Chan kin-por positions suspended

The Government today said the Chief Executive has approved a request from Chan Kin-por to suspend three public positions held by Mr Chan until the work of the independent committee in relation to the fire at Wang Fuk Court in Tai Po is completed.

Mr Chan made the request to give himself more time to dedicate to the committee’s work.

The three public positions held by Mr Chan are: Chairman of the Independent Commission Against Corruption Advisory Committee on Corruption; Non-executive Director of the Urban Renewal Authority Board; and Member of the Honours and Non-official Justices of the Peace Selection Committee. He was appointed to these positions by the Chief Executive.

On December 12, the Government established an independent committee to examine the causes of the fire and related issues. It is chaired by David Lok, with Chan Kin-por and Rex Auyeung serving as members.

Mr Chan wrote to the Chief Executive to express his wish to suspend his other public positions. After due consideration, the Chief Executive has agreed to and approved this request.

The Government thanked Mr Chan for accepting appointment as a member of the independent committee. It added that it looks forward to him resuming the abovementioned positions when the independent committee’s work is completed.

Roving GBA youth expo launches

A roving exhibition showcasing Greater Bay Area opportunities for students and young people opened today and will be hosted at eight universities and the Civic Education Resource Centre at Youth Square in Chai Wan between now and late March.

Highlighting that the policies of the Hong Kong Special Administrative Region Government align fully with the 15th Five-Year Plan and support the bay area’s development, the Constitutional & Mainland Affairs Bureau said the exhibition offers a wealth of information to assist young people in seizing opportunities in the bay area.

Such information spans policy measures relating to different aspects of the GBA, support programmes and facilitation arrangements for young Hongkongers, support services provided by the Guangdong-Hong Kong-Macao Greater Bay Area Development Promotion Centre, and the channels for accessing further updates.

Registration or the presentation of a valid staff or student card will be required for entry to the campuses of certain universities hosting the exhibition.

2 events awarded ‘M’ Mark status

The Major Sports Events Committee has awarded “M” Mark status to the Standard Chartered Hong Kong Marathon 2026 and the Longines Hong Kong International Horse Show 2026.

The marathon will be held on January 18 while the horse show will be held from January 30 to February 1.

Committee Chairman Wilfred Ng said today that the two events allow local citizens and tourists to experience the allure of sports and highlight Hong Kong’s diverse culture and vibrant energy, strengthening the city’s position as a centre for major international sports events.

He noted that the marathon stands out as one of the city’s most popular running events, which attracts professional and amateur runners from around the world to showcase their competitive spirit against the backdrop of Hong Kong’s unique urban landscape.

The international horse show, to be held at AsiaWorld-Expo, will showcase the elegance and power of equestrianism splendidly, Mr Ng added.

     The Major Sports Events Committee (MSEC) has awarded “M” Mark status to the “Standard Chartered Hong Kong Marathon 2026” (January 18) and the “Longines Hong Kong International Horse Show 2026” (January 30 to February 1).
      
     The Chairman of the MSEC, Mr Wilfred Ng, said today (January 12), “With the beginning of 2026, more ‘M’ Mark events will follow one after another. Among them, the Hong Kong Marathon stands out as one of the city’s most popular running events. It attracts professional and amateur runners from around the world to showcase their competitive spirit against the backdrop of Hong Kong’s unique urban landscape. As for the Longines Hong Kong International Horse Show to be held at the AsiaWorld-Expo, it will showcase the elegance and power of equestrianism splendidly. These two events allow local citizens and tourists to experience the allure of sports and highlight Hong Kong’s diverse culture and vibrant energy, strengthening Hong Kong’s position as a centre for major international sports events.”
      
     The “M” Mark System aims to encourage and help local National Sports Associations and private or non-government organisations to organise more major international sports events and nurture them into sustainable undertakings. Sports events meeting the assessment criteria will be considered for “M” Mark status by the MSEC. Funding support will also be provided to some events. The “M” Mark System aims to promote the development of major sports events, cultivate a sustainable sporting culture, enhance Hong Kong’s image as a centre for major international sports events and bring tangible economic benefits to the community.

