The Hong Kong Observatory issued No. 8 Northwest Gale or Storm Signal at 2.20pm today (September 23).
 
The Home Affairs Department has so far opened 48 temporary shelters in various districts and 599 people have sought refuge at the shelters.
 
As at 8pm, the Government’s 1823 Call Centre received five reports of fallen trees, while the Civil Engineering and Development Department received one report of landslide. No report of flooding has been received so far.
 
According to the Hospital Authority, as at 7.50pm today, two males and one female have sought medical treatment at the Accident and Emergency Department at public hospitals during the typhoon period.

Murder in Tsuen Wan

     Police are investigating a murder case happened in Tsuen Wan today (September 23) in which a man died.

     At 1.58pm, Police received a report from a man who claimed that he had killed his father inside a village house in Sam Tung Uk Village.

     Police officers sped to the scene. The 70-year-old man was found lying in the unit. Sustaining injuries to his head, neck and body, he was rushed to Yan Chai Hospital in unconscious state and was certified dead at 2.41pm.  

     After initial investigation, Police arrested the 39-year-old man for murder. He is being detained for further enquiries.

     A 20 centimeters long fruit knife in suspected connection with the case was seized inside the unit.
 
     Post-mortem examinations will be conducted later to ascertain the cause of death of the deceased.

     Active investigation by the District Crime Squad of Tsuen Wan District is underway.

UGC Secretary-General visits Sweden, France and Germany 
The Secretary-General of the University Grants Committee (UGC), Professor James Tang, led a delegation to visit Sweden, France and Germany from September 9 (Gothenburg time) to 19 (Frankfurt time) as part of efforts to promote Hong Kong’s development into an international hub for post-secondary education.
 
Professor Tang, along with the delegation from all eight UGC-funded universities under the aegis of the Heads of Universities Committee’s Standing Committee on Internationalisation (HUCOMSCI), attended the European Association for International Education (EAIE) Conference and Exhibition in Gothenburg, Sweden. During a dedicated session, Professor Tang presented the strengths and opportunities of Hong Kong’s internationalised and diversified higher education environment that welcomes academics and students from around the world to pursue their aspirations in Hong Kong. With the funding support from the UGC, the HUCOMSCI also set up the Hong Kong Pavilion to promote the “Study in Hong Kong” brand, support the publicity for recruiting overseas students to study in Hong Kong, and expand the international collaboration network.
 
Speaking at the session at the EAIE Conference and Exhibition, Professor Tang pointed out, “The Government has been allocating abundant resources to propel the vibrant development of Hong Kong’s higher education sector, supporting universities to step up their efforts in nurturing talent and advancing scientific research, garnering the international reputation that we take pride in. Five of the UGC-funded universities are ranked among the world’s top 100, six within Asia’s top 50 and four among the most international universities in the world. Many programmes offered by our universities are among the best worldwide. This reflects Hong Kong’s solid foundation and unique strengths in becoming a premier international hub for post-secondary education. Meanwhile, the upcoming Asia-Pacific Association for International Education Conference and Exhibition in 2026, to be held in Hong Kong, will gather leaders and representatives from the higher education sector worldwide and offer local post-secondary institutions an opportunity to further enhance co-operation and exchanges with their counterparts around the world.”
 
At the Dinner Reception hosted by Hong Kong, the representative of the Hong Kong Teaching Excellence Alliance also shared some of the latest initiatives the Hong Kong higher education sector launched in the face of upcoming challenges, which showcased Hong Kong’s education sector’s commitment to teaching excellence.
 
During the duty visit, Professor Tang and representatives of the eight UGC-funded universities met with the delegation of French universities in Paris, France, at the France-Hong Kong Day. They exchanged views on the latest developments in the higher education sector and discussed how to deepen and consolidate the long-term France-Hong Kong collaboration.
 
Additionally, Professor Tang also engaged with senior management from prominent research funding and academic institutions in France and Germany to discuss emerging trends and collaboration opportunities in higher education and research. He highlighted that the remarkable research achievements of Hong Kong’s higher education sector are well recognised worldwide, with some 70 per cent of Hong Kong’s research outputs assessed as internationally excellent in the University Grants Committee’s Research Assessment Exercise 2020. The Research Grants Council under the UGC supports large-scale research projects and cutting-edge work through various schemes and in collaboration with other research funding agencies both nationally and internationally. There are over 7 000 active research collaborations with more than 70 countries and regions on the Mainland and overseas. These achievements underscore Hong Kong’s steadfast determination to advance research development. The first Research Summit organised by the Research Grants Council will take place at the end of 2025, showcasing Hong Kong’s research excellence and facilitating international exchanges among researchers.

