Christopher Gygès, membre du gouvernement chargé du numérique, a dévoilé jeudi 6 novembre, les lauréates de l’édition 2025 de l’appel à projets « Women in Tech », intitulé « La Tech est aussi une affaire de femmes ! », en marge de la clôture du Noumea Women’s forum. L’occasion également d’annoncer l’appel à manifestation d’intérêts (AMI) lancé le 27 octobre dernier pour détecter les prochaines entreprises calédoniennes du pavillon de la Nouvelle-Calédonie au salon VivaTech 2026.

À travers cette nouvelle édition de l’appel à projets Tech For Good By New Caledonia®, intitulée « Women in Tech : la Tech est aussi une affaire de femmes ! », le gouvernement a souhaité renouveler son engagement en faveur de la mixité et de la valorisation des femmes dans la Tech et le numérique.

« Les moyens dont la Nouvelle-Calédonie dispose, on souhaite les mettre dans la relance et la diversification économique et la valorisation de l’entrepreneuriat », a ainsi commenté Christopher Gygès.

Ce concours de projets innovants 100 % féminin, créé en 2022 a pour ambitions  d’encourager l’entrepreneuriat féminin dans la Tech et le numérique, mais aussi d’accompagner l’innovation au service de la transition numérique, du bien commun et de l’attractivité économique. Il vise également à accroître la visibilité des entrepreneuses locales en faisant émerger des success stories exportables, en phase avec les enjeux du territoire.

Les lauréates 2025

Lancée le 3 octobre dernier, l’édition 2025 a remporté un vif succès avec pas moins de 19 dossiers reçus. Cinq projets ont particulièrement retenu l’attention du jury, parmi lesquels deux ont su tirer leur épingle du jeu.

  • GLOWZIE – Claire Nebot (Pacific Xecutive Solution) 

Il s’agit d’une application mobile d’assistance beauté par intelligence artificielle (IA), gratuite et conçue pour les Calédoniennes et Calédoniens. Elle transforme un simple questionnaire en une routine de soins personnalisée, neutre et scientifiquement fondée, adaptée au climat tropical et aux produits disponibles localement.

  • SANTEO CONNECT EVERYWHERE – Solenne de Sainte Marie (SANTEO)

Cette plateforme numérique santé, sport et bien-être propose des vidéos, des webinaires et des programmes d’e-coaching personnalisés, créés par des professionnels de santé, accessibles partout, à domicile, en entreprise ou à distance. Les utilisateurs peuvent réserver et payer en ligne leurs séances et accéder à un accompagnement humain et professionnel, où qu’ils se trouvent.  L’objectif est de rendre la santé et le bien-être accessibles à tous, en combinant expertise médicale et outils numériques.

Les trois autres projets finalistes

  • COLLEC’TIF – Sylvine Aupetit (Association COLLEC’TIF)

Ce projet propose de lutter contre les pollutions aux hydrocarbures via des boudins de cheveux capables d’adsorber cinq à huit fois leur poids en hydrocarbures, combinés à des champignons dégradant les polluants — une solution écologique, locale et circulaire.

  • HAPPY DAY’N – Stéphane Bouquillard (Happy Day)

Cette application permet de transformer une courte visite (escale, transit) en expérience mémorable qui incite les voyageurs à revenir plus longuement en séjour. Dotée d’un « organizer » dynamique digital personnalisé, elle est capable de fournir à la fois une expérience personnalisée aux voyageurs et des données stratégiques aux collectivités, aux offices de tourisme et aux acteurs économiques locaux, via une interface dédiée.

  • PACIFIK MARKET.NC – Christiane Waneissi (Pacifik Market)

Ce projet vise à déposer deux prototypes virtuels de robes Pacifikmarket.nc à l’INPI afin de protéger et valoriser leurs versions numériques destinées aux jeux vidéo. Inspirée des pratiques du luxe, cette initiative explore de nouvelles formes de création et de personnalisation virtuelle, tout en renforçant la visibilité et le rayonnement de Pacifikmarket.nc dans l’écosystème Tech océanien.