EDB reminds parents to choose primary schools under Central Allocation process for their children

     The Education Bureau (EDB) today (January 12) reminded parents that children who have joined the Primary One Admission (POA) System for 2026 but have not yet secured a discretionary place can take part in the Central Allocation process for a Primary One (P1) place in a government or aided primary school. Parents concerned should make their choice of schools within the period from January 19 to 25.

New District Officer for Yuen Long assumes office (with photo)

     Mr Kelvin Ma will assume the post of District Officer (Yuen Long) tomorrow (January 12), succeeding Mr Gordon Wu.
 
     Since joining the Administrative Service in 2011, Mr Ma has served in various bureaux and departments, including the then Home Affairs Bureau, the then Transport and Housing Bureau, the Labour and Welfare Bureau, and the Chief Executive’s Office.
 
     He was the Principal Assistant Secretary for Transport and Logistics at the Transport and Logistics Bureau before taking up the new post of District Officer (Yuen Long).

  

PUBLIC AWARENESS ON THE DETECTION OF AMERICAN FOULBROOD (AFB) IN SAMOA

[PRESS RELEASE, 24 December 2025] – The Ministry of Agriculture & Fisheries (MAF) wishes to inform the public of the recent detection of American Foulbrood (AFB) in Samoa. The detection was reported in late November 2025 by the Samoa Apiculture Association (SAO), led by its President Papalii Richard Wetzell. The affected locations include Siusega and nearby villages, where AFB has been confirmed in several bee hives.

About American Foulbrood (AFB):

American Foulbrood is a highly contagious bacterial disease that affects honeybee colonies. It is caused by the bacterium Paenibacillus larvae, which produces extremely resilient spores capable of surviving in the environment for more than 20 years.

While AFB was first detected in Samoa in 2016, periodic emergence can occur due to a long-term persistence of these spores.

Eradication and Control Measures:

MAF, in collaboration with SAO, is implementing necessary eradication and containment measures to control and eliminate the disease. These measures include:

• Full spraying and disinfection of affected apiaries.

• Collection and on-site destruction of all infested hives through controlled burning.

• Surveillance and monitoring of surrounding areas to prevent further spread.

Public Advisory:

Members of the public, particularly families residing in the affected areas identified by SAO, are kindly requested to fully cooperate with MAF and SAO officers undertaking surveillance and eradication activities.

A formal notification has been issued through the Ministry of Women, Community & Social Development (MWCSD) via village Mayors to ensure that households permit access to their properties for surveillance and eradication activities.

At this stage, there is no cause for alarm. MAF and SAO are actively managing the situation, and are currently engaging only with households where AFB has been confirmed.

The community is encouraged to remain vigilant, follow guidelines provided by authorities, and support ongoing efforts to protect our honeybee industry.

La’aulialemalietoa Leuatea Polāta’ivao Fosi Schmidt, announced the appointment of Mr Leasoiloafaleupolu Ronnie Siaosi Aiolupotea as the new Chief Executive Officer for the Ministry of Communications and Information Technology [M.C.I.T.].

He has over 20 years of experience in various government and private sector roles.

He currently serves as Deputy Chief Executive Officer for the Ministry of Communications and Information Technology since May 4, 2022.

He graduated from the University of the South Pacific with a Bachelor of Arts in Management and Computer Science in 2000, a Master of Information Technology from the University of Newcastle in 2017, and a Certificate IV in Project Management in 2019.

The appointment is for three years.

La’aulialemalietoa Leuatea Polāta’ivao Fosi Schmidt, officially announced in his press conference on Wednesday, December 24, 2025, the Cabinet’s approval of the appointment of Mr. Fepulea’i Roger Toleafoa as the new Chief Executive Officer of the Ministry of Commerce, Industry, and Labour [M.C.I.L.] for a three-year term.

