New York ETO showcases Hong Kong cinema at Asian Pop-Up Cinema festival in Chicago

     Seven Hong Kong films are being showcased at the Asian Pop-Up Cinema film festival in Chicago with the support of the Hong Kong Economic and Trade Office in New York (New York ETO), highlighting the creativity and global appeal of Hong Kong cinema. Now in its 20th edition, the festival runs from March 20 to April 12 (Chicago time).

     On the festival’s opening night on March 20, the Director of the New York ETO, Ms Maisie Ho, presented the festival’s Extraordinary Actors Award to acclaimed Hong Kong actress, singer, and songwriter Gigi Leung, before attending the US premiere of “Pass and Goal” starring Leung and directed by Jil Wong. One of Hong Kong’s most beloved stars, Leung first captivated audiences with her wholesome, girl-next-door charm, before going on to demonstrate remarkable versatility across a wide range of roles. Ms Ho praised Leung for pushing boundaries and her commitment to taking on distinctive roles throughout her career.

     The Government has implemented thematic planting projects across Hong Kong, including planting a single type of tree or shrub in selected locations to bring vibrant colour and vitality to the community.
 
     In Sha Tin Park, related improvement works were completed earlier this year, with pink trumpet trees as the main feature. The sea of beautiful flowers has attracted residents and tourists alike to stop and take pictures.
 
     News.gov.hk spoke to representatives from the Leisure and Cultural Services Department and the Civil Engineering and Development Department to learn more about the thematic planting projects.

Mosquito control
 
     The representative of the Food and Environmental Hygiene Department (FEHD) reported to the PCSC its work on mosquito control over the past year and the progress of this year’s initiatives. The overall situation of mosquito infestation was generally under control. It is worth noting that the FEHD temporarily extended its intensified mosquito control work, which was originally activated when the area gravidtrap index (AGI) reaches 20 per cent (Level 3), to cover areas with the AGI fall between 10 and 20 per cent (Level 2), until further notice. In addition, the survey area of gravidtrap for Aedes albopictus in the Tsing Yi North has been extended to cover the Tsing Yi Nature Trails. The FEHD will continue to leverage technologies, including robotic dogs and drones, to support its mosquito prevention and control work.
      
     According to the mosquito surveillance data, the overall trend of the gravidtrap index for Aedes albopictus has remained similar to past years. The indices for January and February 2026 remained low, consistent with the same period in past years. As the warm and humid weather of spring approaches, the gravidtrap index is anticipated to rise along with warmer weather and the rainy season as in previous years. The FEHD and relevant departments will continue to strengthen mosquito prevention and control work, including eliminating mosquito breeding grounds, applying larvicides, conducting fogging operations to eliminate adult mosquitoes, and installing mosquito trapping devices at suitable locations. The FEHD will also continue to conduct joint on-site inspections with relevant departments, and provide them with professional advice and technical guidance.
      
     Representatives from the Centre for Health Protection of the Department of Health (DH) presented the latest risk assessment of mosquito-borne diseases. As the hot and rainy weather approaches, coupled with the increase in inbound and outbound passenger traffic during the upcoming long holidays, the overall risk of importing and locally transmitting mosquito-borne diseases such as dengue fever and chikungunya fever is expected to increase. To prevent mosquito-borne diseases, members of the public are advised to wear loose, light-coloured long-sleeved tops and trousers, and apply DEET-containing insect repellent on exposed parts of the body and clothing. Travellers returning from areas affected by mosquito-borne diseases should apply insect repellent for 14 days upon arrival in Hong Kong. The departments will closely monitor the situation of mosquito infestation as reflected by the surveillance indices, and continue to update the list of mosquito infestation hotspots to facilitate adjustments and deployment based on the actual situation, ensuring prompt and effective mosquito prevention and control work. The FEHD will continue to convene meetings of the inter-departmental task forces on anti-mosquito work in the district to co-ordinate frontline departments and stakeholders for mosquito control, including eliminating potential mosquito breeding places before the rainy season, as well as conducting fogging operations in a timely and concerted manner until the end of the rainy season, to mitigate the risk of mosquito-borne disease transmission. In addition, the FEHD, in collaboration with the Education Bureau (EDB), will progressively install new mosquito trapping devices (MTDs) in secondary schools, primary schools and special schools registered with the EDB, to further strengthen mosquito prevention and control on campuses. Representatives from the EDB also shared that schools generally welcome the installation of the MTDs on their campuses.