Récompenses

Les deux lauréates ont chacune reçu un trophée, un accompagnement financier de 500 000 francs et une visibilité sur les réseaux du gouvernement et de ses partenaires

Les trois autres finalistes bénéficient également d’une mise en avant sur les réseaux.

Un partenariat avec le géant chinois de la Tech

Le membre du gouvernement a annoncé une autre bonne nouvelle pour les cinq finalistes de l’édition 2025 de Women in Tech. « On a passé un partenariat avec Huawei, qui a un programme d’entrepreneuriat digital au féminin. Cette année une des cinq start-ups calédoniennes lauréates de l’appel à projets sera sélectionnée pour y participer, rencontrer des investisseurs et potentiellement aller chercher des marchés ».

Les pitchs auront lieu en décembre et les déplacements en janvier 2026.

 

VIVATECH 2026

Après trois participations remarquées, la délégation de la Nouvelle-Calédonie repart à la conquête du plus grand évènement mondial dédié à la Tech. Le gouvernement a lancé son appel à manifestation d’intérêts (AMI) pour détecter les prochaines entreprises calédoniennes du pavillon Nouvelle-Calédonie à VivaTech 2026.

Cet AMI s’adresse :

  • aux startups calédoniennes en phase d’amorçage ou d’accélération, avec un produit ou service Tech déjà opérationnel ;
  • aux entreprises calédoniennes (traditionnelles y compris) développant un projet innovant ou intrapreneurial.

Police pay tribute to fallen police officers  
Speaking at the ceremony, Mr Chow noted that retired and serving Force members were gathered in memory of the officers who sacrificed their lives in pursuit of the Force’s mission. He said that the fallen officers’ tenacity in preserving law and order, courage in times of danger and passion in serving the community were commemorated and honoured. Their legacy has been etched in history, underscoring that the job of police is a mission worthy of pride. Their dedication to safeguarding the society and people’s lives and property has not only been exemplary for each and every one in the Force but has also left a lasting impression on the public, fortifying the long-established professional image of HKPF.
 
He mentioned that the spirit of the fallen comrades and all devoted Force members has led generations of colleagues to pass on professionalism and the finest traditions. This has enabled the entire Force to forge ahead and tide over obstacles despite challenges to law and order, major incidents, natural disasters and pandemics, allowing Hong Kong to be back on the right track and ensuring the stability of citizens’ lives.
 
He continued, “The global environment remains dynamic and complex. Safeguarding national security and maintaining law and order still require our all-out efforts. I am fully confident that every member of the Force, including regular, civilian and auxiliary, will continue to uphold the professional spirit of our predecessors.” He encouraged colleagues to face challenges head-on, strive for excellence and exemplify unity and strength as “One Force”, ensuring the HKPF remains one of the finest law enforcement agencies in the world.
 
During the ceremony, the Police Band bugler sounded the “Last Post” to signal a two-minute silence. Wreaths were laid in front of the Force Memorial Wall respectively by Mr Chow; the Commandant of the Hong Kong Auxiliary Police Force, Mr Leung Sai-kwong; and representatives of various police formations and associations.

New Cantonese opera stars from Guangdong, Hong Kong and Macao to perform excerpts of classics in December

     Young Cantonese opera talent from Guangdong, Hong Kong and Macao will gather in Hong Kong to present seven opera excerpts in “A Showcase of Guangdong, Hong Kong and Macao Cantonese Opera New Stars 2025” in December. This programme highlights the distinctive performance styles of artists from the three regions, fostering cultural exchanges and promoting the inheritance of Cantonese opera.
 