“Hong Kong’s outstanding universities have been a welcoming academic home for top scholars and talented students from around the world. As an international hub for higher education, Hong Kong’s doors are always open to all who want to realise their academic pursuits and experience the learning and research opportunities offered by one of the world’s most dynamic cities,” said Professor Tang.
 
As announced in the 2025 Policy Address, the enrolment ceiling for self-financing non-local students in taught programmes at UGC-funded universities will be further raised from the current level equivalent to 40 per cent of local student places to 50 per cent, effective from the 2026/27 academic year. Universities may progressively increase their intake of non-local students based on their individual circumstances. Moreover, the over-enrolment ceiling of UGC-funded research postgraduate programmes will be further increased from 100 per cent to 120 per cent starting from the 2026/27 academic year. These two initiatives will help attract more talented students to pursue their studies and research in Hong Kong, thereby building Hong Kong into an international hub for high-calibre talent.

Prosecutors meet in HK

The 15th China-ASEAN Prosecutors-General Conference, hosted by the Supreme People’s Procuratorate of the People’s Republic of China and organised by the Hong Kong Special Administrative Region’s Department of Justice, was held in Hong Kong today.

The conference’s theme “Combatting Money Laundering and Corruption, and Recovering Assets in the Technological Age” calls for unity as China and ASEAN member states join hands to rise to such challenges in the digital era.

Around 80 participants attended the event, including prosecutors general, attorneys general, and representatives from prosecution authorities from China and the Association of Southeast Asian Nations (ASEAN) member states.

Chief Grand Prosecutor and Prosecutor General of the Supreme People’s Procuratorate Ying Yong, Chief Executive John Lee and Secretary for Justice Paul Lam officiated at the opening ceremony.

Mr Ying said at the ceremony that the theme of the conference reflects the shared understanding among participants regarding the harms of money laundering, corruption, and cross-border transfer of illicit funds.

It also embodies the common aspiration of prosecutorial authorities across jurisdictions to strengthen international anti-money laundering and anti-corruption co-operation, and deepen collaboration in recovering criminal assets to safeguard regional security and stability while promoting common development, he added.

The Chief Executive thanked the central government for organising and supporting Hong Kong in hosting the conference.

He said Hong Kong, being the only bilingual common law jurisdiction under the “one country, two systems” principle, has full capability to uphold the rule of law and act as a centre for international legal and dispute resolution in the Asia-Pacific region.

Mr Lee also noted that countries should work together in the technological age to make use of innovative technology to combat the so-called innovators of crime, and build a future where technology serves safety.

Meanwhile, Mr Lam pointed out that Hong Kong, under the “one country, two systems” principle, has close legal co-operation with ASEAN member states, including the signing of bilateral mutual legal assistance agreements, taking forward co-operation based on reciprocity and implementing key international conventions to combat transnational crime.

The justice secretary added that the city will strengthen collaboration with ASEAN member states to combat transnational crime in response to the developments in the region’s economic and social landscape.

Addressing the conference’s plenary session, Mr Lam proposed a multipronged approach to combat money laundering and corruption in a technological age.

These include strengthening public education and imposing heavier penalties to deter members of the general public from laundering money for others, strict enforcement of legal duties for financial institutions to detect and report suspicious transactions, using legal means to stop dissipation of funds in money laundering as well as enhancing the prosecution’s capability to handle technological crimes.

During the conference, heads of delegations of China and ASEAN member states will sign a joint declaration to reaffirm the commitment to fight against transnational crimes, including money laundering and corruption.

Import of poultry meat and products from areas in Poland and Spain suspended

The Centre for Food Safety (CFS) of the Food and Environmental Hygiene Department announced today (September 23) that in view of notifications from the World Organisation for Animal Health (WOAH) about outbreaks of highly pathogenic H5N1 avian influenza in Iława District of Warmińsko-Mazurskie Region in Poland and Valladolid Province of Castilla y Leon in Spain, the CFS has instructed the trade to suspend the import of poultry meat and products (including poultry eggs) from the above-mentioned areas with immediate effect to protect public health in Hong Kong.