Rodent control
 
     ​Since 2024, the FEHD has fully adopted thermal imaging cameras with artificial intelligence technology to monitor rodent activity and enumerate Rodent Absence Rate, to more accurately reflect the situation of rodent infestation. At the meeting, the FEHD presented the mechanism and considerations for installing thermal imaging cameras at the selected locations during each round of Rodent Activity Surveys (RAS) to capture infestation conditions, and explained how the FEHD utilises data on rodent infestations and locations derived from the new technology to collaborate with other departments, local businesses and residents in implementing more targeted measures to enhance the efficiency of rodent control. Representatives from the Housing Department (HD) and the Leisure and Cultural Services Department (LCSD) also reported on how they have deployed data-driven strategies to prevent and control rodent infestations and the results achieved, following the extension of RAS to include public rental housing estates, parks and recreational facilities under their respective purview.
 
     The FEHD launched the Charter in December 2024, inviting property management companies, owners’ corporations and residents’ organisations of private residential premises to participate and work together to create rodent-free environments. As at February this year, more than 770 organisations and groups have signed the Charter, covering about 720 000 households. Since the launch of the Charter, the FEHD has actively collaborated with stakeholders, including working with the Property Management Services Authority, and encouraging more estate property management companies and owners’ corporations to sign the Charter through the HD and the Hong Kong Housing Society. In January this year, the FEHD launched the Anti-rodent Partner Awards 2026 to commend premises that have performed excellently in rodent control work. Through this commendation, the FEHD aims to continue to raise community awareness of rodent prevention and control, strengthen collaboration, and jointly create a clean and hygienic living environment. The FEHD will further expand the coverage of the Charter to include property management companies of shopping centres, enhancing the sustained benefits of the Charter and strengthening the overall rodent control effectiveness in the community.
 
     The Environment and Ecology Bureau will continue to co-ordinate the “Cross-sectoral Territory-wide Anti-rodent Action”, implementing all-rounded rodent control measures with cross-sector, multi-disciplinary and community involvement.

Director of Hong Kong Observatory highlights HKO’s latest services and annual weather outlook

     The Director of the Hong Kong Observatory (HKO), Dr Chan Pak-wai, hosted a press briefing today (March 23) to recap the weather in 2025 and elaborate on the weather outlook for Hong Kong this year as well as the HKO’s latest services.

     Dr Chan said that, according to the World Meteorological Organization’s assessment, 2025 was the second or third warmest year on record globally. Locally, 2025 was the sixth warmest year on record. In particular, October 2025 was exceptionally warm, breaking the records of monthly mean temperature, monthly mean minimum temperature, and number of hot days and hot nights for October. Hong Kong also experienced the warmest winter on record from December 2025 to February 2026, with the winter mean temperature reaching 19.3 degrees, 2.0 degrees above the normal. In addition, there were five Black Rainstorm Warnings, breaking the annual number on record since the rainstorm warning system began operation in 1992. 14 tropical cyclones necessitated the issuance of tropical cyclone warning signals, the highest annual number since 1946.     ​

Three incoming passengers convicted and jailed for possessing duty-not-paid cigarettes       
     Customs officers intercepted an incoming 75-year-old male passenger at the Lok Ma Chau Spur Line Control Point on March 21 and seized 1 781 duty-not-paid cigarettes, with an estimated market value of about $7,300 and a duty potential of about $5,800, from his personal baggage. He was subsequently arrested. He was sentenced to 12 weeks’ imprisonment and fined $1,800 by the Fanling Magistrates’ Courts today.
      
     On the same day, Customs officers intercepted a 48-year-old incoming female passenger and her accompanying teenager at the Lo Wu Control Point and seized 5 781 duty-not-paid cigarettes, with an estimated market value of about $24,000 and a duty potential of about $19,000, from their personal baggage. The female passenger was subsequently arrested. She was sentenced to two months’ imprisonment and fined $1,500 by the Fanling Magistrates’ Courts today.
      
     In addition, Customs officers intercepted a 43-year-old incoming male passenger at Hong Kong International Airport yesterday (March 22) and seized about 67 200 duty-not-paid cigarettes, with an estimated market value of about $302,000 and a duty potential of about $222,000, from his personal baggage. The passenger was subsequently arrested. He was sentenced to six months’ imprisonment and fined $1,000 by the West Kowloon Magistrates’ Courts today.
      
     Customs welcomes the sentences. The custodial sentences have imposed a considerable deterrent effect and reflect the seriousness of the offences.
      
     Customs reminds members of the public that under the DCO, cigarettes are dutiable goods to which the DCO applies. Any person who imports, deals with, possesses, sells or buys illicit cigarettes commits an offence.  The maximum penalty upon conviction is a fine of $2 million and imprisonment for seven years.

Dates announced for second and third rounds of evidential hearings of Independent Committee in relation to fire at Wang Fuk Court in Tai Po and online pre-registration for public observation of second round of hearings 
     The Independent Committee in relation to the fire at Wang Fuk Court in Tai Po announced today (March 23) that it will hold the second and third rounds of evidential hearings, comprising 13 sessions in total, in April to receive evidence. The evidential hearings will be conducted in Cantonese from 10am to 1pm and from 2.15pm to 4.30pm at the Multi-purpose Hall, 3/F, City Gallery, 3 Edinburgh Place, Central. Simultaneous interpretation in Putonghua and English will be provided in the City Gallery. Members of the public may pre-register for selected hearings that they wish to observe via the online system.
 