     The cast from the Guangdong Cantonese Opera Institute, including Gong Jieying, Li Yuqi, Su Guojin, Xian Jiantang, Wu Sihua and Mai Shaocong, will perform “The Drunken Wu Song Beats Jiang Zhong”, “Picking Cherries” and “The Gift of a Pearl on Rainbow Bridge”. The three performances are a combination of civil and martial pieces showcasing the solid stylised movements of the performers. From the Chinese Artists Association of Hong Kong, artists Chin Shan, Sum Yung, Ng Lap-hei, Ng Man-ting, Ng Sin-hang, Chow Lok-tung, Cheung Siu-lun, Wong On-ching, Vong Seng-pan and Wan Yiu-sing will present classic excerpts from “The Reunion by a White Hare”, written by renowned librettist Tong Tik-sang, including “The Forced Divorce Letter” and “The Triumphant Return and the Reunion”. With knotty plots, these plays demonstrate the artists’ acting and vocal skills. The Chinese Opera Artists (Macau) Association will stage “Reunion in the Nunnery” from “Princess Changping” and “Wandering in the Garden and The Interrupted Dream”, starring Ruan Dewen, Cheong Sut-ian, Chang Hoi-ieng and Kong Io-hei. The two plays evoke the poetic sentiment of deep affection and the poignant sorrow of parting and reunion through the delicate vocal techniques and expressive interpretation by artists. This Showcase not only provides a platform for mutual learning and exchanges among the young performers from the three regions but also stands as a testament to the evolving vitality of Cantonese opera across generations.
 
     “A Showcase of Guangdong, Hong Kong and Macao Cantonese Opera New Stars 2025”, one of the Greater Pearl River Delta Cultural Cooperation Projects, is jointly presented by the Department of Culture and Tourism of Guangdong Province, the Culture, Sports and Tourism Bureau of the Hong Kong Special Administrative Region Government and the Cultural Affairs Bureau of the Macao Special Administrative Region Government, and is organised by the Leisure and Cultural Services Department. NEA Appoints Carbon Rating Service Providers To Support Environmental Integrity Assessments Of Carbon Credit Methodologies And Projects

Singapore, 7 November 2025 – The National Environment Agency (NEA) has appointed three carbon rating service providers – BeZero Carbon Ltd (BeZero Carbon), Calyx Global, Inc (Calyx Global), and Sylvera Ltd (Sylvera) on 7 November 2025. They will provide independent assessments of carbon credit methodologies and projects, and support Singapore’s environmental integrity assessment of carbon credits.

Singapore’s International Carbon Credit (ICC) Framework

2          International Carbon Credits (ICCs) are one of the pathways to achieve Singapore’s 2030 Nationally Determined Contribution (NDC) and 2050 net zero ambition. Introduced in November 2022, the Singapore ICC Framework sets out the Eligibility Criteria [1] and environmental integrity principles for carbon credits. Carbon tax-liable companies can use ICCs to offset up to 5 per cent of their taxable emissions in year 2024 onwards.

3          As of end October 2025, Singapore has signed Implementation Agreements with 10 countries for the generation and trade of carbon credits as provided under the Paris Agreement Article 6. Of these Agreements, application calls for carbon credit projects for Ghana and Peru have been issued.

Independent Carbon Rating Service Providers Support Singapore’s Carbon Credit Assessment

4          The Singapore Government regularly reviews the list of eligible carbon crediting methodologies to maintain relevance and uphold the required environmental integrity standards, based on the latest science and evidence. The appointment of carbon rating service providers will support Singapore’s assessment of these methodologies and projects in a nascent carbon credits market, while building capacity within the broader ICC ecosystem through the expansion and diversification of ICC supply.  

5          A carbon ratings panel comprising BeZero Carbon, Calyx Global and Sylvera has been appointed to support the Singapore Government’s assessments of the methodologies and projects proposed for the generation of carbon credits. The panel will provide expert views to improve the rigour of environmental integrity assessments of carbon credits that Singapore purchases.

6          The appointment of the carbon ratings panel follows a competitive tender process launched in May 2025. The tenderers were assessed based on their capabilities, market expertise, team qualifications, track record and cost competitiveness.