A CFS spokesman said that according to the Census and Statistics Department, Hong Kong imported about 1 730 tonnes of frozen poultry meat from Poland, and about 50 tonnes of frozen poultry meat and about 50 000 poultry eggs from Spain in the first six months of this year.

“The CFS has contacted the Polish and Spanish authorities over the issues and will closely monitor information issued by the WOAH and the relevant authorities on the avian influenza outbreaks. Appropriate action will be taken in response to the development of the situation,” the spokesman said.

Hong Kong Customs seizes suspected methamphetamine at airport (with photo)

Hong Kong Customs today (September 23) detected a drug trafficking case involving baggage concealment at Hong Kong International Airport and seized about 23 kilograms of suspected methamphetamine with an estimated market value of about $7.6 million.
 
A 21-year-old male passenger arrived in Hong Kong from Tokyo, Japan, today. During customs clearance, Customs officers found the batch of suspected methamphetamine in the check-in suitcase possessed by him. The man was subsequently arrested.
 
The arrested man has been charged with one count of trafficking in a dangerous drug. The case will be brought up at the West Kowloon Magistrates’ Courts tomorrow (September 24).

Customs will continue to step up enforcement against drug trafficking activities through intelligence analysis. The department also reminds members of the public to stay alert and not to participate in drug trafficking activities for monetary return. They must not accept hiring or delegation from another party to carry controlled items into and out of Hong Kong. They are also reminded not to carry unknown items for other people.

Customs will continue to apply a risk assessment approach and focus on selecting passengers from high-risk regions for clearance to combat transnational drug trafficking activities.

Under the Dangerous Drugs Ordinance, trafficking in a dangerous drug is a serious offence. The maximum penalty upon conviction is a fine of $5 million and life imprisonment.

The Director of Water Supplies, Mr Roger Wong, today (September 23) attended the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) Water Conservation Industry Innovation and Development Conference and Expo at the Baiyun International Convention Center in Guangzhou. He also participated in the inauguration and commencement ceremony of the GBA Water Conservation Industry Alliance.

During the ceremony, Mr Wong, together with the Director of the Pearl River Water Resources Commission of the Ministry of Water Resources, Mr Wu Xiaolong; the Deputy Director General of the Water Resources Department of Guangdong Province, Ms Chen Jian; and the Director of the Marine and Water Bureau of Macao, Ms Wong Soi-man, witnessed the announcement of the water conservation declaration. The declaration sets directions for the high-quality development of the water conservation industry in the GBA and opens a new chapter in cross-boundary collaboration on water conservation.

Speaking at the opening plenary session, Mr Wong stressed that in the face of global climate change, sustainable water resources management is crucial for the highly urbanised GBA. As a core city of the GBA, Hong Kong will strengthen collaboration with other GBA cities to address common challenges in the management of water resources. Hong Kong will fully leverage its unique advantages of being closely connected to both the Mainland and the world under the “one country, two systems” framework, showcase the country’s advancement in digital water and water-saving technologies, and provide a “GBA Plan” for the country’s transition towards a water-saving society. Mr Wong noted that the establishment of the Alliance comes at a timely moment to pool technologies, policies and market forces across the region, providing a platform for industry collaboration and technological innovation.

Mr Wong then joined representatives of the Alliance to participate in the inauguration ceremony, marking a significant step forward in strengthening cross-boundary collaboration among governments, enterprises, academia and water agencies. The move underscores a shared commitment to advancing internationalisation and technological innovation in the GBA’s water conservation industry.

The Alliance comprises enterprises, academia, and water agencies across Hong Kong, Macao, and the nine Mainland GBA cities. The Water Supplies Department (WSD), together with the Pearl River Water Resources Commission, the Water Resources Department of Guangdong Province and the Marine and Water Bureau of Macao, will provide guidance to the Alliance’s work. The WSD will make use of the Alliance as a platform to deepen collaboration on water conservation initiatives among cities in the GBA, including developing the first water efficiency labelling scheme applicable to the GBA, and fostering the innovation and wider adoption of water-saving technologies.

Mr Wong returned to Hong Kong this afternoon.