     The Committee will hear evidence in the evidential hearings on matters in accordance with its terms of reference. The Committee aims to clarify the relevant facts through oral evidence, written submissions, and other forms of evidence presented by witnesses. This will provide an important basis for the preparation of its report and recommendations.
 
     The schedule for the second round of six evidential hearings is as follows:

      In the second and third rounds of evidential hearings, the Committee will continue to receive oral evidence from witnesses (including oral evidence from Wang Fuk Court residents and representatives of the involved parties). The Committee will release the list of exact witnesses who will be giving evidence at each date of hearing on its website (www.ic-wangfukcourtfire.gov.hk/eng/timetable.html 
     Some seats of the hearings will be reserved for the involved parties, and some seats will be open to the public to observe the proceedings. To allow more members of the public to attend the hearings, the proceedings will be broadcast simultaneously in transmission areas set up on the ground floor of the City Gallery and in the Lecture Theatre of the Hong Kong Central Library. Arrangements will be made for some members of the public to observe the hearings in these two areas. A total of about 360 seats will be available for public observation in the main venue and the two transmission areas. About half of the seats will be set aside for residents of Wang Fuk Court on a priority basis. Separate arrangements will be made for the media.
 
     To avoid members of the public queuing up outside the venue for a long time, and to allow those who wish to observe the hearings to have certainty of whether seats have been secured before the day of the hearings, for the second round of hearings, individuals (including Wang Fuk Court residents) are required to pre-register online (

     Successful registrants will receive a “Confirmation of Successful Registration” regarding the second round of hearings issued by the Secretariat of the Committee by April 2. An SMS notification will be sent from the sender name “#IC-hearing”. If an email address is also provided during pre-registration, an email notification will be sent from
hearing@ic-wangfukcourtfire.gov.hk 
     Online pre-registration arrangements for the third round of hearings will be announced separately in due course.
 
     According to the current plan, the Committee will continue to hold evidential hearings in May. Details (including the specific dates of the hearings, the witnesses who will be giving evidence, and the pre-registration arrangements for public observation) will be announced separately at a later date.
 
     The Chief Executive established the Independent Committee in relation to the fire at Wang Fuk Court in Tai Po to review the causes of the incident and related issues of the fire, and to make recommendations to prevent similar incidents from occurring again. The Committee formally commenced its work on December 19, 2025. The first round of hearings commenced on March 19 and will last till April 2 to hear the opening remarks from the legal teams and oral evidence from witnesses (including oral evidence from Wang Fuk Court residents).

CE to attend Boao Forum for Asia annual conference in Hainan

​     The Chief Executive, Mr John Lee, will depart for Hainan tomorrow (March 24) to attend the Boao Forum for Asia Annual Conference 2026.
  
The theme of this year’s conference is “Shaping a Shared Future: New Dynamics, New Opportunities, New Cooperation”. Mr Lee will attend the opening plenary of the annual conference and deliver a keynote speech at the Global Free Trade Port Development Forum.
 
Mr Lee will return to Hong Kong on March 26. During his absence, the Chief Secretary for Administration, Mr Chan Kwok-ki, will be the Acting Chief Executive.

Remarks by SLW at media session regarding adjustment of Government Public Transport Fare Concession Scheme for the Elderly and Eligible Persons with Disabilities 
Reporter: Good afternoon. Firstly, how would you assess the monetary impacts on the Government for the revised policy and the impact on beneficiaries who might have to take more expensive or longer routes after the policy takes effect? And secondly, any concrete timetable on when to review the policy and roll out the second phase, which would be the cap on the 240 trips per month? Thank you.
 
Secretary for Labour and Welfare: Thank you for your questions. The estimated annual savings arising from the new measure will be around $550 million, so as to save the public monies by putting in place a new measure. If you look at the number of transport routes that will be affected, it will be around 40 per cent. Currently, if you look at the number of routes taking into account all modes of transport, around 60 per cent of them have fares of $10 or below. That means about 40 per cent will be over $10. We will step up our promotion and publicity to put across all the messages to our elderly people and the disabled to make sure that they are fully informed about the new measure.
 
     Of course, when we roll out the new measure, we will keep a very close watch over usage patterns and also all relevant statistics. I am going to share it with the public from time to time. We will also look at what is needed to make sure that all those elderly people and the disabled are fully informed about the new measure. To put it simply, the process is very simple because they do not have to apply. They do not need to do anything by themselves. What they need to know is just look at the fare. If it is $10 or below, no change. It will be $2. If it is over $10, that means they have to pay 20 per cent of the adult fare, and the rest of the 80 per cent will be fully borne by the government.