     The Chief Executive has re-appointed Dr James Wong Kong-tin as the Chairperson and appointed Ms Wong Hau-yan as the Vice-chairperson of the PMSA. He has also appointed six individuals as new members of the PMSA. In addition, 12 serving members have also been re-appointed. The appointments will take effect on December 1, 2025, for a period of three years.

     The Secretary for Home and Youth Affairs, Miss Alice Mak, welcomed the above appointments. She also thanked the outgoing Vice-chairperson, Professor Eddie Hui Chi-man, and other outgoing members for their sterling contributions to the PMSA over their term.

CSB and staff union representatives call on civil servants to cast their votes (with photos)

     The nomination period for the 2025 Legislative Council General Election has ended today (November 6). The Secretary for the Civil Service, Mrs Ingrid Yeung, immediately led colleagues from the Civil Service Bureau (CSB) and staff-side representatives from various civil service staff unions to distribute leaflets at the Central Government Offices in Tamar, calling on civil servants to mobilise their families to vote together on December 7.

     Mrs Yeung, the Permanent Secretary for the Civil Service, Mr Clement Leung, and deputy secretaries from the CSB, as well as staff-side representatives from the Model Scale 1 Staff Consultative Council, attended the event. Both the management and staff representatives jointly called on civil servants to lead by example and vote on the polling day to elect members for the new-term Legislative Council (LegCo), who will work together to deliver tangible benefits for the well-being of the public.

     Mrs Yeung said, “In recent days, we have been conveying the message that every vote counts to civil servants through various means and channels. Civil service colleagues fully understand that as members of the Government, they should set an example by fulfilling their voting responsibilities and serve as a role model in society by mobilising their whole families to vote on December 7 and elect the candidate they believe is the most suitable.

     “The LegCo is a vital partner to the executive branch. Many policies require the LegCo’s deliberation and funding approval before they can be implemented. The nomination period for the LegCo Election concluded today. I encourage my colleagues to learn about each candidate’s platform and familiarise themselves with their designated polling station. Let’s pay attention to the election and go and vote together, seizing the opportunity to elect each one’s preferred representatives,” Mrs Yeung added. 

     The staff-side representatives participating in today’s event included civil servants from various grades from different civil service staff unions, including the Government Staff Union, the Government Employees Association, the Government Municipal Staff General Union, the Hong Kong Chinese Civil Servants’ Association, the Hong Kong Civil Servants General Union and the Agriculture, Fisheries and Conservation Department Staff Association.

     The CSB will continue to adopt different means and formats to publicise the election including visits to other government buildings and conducting comprehensive online and offline publicity so that colleagues can clearly understand the importance of voting in the LegCo Election for Hong Kong’s future development.

     

Import of poultry meat and products from County Carlow in Ireland suspended

The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (November 6) that in view of a notification from the World Organisation for Animal Health (WOAH) about an outbreak of highly pathogenic H5N1 avian influenza in County Carlow in Ireland, the CFS has instructed the trade to suspend the import of poultry meat and products from the area with immediate effect to protect public health in Hong Kong.

A CFS spokesman said that Hong Kong has currently established a protocol with Ireland for the import of poultry meat but not for poultry eggs. According to the Census and Statistics Department, Hong Kong imported about 20 tonnes of frozen poultry meat from Ireland in the first nine months of this year.

“The CFS has contacted the Irish authority over the issue and will closely monitor information issued by the WOAH and the relevant authorities on the avian influenza outbreaks. Appropriate action will be taken in response to the development of the situation,” the spokesman said.

