that consensus. He said that the relationship will continue to be strong, no matter who holds the presidency. In closing, he declared that he is glad to be able to contribute and will continue to defend the opportunity for Taiwan to be its own sovereign place.