He has been the Assistant Chief Executive Officer for the Ministry of Commerce, Industry, and Labour for 13 years and has served the government for 22 years from the same Ministry.

As 2025 draws to a close, the new year is expected to be a time of positive change, deep reflection, and strengthened community connections. We stand at the threshold of the New Year, with thanksgiving and gratitude for God’s grace that has embraced Samoa during our hard and arduous journey in the last 12 months.

On reflection, what were achieved we achieved well. What remains incomplete, heralds the opening season for our continuing journey into the new Year along with the associated challenges that we need to overcome.

Following the general elections in August, and the subsequent commencement of Cabinet’s responsibilities as the new government, the Budget for Financial Year 2025-2026 was approved. A seamless implementation phase across all sectors of the economy has begun towards a secure and stable economy now and into the future. The Budget reflects the Government’s broader strategy of empowering communities, building resilience and inspiring growth.

Our economy continues to thrive steadily with Samoa’s Real Gross Domestic Product recording an annual average growth of 4.2 percent in FY24/25. Samoa’s external sector has remained robust with Official foreign reserves translating to 15.2 months of import cover in FY 24/25. Both tourist earnings and private remittances remained strong, contributing to stable growth in our foreign reserves.

The one million Tala project for district developments is on target with preparations to commence all operations for 51 districts on the 12th of January 2026. We have learnt from both the successes and failures that the empowerment of communities promotes innovation for more economic opportunities to reduce disparities and vulnerabilities.

We have proven since independence 63 years ago that our greatest strength lies in our unity. This has anchored our efforts to successfully traverse the challenges of our democracy. Embracing the strengths of our culture and traditions, is the lynchpin of our shared identity that transcends boundaries. Let us continue to honour the values enshrined in our heritage – values that inspire unity and solidarity, to support and care for one another, uphold communal wellbeing and ensure no one is left behind.

Samoa subscribes to an expanded definition of security by the region as inclusive of human security, climate change, humanitarian assistance, environmental security and regional cooperation to build resilience. Right now, I emphatically call for urgent, collective and concerted efforts to combat illicit drugs in our country.

The need to bolster our vigilance at our national borders is critical and crucial. A devoted workforce, trusted and timely intelligence sharing, appropriate equipment and reliable networks are important requisites we must secure. This fight is not solely a government’s responsibility but that of the whole country.

A united Samoa in the fight against drugs can be the only hope of our children and youth growing in an environment without the shackles of addiction.

My government remains steadfast in its commitment to improving health and education. Every citizen has a right to access quality healthcare and quality educational services. Investment is greatly encouraged in initiatives to empower our youth, support education at all levels including early childhood education, prioritize reforms of our healthcare systems and equipment, and continuing efforts to build human capital capacity for effective and efficient service delivery.

With the democratic processes settled and the Government carefully reviewing its national priorities it is also time for Samoa to again take up its place among the leadership of the Blue Pacific region as well as the international arena.

At this juncture I acknowledge with gratitude the ready support of; and strengthened partnerships with all our development partners who have stood with us to address our priority development needs, as well as emergency needs during times of crisis. In this regard, I greatly welcome the underpinnings of the strengths of the partnerships through the provision of budget support by our partners which Samoa embraces as a reflection of trust, respect and transparency.

Likewise, I pay tribute to the public servants and those serving in the private sector. You have continued to play your role to deliver services to our people even in the face of political disharmony.

Our Diasporas around the globe are applauded for continuing to provide the lifeline for many families throughout Samoa. Migration has not severed the familial bonds for support in various forms.

The Head of State’s Christmas message called for reaffirmation of unity through prayer and supplication to the Lord for Samoa. As a nation founded on God, our unity in prayer, is the only way to seek divine guidance in our daily walk-through life, and what the future holds for us all.

I am happy to announce that our week of prayer and fasting will begin on Sunday, 11th January until the 16th of January 2026.

I wish you all a peaceful, blessed and safe New Year Samoa.