Dr Sun Yat-sen Museum stages exhibition to showcase artefacts related to Dr Sun from Guangdong-Hong Kong-Macao region (with photos)

     This year marks the 100th anniversary of Dr Sun Yat-sen’s passing. To honour this revolutionary pioneer, the Dr Sun Yat-sen Museum (SYSM) will organise the “From Healing Patients to Saving a Nation – Dr. Sun Yat-sen in Guangdong, Hong Kong and Macao” exhibition from tomorrow (November 7). The exhibition highlights Dr Sun’s deep connections with the Guangdong-Hong Kong-Macao region, revisiting his remarkable life and significant contributions to the motherland. It will run until March 31 next year. Admission is free.
 
     This special exhibition is jointly presented by the Leisure and Cultural Services Department (LCSD), the Zhongshan Culture, Radio, Television and Tourism Bureau, and the Cultural Affairs Bureau of the Macao Special Administrative Region Government. It has been held in Zhongshan and Macao respectively, and Hong Kong is the third stop.
 
     Addressing the opening ceremony today (November 6), the Assistant Director (Heritage and Museums) of the LCSD, Mr Ng Chi-wo, said that the Guangdong-Hong Kong-Macao region is Dr Sun’s home and the place where he was raised, as well as the cradle of his revolutionary ideas. Dr Sun has mentioned that Hong Kong was the origin of his revolutionary ideology. He met like-minded mentors and friends during his studies in Hong Kong as a youth, laying the groundwork for his revolutionary endeavors. This exhibition, which started at The Museum of Dr. Sun Yat-sen in Dr Sun’s hometown Zhongshan, travelled to the Macao Museum and finally arrived at the last stop in Hong Kong, connecting relics from the three regions, illustrating Dr Sun’s evolution from “healing patients to saving a nation”. This exhibition not only portrays Dr Sun’s expansive revolutionary journey but also highlights his profound and enduring connections with the Guangdong, Hong Kong, and Macao region.
 
     â€‹Other officiating guests included the Deputy Director of Zhongshan Culture, Radio, Television and Tourism Bureau, Mr Gong Wei; the Director of Macao Museum, Ms Lou Ho-ian; the great grandnephew of Dr Sun Yat-sen and Museum Expert Adviser, Mr Peter B Sun; the Director of The Museum of Dr. Sun Yat-sen, Mr Wu Chunning; and the Museum Director of the Hong Kong Museum of History, Ms Joyce Ho.
 
     Guangdong, Hong Kong, and Macao, where Dr Sun’s life course developed from healing patients to saving a nation, share common roots and culture. This roving special exhibition showcases over 60 precious artefacts, documents and historic photographs related to Dr Sun from the three places. Highlight exhibits include the glass negative of the photograph of “Four Great Desperados” taken in Hong Kong, a historic photograph of the Hou Keng Reading Society (the club of Tong Meng Hui in Macao), the University of Hong Kong’s letter to Dr Sun inviting him to an inauguration ceremony, the inscription of “Bo Ai” (fraternity) written by Dr Sun dedicated to Hong Kong seamen, the Order of Generalissimo written by Dr Sun during his tenure as the Army and Navy Grand Marshal in Guangzhou, and the navigation clock of the “Zhongshan” warship in memory of Dr Sun, among others.
 
     To tie in with the exhibition, the SYSM will organise “Kom Tong Hall under the Moonlight” lunar lamp-making workshops on November 8 and November 16 with free admission. The SYSM also invited scholars from Hong Kong and Macao to hold two lectures on November 29 and December 13 respectively, to reflect on Dr Sun’s thoughts on China’s path in his later years and Dr Sun’s family in Macao.      To support Muse Fest HK in November, the SYSM will organise a Fun Day on November 9. Programmes include the “Bodyguards and Assassins” film show, a storytelling workshop of Kom Tong Hall, a family music theatre, handicraft workshops, footprints of a Dr Sun exploration game, and more. The SYSM will also set up a copper plate-pressing machine and a replica of Dr Sun’s photo studio, allowing participants to have a deeper understanding of the SYSM, and look back at the life and career of Dr Sun. The public can join all programmes on-site for free, while prior registration is available for some programmes.
